conservative effort to steal the issues from the other party or to trespass so we can think of bill clinton or george w. bush and his education build no child left behind it shows it leads that is significant or a temporary shift between the two parties. while no child of to behind is debated and passed republicans have a resurgence in the destination how long they can but education issue that goes back two years later and make the argument that part of the reason that is the case is rank and file republicans just don't care about education as much as others like crime or lower taxes or the deficit. the same for the democrats. they once a low crime rate but if you ask which are more important they will save the environment and poverty and health care of of fighting crime. because of partisan priority don't shift very much ownership does not either. >> host: what happens if a politician is unorthodox does that create confusion? >> with today's polarized environment that is tough to be up against. voters of all stripes make judgments based upon the parties brandt it is difficult right now for as a demo

clinton to nixon. george w. bush to clinton. and probably more. why?y say it was helpful to speak to someone who understood exactly what it was like to actually hold the most powerful job in the world. it is a pretty small club. president clinton said he didn't agree with a lot of the issues he discussed with president bush or nixon for that matter, but he appreciated the discussions that he had as a way of being open-minded and making sure he was crossing every t and dotting every i. so we debated yesterday whether it would be smart for president obama to reach out to george w. bush. especially now with both presidents sharing the common experience of fighting terrorism in iraq as much as president obama had hoped he never would. maybe president obama has reached out to george w. and we just don't know about it, but after hearing what george w. just said about the consequences that we would have in iraq if we completely pulled out and seeing where we are today, now may be the perfect time for president obama to make a simple phone call to texas, and i

evidence thahat we neneeded, given how welll a ligt touch regulatory approach that bill clinton started and george obama-- bush and barack started in his first term, that has worked well. what are the stakes for net neutrality? >> we want to make sure consumers are never blocked for getting access to lawful internet content. we want to make sure that if broadband providers are managing traffic, that there is transparency and disclosure as to how they are doing that to make sure it is fair, and finally, discrimination. make sure that any internet provider isn't discriminating against the content that is going over their networks. >> what some consumer advocates said is we don't want there to be the so-called fast lanes where big companies like netflix can have a faster way to provide data that will discriminate against. >> several advocacy groups have come up with this really bogey man approach where they say, what if this happened, what if they created a slow lane and gave it to only certain people. that wouldn't be a good thing. the fact is no one is proposing that.. we did not have net neutralit

bill clinton carried george, i believe in '92, lost in '96. can hillary clinton have a shot in a place like georgia? >> i don't think she can. and james carville was the governor's consultant when he was running. but i think we also have to remember that bill clinton was running after 12 years of republican rule and with a very bad economy. now the economy is not so great, but it's not the republicans' fault. i think that's going to hurt her. but getting back to bill clinton's southern charm, if you will, i've met him many times. he's a likeable guy, an approachable guy. he can talk to the heads of state. he can talk to the gas station attendant. hillary clinton does not have that skill, and she can't fake it. >> do you ever talk to her on that one to one basis? i've done it and it's a different hillary when you meet her. i think he's very easy to get along with when you meet her, if she's not afraid of you that day. she should be afraid of people like me, maybe that day. but you're on the other side of the aisle. when you're with her personall

we can think about bill clinton and his crime bill or george w bush and his education bill; no child left behind. they lead to significant but temporary shifts in the ownership of the parties. while no child left behind is being debated in congress republicans enjoy resurgeance in the public's estimation of how well they handle the public education issue and that goes back to two year earlier and the argument i made in the book is part of the reason that is the case is rank and file p republicans don't care about issu issues. democrats want a low crime rate but they would list the environment, poverty and health care well above fighting crime as the big policy. so because the partisan's priorities don't shift much ownership doesn't either. >> host: patrick egan, what happens if a politician is unorthdoxed in his or her party in position x. does that cause issues? >> guest: it can. voters of all strikes are making such big decisions based on the party' brand. it is difficult for a democrat to run away from obamacare. the same thing is true for republican issues like foreign policy dur

way she mentioned i worked at the white house for a few years and i was president george bushes webmaster. president clinton was the first person to have a web site and this was the second person in the first time we transitioned web sites from president to present so as an exciting time. it was before broadband and smartphones and things like that. technology has really changed a lot since 2001 but i have a love for writing before he moved to washington d.c.. i've written a little book about sam houston and his daughter maggie which was my first book. it was a children's book but it didn't come out until 2002 while i was working at the white hou house. you can imagine the excitement of having your first book in print. but i was really sweating it because the night before i was supposed to leave to go to the texas book festival in austin and i was going straight from a office to the airport. i didn't have my books yet. i got home and sure enough there was a box of books. i finally had my first copy. i was really nervous that i wasn't going to have a copy for the book festival. i go to the office the next da

clinton. and then george w. bush. then barack obama. all three presidents for different reasons have c office with a cloud of illegitimacy. republicans believe they were going to control the presidency ever after. because ross perot ran and messed up the election that george bush senior should've won reelection. clinton had a cloud. bush had the problem of florida and bush v. gore, which for democrats was deeply problematic. barack obama the problem had to do with the persistence of racism in american political culture. then it seems to me, the last few presidents have had serious issues maintaining legitimacy of their elections. and i think the very way in which our elections are conducted with red states and blue states and that a ground states, has collocated things. it's -- has consultative things. it has taught us to think about the election for president as a big exercise in political maps. big majority stays go to one side or the other, and there are eight or a dozen or 15 battleground states. whole idea that we are contesting on

we have had polarization when bill clinton was president and when george bush was president. this is a whole different thing. these people, these particular elements, contributors have to at least own this in part. >> well, that is certainly true. i mean, these are -- you know this is the government we got. you know? these are the people we have. i think it's bigger than the people. i think the way people are acting is a function of larger things that are happening. for example, the whole tea party influence. >> right. >> it's -- it's not just the tea party members of the house republican caucus who are behaving differently from other members of congress in the past. the larger forces that gave rise to the tea party, i think that's wrapped up in a lot of things, including anxiety about america's place in the world. anxiety about stagnant middle class incomes over the years. anxiety about demographic changes in the country and sort of the browning of america. >> and -- so it's the people -- yes. but they're in a context. the context has changed. >> they're really an emblem of

clinton. but one of my best friends -- i hate to bring this up. really one of my closest friends in my life. georgeephanopoulos did write a book about president clinton, i think way too critical. so did bob reich, labor secretary, when bush was president. scott mcclellan. nobody closer to president bush than scott. an old pal from austin time, press secretary. during his presidency, scott wrote a scathingly negative book. and i will say at least from my own sort of consistency, each time, even when george wrote his book and scott against bush, because it was wrong. not because it's factually false, i don't know, i wasn't in the white house. i think because it is disloyal. people like gates and panetta -- leon is a personal friend. these are impressive public officials. they serve their country with honor and distinction. but they should wait for their memoirs until the presidency is finished. it would be better, because it requires reflection. >> i want to ask you about the cover of the "rolling stone." as you know, paul krugman has written -- and he says this is what a successful presidency looks
