. >> what triggered san francisco's search over 30 years later was gavin newsom's election to the office of lieutenant governor. >> i put myself up as a candidate for the tenant governor, won, thanks to the overwhelming support of the city. >> that is when we try to look for someone to take over his final year of the mayoral term. >> it is clear we have to do something in san francisco. we have to pick a mayor. that job was not up to the voters but the board of supervisors. by a majority vote, supervisors are able to choose the interim mayor. that is when the fun began in city hall. who would he be? >> we needed to protect -- perfect the process so that once the board asked us for that process, we could actually have something in place that was well tested that we could provide to them. >> mayor newsom would be sworn in as lieutenant governor in early january. so the board of supervisors had barely two months after the november election to select an interim mayor to complete gavin newsom's term. but how would the board do this? san francisco's charter guided -- offered little guidance. >

the most advanced progress that we made in the city, something that began with my predecessor, gavin newsom, when he was mayor did of the last time he made an announcement about the car been emissions reductions that we had, he was able to announce last year, in 2010, that we had reached the kyoto protocol levels of 7% below our 1990 levels. well, today, after updated analysis and a recognition of the efforts that have been made, we have now reached 12% below the 1990 levels. that is a tremendous, tremendous accomplishment for our city. [applause] thank you very much to all of our partners for doing that. we set a goal, and gavin newsom, again, i really thank him, to get -- because he had this wonderful vision that i got to adopt and visualize with him as city administrator in prior years, to help create, with the department of environment and all of our partners, a way forward with our communities to get to a larger goal. and that goal for next year is 20% below the 1990 levels. certainly we can achieve that. with today's announcement, going to 12%, knowing what we can do, that gap is defi

that was something rapid ga -- that favin new -- that gavin newsom created. i want to thank him because he started many of these programs that i get to help out with. this was one of those because it helps us have a direction and a presence in the developing country of china and make sure that our offices in shanghai and beijing were successful in recruiting not only the seven solar companies -- the five solar companies that are here in san francisco from china, but they are part of some 13 companies that have already located here of different industries from china. it really makes sense that we recruit. at the same time, while locating tiny companies here to open their markets and least our office space and create their out -- and growth, we are introducing u.s. companies to china in the very same fashion. we will be announcing a trip shortly, hopefully by the end of this year to bring over a number of great san francisco headquartered companies to make sure that they need their counterparts in china. of course, tourism continues to be our very big number on

we have a front-runner polls have shown which is mayor ed lee which was appointed by mayor gavin newsome and he said that first he was not going to run for mayor and then he decided to run for mayor which again through threw the race in a different direction, because people weren't expecting to have an incumbent in office to run against, and he has been popular, but some of the opponents, the rivals have been hitting him hard. >> yeah, i have gotten a slew of mailers, and almost to a person, they are all going after ed lee, and i imagine that is because he is the front r-runner regardles of the fact that he changed his mind, and flip-flopper so to speak, and he is definitely the target. >> right. >> i saw -- well, whoever wins is not somebody who would have at least been considered in the top tier if this thing turns out, because was of the rank voting system to work in way that surprises people, and could that damage this thing? or do you think that this is permanent or a test of rank voting? >> well, rank voting has been put to a test elsewhere and one of the more conservative veteran

you know, i was sent over by former mayor gavin newsom to new orleans a few years ago, and we study what had happened there, and we realized that one of the things that had occurred in new orleans was a breakdown between city government and the neighborhoods, and such that when the hurricane hit and the flooding happened, so many people left the city, and then ey did not come back. because there was no relationship between local government and many of the neighborhoods and many of the residence. that lesson burned in my mind for a very long time. so it is that much more important, general, that when you put this fleet we together, that you made a disaster preparedness a thing -- the inme vision to the celebration of our armed forces. you have not only touch our city government, but you have helped me touch every neighborhood in this city. that is what we need to do in all of our cities. so thank you very much, general, for your leadership on this. thank you. a long time ago, back in 2003 -- 2004, it was the assistant for the near gavin newsom, and i volunteered to become deputized to officially over same-sex marriages. it was not only until -- and i presided over al's union and the mayor's office. it was not until 2009 when i was running that i sat down and met with many of the women of the filipino women's network. i was invited to come, and i think we wait -- we went to -- [unintelligible] not in district 10, but i plug it anyway. [laughter] it is in district 6, but it is read on the border. close enough. absolutely. i was able to bless the union, and i am so happy that you guys are still growing together and strong and in love. . >> once a year, mayor gavin newsom gets to select one distinguished individual to receive the mayor'srts award. in 2010,á(át that distinguished individual was none other than the legendary musician carlos santana. carlos, it is so great for the city to be able to recognize you. given all of your accomplishments already, from the awards, all of the other distinctions you have received, what does it mean for you to get the mayor's part award? >> i am very grateful, moved. i always want to be in the company of illuminaries like cesar chavez. people making a difference, but to people's hearts. giving people a sense of tangible hope. one thing is to be famous, it is quite another for people to like you. i am grateful for this award. it is another blessing. i do not take it for granted. this is an incredible city. everywhere i go, i tell everyone that this is the atlantis of today. there is no other city in the world -- i have been everywhere. there is nothing like san francisco. in fact, to me, it is not even the united states. you can see how fox network always attacks us. we do not have

>> the watershed moment was 2002 when gavin newsom passed care not cash. it turned things around and forced the city to think more about housing. that was a key movement in the right direction. >> let's talk about housing needs and what you think the board of supervisors should do. >> i was asked about this but a friend i grew up with who now lives in the peninsula. i was fortunate enough that i grew up in the district was able to afford in the district. the vast majority of the friends i grew up with in the neighborhood cannot stay in san francisco. we are really becoming a city that is either for the very rich or very poor. the middle class is losing out. that is the issue of one to focus the board on. addressing it is looking at projects like the park merced project with an open mind and consider how many middle-class units it will create. there's also the transportation impact of the project. what about the dislocation of the existing tenants? we have to value these things in a different way the we have in the past. >> let's talk about transportation.

harris was elected to be the state of the new general, and gavin newsom elected george gascon to be the district attorney. when asked his position on the death penaltiy, hy, he said he wouldn't rule it out. this raised a lot of concern among opponents of the death penalty who thought this would be a step backward. he has written against the death penalty, and adheres to san francisco values. san francisco has not had a jury return a death verdict since 1989, which was 10 years before he said his office would not seek the death penalty. we thought this particular issue wanted a discussion and we are pleased to have a palace here today. let me introduce them more at length. geroge gastcocon has had a long career in law enforcement, and he works for decades in the l.a. police department, serving as the director of the office of operations in charge of patrol and detectives and special operations. he is considered to be an expert in matters of police accountability. john thompson spent 14 years on death row, and after his verdict was set aside he was then facing life in prison. he was fight
