. >> i'm gasia mikaelian in for julie haener. hurricane irene is heading toward the east coast. threatening north carolina to maine. the president has already declared an emergency for north carolina which means federal agencies can coordinate disaster relief efforts in that state. forecasters project irene will make landfall in the outer banks on saturday and move up the coast over the weekend. right now irene is leaving the bahamas. >> the entire eastern seaboard are going to see rain and flooding. >> reporter: strong hurricanes in new york are extremely rare but they do happen. south carolina, georgia and florida should be spared. but the effects of the storm have been felt in south florida. irene churned up the ocean water causing eight injuries and one near drowning. a wind gust of 53 miles per hour was recorded by a meteorologist. >>> and here is the very latest on irene. it is a powerful hurricane. it is now a category 3 hour 3 hurricane. it's still a category 3 as it moves into the carolinas. as we move into saturday, it's a category 2 and it's right over the carolinas.

i am gasia mikaelian, and this is bay area news at 7:00. >> aftershocks are rallying to each his or tonight after a moderate earthquake. the quake was centered in rural virginia. ugly guy says in that area only happens once every 100 years. we are live in the nation's capital the latest. >> reporter: it was just before 3:00 p.m. eastern time when we thought the earthquake in washington dc. the epicenter was about 80 miles south year. i was in an office building on the dance floor and we thought the building shake. it was pretty scary. at 1:51 p.m. eastern time, a major earthquake struck the mid- atlantic region. but so far no major damage or injuries were reported. the 5.8 magnitude quake struck about 40 miles west of richmond, virginia. two small aftershocks were recorded, and officials say more are possible. within buildings activated -- evacuated seemed like no one was taking chance at. >> i saw the building shake but we were in a meeting and i said oh i need to. leave everybody started running. >> reporter: officials are inspecting the national monument. officials are assessing the dama

hello again everyone i'm heather holmes in tonight for gasia. this is bay area news at 7:00. >>> late this afternoon oakland police say they have arrested and charged a 26-year-old man for this drive-by shooting that left a little 3-year-old boy dead. we found this photo from him dated 2004. he faces multiple charges. the police say one of the victims identified the driver of the car used in the shooting and a witness identified the shooting suspect as denard. they tracked him down and arrested him in pittsburgh on tuesday. he has denied being involved but the district attorney's office is confident the right person is now behind bars. >> the defendant with cal us disregard with the safety of everyone willfully shot the little toddler in front of his family as they walked home on this bustling oakland street. >> reporter: two men were injured in the shooting. they are expected to survive. they suspect those men were the targets and say the shooting is gang related. >>> our own jane hernandez got an exclusive interview on the phone with one of th
