new york reserves. members reminded to refrain from engaging in personalities toward the president. the gentleman from new jersey is recognized. mr. frelinghuysen: i'm pleased to yield two minutes to the gentleman from georgia, mr. heist. the speaker pro tempore: the gentleman is recognized for two minutes. mr. hice: i thank my friend, thank him for his great leadership. i rise in support of this bill and urge my colleagues to come together in support of securing our nation's southern border. we finally now have an opportunity before us that enables us to take a step in resolving the immigration and border crisis, frankly one that is growing daily in scope and complexity and largely because of the inaction of this body, but we have the opportunity now to change that. the $5 billion requested by the president is a relatively small amount when considered -- when we consider the federal government's discretionary spending this year is at a whopping $1.3 trillion. that comes to about $.5 million a minute. if you to the math, that's $5 billion comes to less than a day and a half worth of federal spending. about 33 hours. so to give people some degree of comparison in late 2016, the department of transportation awarded a little over $1 billion grant to the city of san diego to expand its trolley service, 11 miles. that's roughly $100 million per mile for something that the d.o.t. estimated only 25,000 people would use. so if we can spend $1 billion on a trolley for 11 miles that not very many people will use, certainly we cab spend $5 billion to do something that's going to benefit and protect our nation. and our border. and wherever walls have been built on our border, whether we're dealing with san diego orel passeau or tucson or wherever, the walls have been effective. tremendously. so the border wall in itself is no magic bullet. there are some other things we need to do. closing the asylum loopholes for example, making e-verify mandatory. ending chain migration. but this is our opportunity both to secure the border and give -- >> the gentleman's time has expired. mr. hice: i urge support for the bill. the speaker pro tempore: the gentleman's time has expire. the gentleman from new jersey reserves. the gentlewoman from new york is recognized. mrs. lowey: i'm pleased to yield three minutes to the distinguished gentleman from maryland, the democratic whip, mr. hoyer. the speaker pro tempore: the gentleman is recognized for three minutes. mr. hoyer: i thank the gentlelady for yielding. hat a sad day. mr. chairman, i feel badly that you're leaving on this note. i know it is not your wish. i know that if you were in charge we would have reached agreement. i know under your leadership we passed -- didn't pass them, six bills were forged in a bipartisan way. not our bills. your bills. ladies and gentlemen, the seventh bill is also agreed to. save one item. so that approximately 96% of the ledge legislation has been agreed to by both sides and the united states senate has passed a continuing resolution based pon those bills by voice vote. yet here we are. twisting in the wind at 7:00 p.m. on the day before the government shuts down. what a sad performance. what a regret
