george spencer is digging into what we have gotten out of all these increases. where is all this money going? >> reporter: the state says the income from this tax does have major real life impacts, the 2017 increase is actually what you said the third in a series of four gas hikes, paying for everything from transit improvements like septa to major rehabilitation of these vine street bridges, 676 right in the heart of the city. for stephanie white, the thought of paying more at the pump brings a sense of new year's discontent. >> i think it's ridiculous. >> reporter: coming sunday, gas tax wholesalers will crease the tax 8 cents a gallon. we wanted to know what you're getting for all that money? what does penn dot air to people who feel like they're getting nickelled and dimed. >> this is for our highways and bridges that desperately need attention. >> reporter: $11.5 million in improvements at 69th street terminal. $9 million to make this 40th stop more accessible to wheelchair riders and millions more to add an additional lane here on i-676 here in south phill

so nbc10's george spencer asked licenses and inspections why the owners have never been forced to fix it. >> reporter: on thursday morning, surveillance cameras captured the first close call. this pile of falling bricks tumbling down just steps behind that passerby. but later in the evening, it was even closer. the worker racing away as another collapse sent scaffolding crumbling down. >> it shouldn't happen. totally avoidable. >> reporter: a neighbor tells us the trouble at broad and dickinson started in july of 2014 when an intense thunderstorm brought down the facade of his home and that neighboring property. but bash areary says even though lni admits it had declared the property unsafe, proper repairs were never made. thus inviting the collapse that his cameras captured actually occurring. >> i'm surprised it was let go that way for so long considering we had warned the owner a number of times and lni. >> reporter: this particular incident captured attention because it was caught on video and it happened only steps from this bus stop. but lni tells me across the city of philadelp

george spencer, nbc 10 news. >> very helpful, george. thank you. preparations are underway for the mummers annual new year's eve parade. trucks unloaded fencing to be up. 15th street closed so that equipment could be unloaded. no parking in the area from now until monday. crews prepare the parade route, the mummers wrapping up their final practices. we caught up with the string band putting the final touches on their routine getting ready to strut down broad street sunday. >> in the lehigh valley, the new year could not be complete without a giant pipe. bethlehem will drop a 200 pound peep chick. the peep drop begins at 5:15 followed by a fireworks show. and then the mushroom drop. the town is the mushroom capital of the world. there will be food trucks and live music to keep everyone entertained. >> i was there for that last year. it is a very cool event. if you are hoping to hop a train tomorrow you have more options than usual. septa will add trains accommodating people going to the fireworks and expand late night regional service to help driver

throughout the day we have been checking in with george spencer who is breaking down the changes in pennsylvania, new jersey and delaware. drivers are likely to feel the biggest impacts in the new year. >> drivers it is. many heard about pennsylvania's gas tax going up. the gas tax is already the highest in the country. it is likely to go up by about eight cents a gallon every time that you fill up your tank. that is not 2017's only impact on the roadway. >> i am okay with it as long as they are using the money to fix the roads and the potholes. >> yes. >> he is willing to bite the bullet so long as the funding pays for road projects and transit improvements. but starting just a week in to 2017 towles along the turnpike will go up again. a 6% increase. on the topic of six, a highlight for the commonwealth's beer drinkers. six-packs can be sold at beer distributors. continuing the theme across the river in new jersey, 2017 brings in a higher minimum wage. that increase is just six cents. >> that is a lot if you tack it on. you add it up over time. it is a lot. >> also in jersey the new year bring

nbc10's george spencer joining us live from there. and george, the driver expected to be okay?>> reporter: that is the good news out of all of this that driver was shot about half a mile away from here, but he was able to drive to this ford car dealership for safety and because of some lucky timing an emt happened to be inside and ready to help. from sky force 10 this afternoon we could see the brown u.p.s. truck temporarily stalled from its holiday delivery route, parked at this ford car dealership where it's driver had rushed for safety. >> i heard the fire engines. >> reporter: tara denny lives just across the street and heard the police arriving. we now know the driver was shot around 1:30, just after he had made a delivery to this rite aid pharmacy at 10th and highland. he had apparently stopped to let a pedestrian cross in front of his truck. and as he started to leiave, he heard a bang and realized he had been shot. but he continued to this car dealership where there was an emt to help them. you service their vehicles? >> we service their vehicles. we took care of him an

george spencer is live at police headquarters with more on the break in this case. george, fill us in. >> yeah, really significant prokbresz in the case of a murder of a beloved south philadelphia store owner. five days after that murder police tell us they do have a person of interest in custody. police commissioner ross says law enforcement is working right now to make sure they do have sufficient probably cause to charge the man they are currently holding. mourners paid their respects at 6th and tie tan streeitan treat. the man walked in and fired about a dozen shots at the victim. right now the district attorney's office is reviewing charges against the person of interest. commissioner ross told us the investigation was challenging because of the bizarre and unexpected nature of this attack. >> it is downright evil when you think about it. at some point in time you knew you were firing it. you knew it was in that store and so it just is -- to me it's pure evil to do something like that. >> reporter: that was the scene he reiterated a couple of times during the pr

spencer is live on franklin avenue. darcy, tell us what happened here. >> reporter: good morning. prince george's county police are still trying to identify the g gunmen involved in the incident here on the street early this morning. one of the scariest is these suspects appa officers. we begin our report with one neighbor who was outraged. >> don't come to my house. i'm a peaceful person but i'm ex-military and i do know what to do. >> reporter: residents are alarmed about a home invasion. at the police tell me the would-be robbers were armed and wearing all-black clothing when they showed up at a house just after midnight and demanded cash. they told residents this were police officers. they ransacked the house but left with nothing. >> everybody goes to work, come home, expect peace. it's disturbing. >> reporter: police are looking for three to five people involved in the attempted robbery. residents told me there has been like this. >> six months ago they opened my car and grabbed my wallet from my wife. >> reporter: one neighbor told me there was police activity at this very same house just
