gil diaz is down in mountain view where the power was restored just a couple of hours ago and he joins us now with an update. gil. >> reporter: good morning. when that power outage happened, it took out the power at nearby microsoft company but as you can see that some of the windows, the power is fully restored. now, pg&e crews are still here at the scene. they are keeping close watch of the downed power lines above the trees. a utility worker just told me minutes ago that about 1,000 feet of those high voltage wires had collapsed. this happened around 9:30 last night. 911 dispatchers got frantic calls from residents saying they could hear explosions and flames especially near the microsoft campus. by the time the first fire crews arrived they saw several downed power lines and some of those lines even sparked a small brush fire. the fire eventually scorched about two acres and that resident who shot this for us told us what he witnessed. >> the flames were 20 stories --i'm sorry, 20, 40 feet high. i got about 30 feet close to the fire, didn't feel much heat so it wasn't too extreme b

gil diaz is live in san jose with what investigators know so far. gil. >> reporter: hi, frank. good afternoon. well, that woman called campus police around 3:30. and the incident happened at this residence hall right behind me known as joe west. now, even though the woman lives on the third floor, investigators are still trying to figure out whether the attacker went through more than one floor. the biggest mysteries remain unsolved this noon. just who is this guy and how did he get in? >> it said, a, let's male 20s black clothing tried doors in joe west, entered room and groped victim. last seen third floor joe west. residents lock doors, police on scene. >> reporter: that's the text message nicole brock meyer received in the middle of the night after another dorm resident reported being groped by a stranger. during the investigation, other students came forward. in all, there were four

gil diaz is in oakland, where the protestors are gone but the damage remains. orning to you, gil. >> reporter: grace, good morning. well, it was supposed to be a two-day movement but the city put a stop to it saturday night arresting 400 people. the clean-up continues this morning. for example, crews have to go inside city hall check the fire alarms because protestors cut the wires. here's what also proceeds did over the weekend. they burned an american flag outside city hall before raiding it. and once inside, they caused a lot of damage. mayor jean quan gave a tour of the damages the day after such as broken windows. an architect model of city hall was tipped all and there is debris everywhere, not a pretty sight. earlier on saturday, they tried to "occupy" the ymca at 24th and broadway. that's where most of the arrests occurred. protestors claim that the ymca invited them into the building but police said they were trespassing. they also tried to "occupy" an abandoned building. the kaiser convention center near lake merritt. they tore down the fencing surroun

gil diaz explains the billion- dollar transit battle. >>> reporter: if the california high-speed rail project ever gets off the ground it can thank senator dianne feinstein. she wrote a letter to governor brown dated january 9 that said, i'm writing to express my strong support for your plan to move the california high-speed rail authority into a transportation agency under your administration's direction. last week the governor proposed to create a transportation agency repeating his commitment to the project. but assemblywoman diane harkey is trying to stop that project in its tracks. today, the dana point republican proposed assembly bill 1455, which halts state funding for it. she coined it the lemon law. >> increasingly, voters believed they bought lemons. only 52% voted for high-speed rail in 2008. >> reporter: in her letter feinstein encouraged the governor to act swiftly to address the high-speed rail project's problems, "which i feel will put more than $3.5 billion in federal funding at risk if not addressed." but harkey says that federal money must be matched. by state money

gil diaz is in richmond now with more. >>> reporter: good morning. it happened around 7:00 last night. and we were there to check out the scene but yeah, the brother and sister sitting in their car heading to college class at contra costa college. here's a map. this is the 2100 block of nevin avenue and they were sitting in their car. we were there this morning to check it out. the police are gone. but there's candles lit on that scene to commemorate that brother. now, they didn't make it to class and the brother died at the scene. they were sitting in the car when all of a sudden a car rounded the corner behind them heading west on nevin avenue with a shooter following them. that shooter stopped chasing after that moving car and turned to the siblings in their car and started firing at them. the sister must have been driving because she gunned it from that scene. she rounded the block and went to an abandoned parking lot where she discovered that her brother had been shot and killed. the police haven't given us more details about the incident. we ar

gil diaz is just on the scene in richmond with the very latest. gil, what can you tell us?rter: hi, frank. good morning. well, i just spoke with richmond police a few minutes ago and they confirmed a man was shot around 3:15 this morning. along the tracks, not these particular tracks behind me but less than a quarter a mile away from where i'm standing where the tracks cross west ohio avenue. now, the freight train conductor actually spotted the man laying by the side of the tracks. the man claims that he was walking along those tracks with his bicycle when he saw a laser beam pointed at him from one of the nearby building's rooftops. after seeing that laser beam, he says that heard a gunshot go off. well, that man was shot in both legs. he was transported to a local hospital. police say he is going to make it but during the search the train was detained while they searched for the possible sniper. they didn't find anyone and the train continued on. it originated from oakland pulling into richmond but a very bizarre story, a shooting here i oakland. the victim is a man in h

gil diaz is in oakland this morning where repeat offenders might be ordered to stay away. ns us with more. gil, good morning. >> reporter: frank, good morning. mayor jean quan is requesting court orders for 100 protestors, stay-away orders. critics say they're injunctions that the mayor was opposed to when former police chief anthony batts tried to get gang injunctions in the city. here's how the stay-away orders work. the 100 protestors would be forbidden from entering a certain area such as the frank ogawa plaza or all of downtown oakland. if the protestors return, police can make arrests immediately for violating those orders. "occupy oakland" sees this new tactic as hypocracy. >> she can call them stay-away orders. they look like injunctions, they work the same way and for us the same failed policy. >> the mayor at this time is trying to figure out what to do with this movement. >> reporter: a cal berkeley law professor says the stay-away orders could cause backlash to oakland. he says many of these protestors have no money so the city with have a difficult time collect

gil diaz is in menlo park to explain why the company is now making some frenemies. good morning to you, gil. >> reporter: hi, grace, good morning. this is facebook's new home, the old sun microsystems campus. as you can see behind me, a big thumbs up sign in its main entrance but according to the east palo alto city council, the move is a big thumbs down. the city is concerned about facebook's quick expansion into their neighborhood. now, the networking site has about 2,000 workers already at the location. but it plans to hire over 6,000 by the year 2015. neighbors are upset about the possible traffic jams and housing shortages that this might produce. they are also concerned facebook won't share the wealth with this struggling community. >> already struggling in this area already with housing so wow, it's going to be an impact, that's for sure. >> they should consider other people's, you know, situations and the traffic and what have you before they decide to make this change. >> it's very important to this community that we take those issues seriously. >> reporter:

gil diaz down in mountain view to give us an update. gil, good morning. >>> reporter: hi, frank. good morning. hi, grace. good morning. pg&e crews are still here at mountain view on la avenita very close to the microsoft campus as you can see still here. they are busy inspecting power lines and cleaning up some of the downed power lines that sparked that brush fire. there's also yellow tape around the cul-de-sac, the end of the road. that's stevens creek trail. we are told that the trail is closed until further notice. the whole ordeal began just before 9:30 last night. people reporting that they could hear explosions and see flames near the microsoft campus. by the time the first firefighters arrived, they could see several downed high voltage power lines and some of those lines did spark a brush fire that eventually scorched about two acres. a resident who happened to be here near the fire and who happens to be shooting this video for us told us more of what the fire looked like. >> the flame was about 20 stories high -- story, 20, maybe 40 feet high. i got about 30 feet close

gil diaz is at the police department with the search. >> reporter: good morning. it was a very dangerous situation. not only for the undercover sergeant, but also for the neighborhood. none of the residents was hurt. but according to a lieutenant some of the cars may have been hit with bullets. it began when a sergeant was following a dark colored acura in the neighborhood. driver made a u-turn and drove towards the undercover car. when the suspects got within 6 feet of the sergeant, he rolled down his window, shot at the car at least five times hitting the car. we asked the lieutenant this morning how unusual was it for one of his men becoming the shooter's target. >> it doesn't happen a lot, but once is enough. unfortunately in today's society with the weapons that people are arming them with, you know, obviously the job we do is very dangerous. >> reporter: the sergeant was not hurt but he was calm and composed enough to chase after that acura. the chase went through city streets then to southbound 880 to 238 to castro valley at speeds up to 100 miles an hour.

gil diaz is in santa clara with the debate. it could end up before a judge. >> reporter: that's right. this latest legal battle is brewing just when the construction is beginning next week for the new stadium. the group that opposes the new stadium project is known as "santa clara plays fair." their attorney is trying to get a judge right now to let residents here a second chance to vote on the stadium. that's because the group feels duped about the stadium's financing. they say it's too expensive and will be funded on the taxpayers' back. they approved bank loans totaling $850 million to pay for a huge chunk of the cost. last night it was packed and tense. residents passionately spoke out. >> what happened to our country? when once we vote, somebody else come in comes in because they're sore losers and they are going to object to it. >> you need to pay attention to the 5500 citizens of this community who signed a multipage document that said stop, stop now. do not put a shovel in the ground. >> the city council still voted 5-2

gil diaz over in richmond with the latest on the police investigation. >> reporter: good morning. it happened just before 7:00 last night. the brother and sister in the car about to take off to contra costa college. unfortunately, they didn't make it there. the brother died at the scene. now, we atalking about the 2100 block of nevin avenue. we went there to check it out and found lit candles at the curbside. siblings were in the car when the car screeches from around the corner behind them from 22nd street heading west on nevin. a man was running after that moving car, firing at it. the man gave up the chase. he then turned towards the siblings in their car and shot them. the sister, in the driver's seat, then gunned it and rounded the corner to get away from the shooter. she parked the car in a nearby parking lot to find her brother had been killed. police haven't released the brother's name yet but we know he was 22 years old. as for the sister, she was not hurt. if anyone has any information, contact police. back to you. >> thank you, gil diaz in richmond. >>> another woman ha

gil diaz is in oakland to explain the driver stopped, checked on the man and then i guess he just took off. gil, good morning. >> reporter: hi, frank. good morning. and his friends can't believe that someone would be that callous to leave their friend laying in the middle of the street. it happened in this intersection, 73rd and bancroft. the friends say that their friend was crossing east on bancroft, and ever since then, they set up a memorial right here near that intersection. in his honor. they told us that his name is benjamin green. and he is between late 50s to early 60s. police say the driver of a dark gmc chevy type of van struck benjamin. the driver who is a man pulled over, at a nearby gas station, walked over to where benjamin was, and checked out his condition, and he walked back to his van, and took off. benjamin's friends were clearly upset this morning. >> i'm very numb. i was the first person, not on the scene but out here burning candles and cleaning up the glass. or whatever seepage around here. i live at the corner house. right here on the corner. and i have several

gil diaz explains it's caused thousands of dollars in damage to local businesses there and a big inconvenience as well. he joins us live from berkeley now. good morning, gil. >>> reporter: good morning. definitely an inconvenience. a lot of damage to nearby businesses, east bay m.u.d. says about 10 businesses were near this water main break behind me at the corner of bancroft and fulton. a water main break that happened nearly 24 hours ago. and this is what results when water bursts for a long period of time. you can see that pavement has buckled under pressure. it looks like east bay m.u.d. has been here all night working the streets to make sure that everything is repaired. they have gone from the scene already. they have capped the water leak. water should be back on to nearby businesses. and no homes were affected, only businesses. some businesses on this corner are like coin, stamp collection, art gallery down the road. a lot of them have shut down before the rupture occurred. but i'm sure a lot of those business owners have a lot of damage to repair when they get back to business this mo

gil diaz was the first reporter on scene and has the latest. gil, what are deputies say happened? >> reporter: well, they are happening because of a minor infraction trying to get pulled over but more about that in just a moment. but yeah, it happened less than an hour ago. they don't believe he was armed as they had originally thought. but we're also learning this morning that he has been sent to the hospital because he got hurt during the search. we don't know the extent or the severity of his injuries. it all happened in this apartment complex behind me. the sheriff's deputies tell us that he found him hiding near a shed. they found him with also the help of k-9s and a lot of manpower searching for him in this complex. i counted about 2 or 3 dozen of them here. they don't know if he lived in this complex but the drama began unfolding around 1 a.m. when the man failed to pull over for a sheriff's deputy. >> it started just after 1:00 this morning. one of our sheriff's deputies attempted to make a car stop for just a regular vehicle infraction. the suspects didn't stop right away
