mayor giles and i worked on this together. the country found something in common that was important, which was to make sure every veteran was given a home. we work significantly towards that. even though the funding has gone up, the president's allocation for veterans affairs, if the funding goes as far down as it can, both of those departments will actually provide the basis to provide the resources to take veterans off the streets of america. one of the concerns we have that we can testify to is -- if the budget is implemented, as recommended by the president, we can tell you with fair certainty that the resources we used to help veterans get off the streets are going to go away. it is more likely we will put veterans back on the streets. that is why mayors' practical view of the world is important and not theoretical. that is just one example. if the federal government pulls back and there is a hole, somebody else has got to fill the gap and that is generally private or not-for-profit concerns like catholic charities on the
