i'm garrett haake in for chuck todd. we're getting more information on how tenuous is in ukraine right now. we expect vladimir putin to make an address to his country at any moment. it comes as he says he's deciding whether to recognize the independence of ukrainian breakaway regions, a move that would likely incite tensions even further. putin already met today with his security council with a spokesman for the kremlin acknowledging that tensions are rising in ukraine. at the white house president biden is meeting with his security team with secretary of state toney blinken and cia director william burns. and today's developments even further diminish the likelihood of that potential meeting between biden and putin, which the white house agreed to in principle providing russias did not invade. intelligence indicates russian military commanders have already been given an order to proceed with an invasion. just this morning national security adviser jack sullivan offered a grim depiction would look like. russia denies thi

garrett haake is keeping an eye on that briefing for us. till ongoing, but what, if anything, do we know so far about what's happened? >> reporter: craig, i can tell you i've covered a lot of briefings and lawmakers come away unsatisfied. unless you're on the committee, you're not going to have access to raw things like troop movements on the ukrainian and russian and belarussian side. i will say unlike some previous briefings on this and other foreign topics, you've got the top level folks here from the secretary of state, the head of the department of defense. the people who are going to have the answers to their questions are here today. what you typically see from lawmakers is frustration that administrations, this one, previous administrations, they all do it, send lower level staffers who cannot provide the answers that lawmakers want. but in this case the senate leaves town tonight and there's a real push to see if they can finish this sanctions package before they do so, making every word said in this meeting very important, craig. >

garrett haake, it's great to see you. you have been there talking to folks on capitol hill.ve to censure cheney and kinzinger? >> it's been relatively muted thus far. that development happened friday right as lawmakers were leaving town. so the only folks who weighed in are those who want to and it's telling who those are. you have folks like bill cassidy or lisa murkowski, people who voted for the conviction of donald trump after his second impeachment after january 6th, who have condemned that move or at least questioned it and you've got most of the broader republican party largely look the other way. to me it's part of the reason the rnc's reason to go this route is so accusing. they've taken the tact the less they can talk about january 6th, acknowledge it at all, the better. as soon as lawmakers start showing up today, reporters like me will begin asking whether they think it was legitimate political discourse or not. >> you're going to have your microphone ready. i guess the concern is is it a risk to look to the past and not moving forward. i guess that brings me to

joining me is nbc news senior capitol hill correspondent garrett haake and politico congressional reporterpher wu. i'm going to ask my team to prepare the sound, the setup here, it's senator mcconnell responding to what we heard from former president trump over the weekend when he said if he runs again, if he wins, he would look at pardoning some of the people who have been charged with crimes in the capitol riot, more than 700 people have been arrested so far. i want to play what senator mcconnell had to say. >> 165 have pleaded guilty to criminal behavior. my view is, i would not be in favor of shortening any of the sentences for any of the people who have pleaded guilty to crimes. >> garrett, that is daylight there, obviously, between senator mcconnell and the former president. >> it is, and it shouldn't be that surprising, i don't think. mcconnell broke sharply from trump late in 2020, early 2021, around and in some cases even before january 6th, he broke even more sharply with him afterwards. he's made very clear his feelings about january 6th. this will i'm sure bring down more anger

we'll go right to garrett haake with the very latest on that. f days. i asked him specifically about the language in that censure resolution he said "i think anybody that entered this building that rioted, that is not legitimate political discourse." he said he didn't think that was what the rnc was trying to refer to. he and others said that's focused on the alternate eelectors or rnc members caught up by the january 6 committee. i asked him if he supported this censure of liz cheney and other members. he speculated perhaps liz cheney might not make it to her own august primary. mccarthy's comments are notable, especially in contrast to mitch mcconnell, who commented yesterday a much more full-throated condemnation, both of the legitimate political discourse concept and of the rnc's handling of it altogether. republicans are trying to turn the page past this entire controversy and for mccarthy, the house is voting, they're about to get out of town until the end of the month so this may be the last time we hear from him for quite some time. >> th

garrett haake on capitol hill is on this for us. garrett, great to see you. talk to me.bpoenaed, these latest individuals and what does this mean really for the direction of the investigation no? >> reporter: well, this last batch of subpoenas focuses on the so-called alternate electors. in the case that president trump lost, republicans stop the steal access might put forth an alternative slate of presidential electors and try to get to washington, in front of president and vice president on january 6th. among those subpoenaed are two former trump campaign officials, who then turned around and essentially became stop the steal proponents after the fact. elected officials in both arizona and pennsylvania, including doug mastriano who is running for governor now and laura cox put out a statement last night saying everything i did in this effort is out in public, no reason to subpoena me. the committee wants to talk to these folks in early march, but as we've learned, these deadlines tend to slip a little bit. we can clearly see the direction they're going, trying to link
