garrett tenney is reporting live from west virginia. garrett? >> reporter: yeah, arthel. search and rescue operations are still under way here in clendenin and for most folks this is all about recovery and cleanup. i want to show you why that's proving to be such a difficult challenge for people though. where i am, this is a driveway for this home, but right in front of this, this used to be a bridge that would allow them to come from the road across this creek over to here. this was a steel and concrete bridge. well, a couple days ago when this flooding started, this creek was -- which is normally dry, was completely filled up. about 100 yards up the road there were several homes completely swept away by this, carried down on this river and then slammed into this bridge, knocking it over, carrying it downstream. the owner of this home, she was on the porch when this whole thing was happening, and she caught video of this, and i want you to see. there's always one home right there behind the flower pot that hit the bridge and then you can see a second homecoming down the

fox's garrett tenney has more on one of the hardest hit areas. >> reporter: state officials in west virginia saying that search and rescues operations are still underway across the state after what they are calling a thousand year flood event. right now, we're in a small town that's about 30 minutes outside of charleston. 36 hours ago, this town was completely covered with water. this dairy queen was one of those buildings. it is a staple here in the town. you can see, these flood waters came through and knocked over these concrete walls leaving behind this thick mud. all over the walls, the floor, the equipment. this same thick mud that's what's inside of homes and businesses all throughout this town and throughout many other towns throughout this state. folks here are just getting a chance to come home and see what's left. one of those is lisa rollins. she was home when the elk river started to rise and once it covered the first floor, she moved to the second. and when it covered the second floor, she had to move to the attic with her two dogs and an ironing board so she can have something

garrett tenney is reporting live from west virginia. garrett? >> reporter: arthel, this cleanup process is going to take months, and the recovery process for some will take even longer. this creek right here, this shows you how dangerous flash flooding is. three days ago, within just a few minutes, this water rose more than ten feet. right here, this used to be a bridge connecting this home's driveway to the main road. as soon as these waters rose up the stream, it took several houses. took them off their foundations and brought them down the water, destroying the bridge along with a car as well. one of those homes belonged to diana sanders. this is her right here as she's going through what's left of her home here all along the creek. she epitomizes the loss of so many across west virginia. her husband was inside one of those homes. he is one of the 24 people that have been killed. i asked her, what is it like, within minutes, how can you handle that losing your home, your car, all of your belongings, and your husband as well? >> one minute at

garrett tenney has more from washington. >> the senate is expected to pass the version of the bill onation's military a few of its provisions are dividing republicans in congress. one of those provisions in the national defense authorization act would change the selective service act to require women to register for the draft. that prompted the heritage foundation to call on senators to reject the bill, despite the $602 billion it would authorize for our military in 2017. heritage put out a statement reading quote, regardless of whatever merits the bill may have, it deserves to be defeated because lawmakers should not force young women into military services through the selective service. of course, that provision wasn't a part of the defense bill republicans pushed through the house last month. congressional leaders may leave it out of the final version they send to the president's desk. the white house has already promised to veto the bill over a provision that would prevent it from closing guantanamo, a threat the gop responded to its address. >> the detainees aren't in gitmo for p

"on the record" has live team coverage and the forecast and we begin with fox news garrett tenney live >> every person we have talked to has a heart breaking story of loss. we are in the middle of main street and this is a ghost town. only activity is the local boxing club where they just started going inside and they're cleaning out. this is what it looked like here just a few days ago when this entire area is flooded elk river rose 14 fleet feet above flood stage. nearly the entire downtown area under water. even now statewide, 10,000 people don't have power in more than 3,000 don't have running water. more than 400 families are sleeping in shelters tonight, after losing their homes. back here on main street, you can see this is how high the water got. can you see the water line here. this is momma payne's diner. look inside you can see the tables, chairs, jukebox all completely ruined. that's what is so sad here, greta. this area like so many others across the state of west virginia, they were already struggling before these floods. these small businesses they make up about 90% of w

garrett tenney joins us with the latest. >> reporter: the search and recovery efforts are still very much ongoing here, but also for the most part here and across much of the state, it's gone to a clean-up and recovery mission for the folks here on the ground. this creek where we are right now is one of the most devastating scenes we've seen so far. this is how it normally is. it's shallow. three days ago it was clear up to the road level. here this is a bridge that used to be here connecting the road to this home. when these flood waurlwaters ca was completely knocked over. what could take out a steel and concrete bridge? it was two homes and a car. the woman who lives here was standing on her porch and caught video of it. one home up against that bridge and another home smashes into that, followed by a car. that's when the bridge gave out. folks today -- this is some of the debris that's still left behind. they are going all up along this creek, searching through these piles for family photos, mementos, things to remember their loved ones by. one of these home is the men that died

we're live with garrett tenney, what's happening? >> we heard from the governor's office that the federal disaster declaration has been approved for those three counties. that will bring more resources in as they try to deal with what they're calling a thousand year flood they are trying to respond to. here on the ground, search and rescue teams, first responders are still searching these homes in these areas for anyone who might be stuck inside their homes. and, really, a lot of these teams they have been working non-stop for almost three days now. you can see behind us here, this water bottle distribution center that's getting set up now, folks here, 3,000 people are still without power, still without water. and that is going to be the case for some time going forward as they try to get their hands on this situation here. a thousand year flood. for a lot of folks, it's also the first time they're able to come home and see what's left from this damage. and we're also hearing stories from these people that were stuck inside their hom

. >> garrett tenney is live in washington, d.c. they have looked at presidential debate rules in the past, but this is the closest it's come to penalizing a news outlet. last month, the three democratic members of the federal election commission voted to punish fox news for changes it made to the criteria for the august 6th debate. at the time, there were 17 candidates on the gop side and in order to accommodate that large field, fox added a second earlier debate and expanded the criteria to include any criteria who had shown up in the national polls. the early debate had seven. well, the three democratic members determined that by expanding the debate field, fox violated election law by essentially making an illegal contribution to the seven candidates in the early debate. two of the democratic commissioners voted to penalize fox. both moves were blocked by the fec three republican commissioners who voted against the decision which resulted in a 3-3 tie. now, if it sounds strange though to punish fox for allowing more candidates t

garrett tenney is in one of the areas hardest hit by the flooding.are still missing? >> reporter: no numbers quite yet because frankly, a lot of these search and rescue efforts are just getting under way this morning because these areas have been inaccessible until now. currently, we are about 30 minutes outside of charleston. this town is really so similar to many small towns across west virginia and across the country. there's tight-knit, good god-fearing problem just tryi i to make a living. their world has been turned upside down with this flood officials is saying is a thousand year event. you can see here, this is part of what was completely flooded along the downtown strip, just 36 hours ago. this is the flood waters that knocked over the walls of the dairy queen, a staple here in the neighborhood. you can see this thick mud that's now covering the walls, covering everything inside. this is the same thing that is inside homes and businesses all throughout this small town. one of those stories that we are hearing is from lisa rowans. hers is li
