gloria borger is with us. glor gloria, this is, to put it mildly, messy. >> very messy. when you look at the overall picture that we're starting to put together this morning, you could say, okay, the president gets his deal into 2013, which is what he wanted. the house gets promised -- promises of substantial budget cuts. and mitch mcconnell gets his commission or committee, as he calls it, which he wants to absolutely enforce those budget cuts. but kind of let out of this are where's the base of the democratic party, they're not going to be happy with the possibility of across-the-board cuts that could affect programs like medicare, for example, and where are conservative republicans who don't want to put defense in this mix at all, even if they get a promise of no revenue? so you're right, there's going to be something for everybody to hate in all of this. but in the end that's the only way to get something like this done. >> and what they would all presumably love is if the united states avoids default and the america's aaa credit rating doesn't become aa or single-a

>> first of all, one of the interesting things that we're reporting and gloria and jessica are on top of it this is they're going to have a commission that's going to have an up and down vote. if you'll remember, that was something that was proposed by the previous -- during the previous administration by senate republicans, president obama picked that up and said let's have a commission and have an up and down vote. seven republican senators changed their mind. now we're going to go back to that. we could have had that in february of 2009. if they would have gone along with it. the president did propose that and that's exactly what senator reid and senator mcconnell are talking about doing right now. well, sometimes it takes awhile to get there but maybe this is going to be a good idea. i don't know. >> well, unfortunately, though, the truth is that president obama hasn't proposed anything very specific except a budget in february of this year which was voted against 97-0. >> carly, he proposed to have a deficit commission that was on a fast track. it was like the base closing commis

joining me is political analyst gloria borger and david gergen. gloria try to break this down.goes to the senate. what are harry reid's options there? >> they're trying to figure out that out right now. look. it's not going to pass the senate. but john boehner then has another decision to make. he quashed this revolt on the right. did a good job of getting that done today. but if this measure goes to the senate and it doesn't pass, then there's another question if they go the legislative route this way. there's another question which is, can he possibly compromise and bring his troops along with him, or is he going to have to compromise and understand that in order to get something through the house he's now going to have to start looking for democratic votes? because once you start compromising with harry reid, you may just lose a lot of those tea party republicans. and you're going to have to get some democrats in line to vote for this. so the whole dynamic really changes, anderson, once this passes the house tomorrow if it does as expected. >> and you're getting late details

john king and gloria borger, what do you make of it? >> i make the fact the speaker can't get stubborn member toss come along. i was e-mailing with the top leadership who said it's more than one. i don't know how many votes shy but he said it's more than one. obviously they've been having the meetings throughout the night. you reach a point where you realize it's not there. we talked about this, the speaker his credibility is on the line here. what this suggests to me is that he still needs two or three votes. and because of that he realizes tonight he's not just going to be able to twist an arm. he's going to have to most likely make changes to the plan. that will take time. they'll have to make legislative changes if that's the case. if that's the case might have to make changes, go to the congressional budget office and say we're changing this plan. how much do we save. there's some horse trading going on. and the speaker realized he wasn't going to finish it tonight. >> in the old days it used to be when you were doing this kind of

with us today, "new york" magazine john heilemann, cnn's gloria borger, nbc's kelly o'donnell and "time" magazine's joe klein. first up, narrative has been about trying for a big debt reduction deal this year but the political consequences for barack obama and g.o.p. nominee next year are the real story here. if there's no grand deal what are the 2012 consequences? for the president, there are some 2012 upsides perhaps even without a big deal. for one, he claimed the higher ground through all of these debates. for looking more reasonable and he also championed the middle class because he proposed more taxes on the rich. the downsides for the president would include looking weak for failing to get a big compromise. also keeping the big spender tag. for the republican running for president next year, the up-sides of not getting a big deal are, keeping big spending charge against the president, good for them, and denying him a big victory. but there's the downsides for them, republican presidential candidate, by virtue of kicking the can down the road again. the tea party that looks like i

david gergen and gloria borger with us tonight. david, i want to go to you first.ecause there's a leadership question here a several fronts. speaker boehner, leader reid, the president of the united states. i want to start with the speaker, who went before his caucus this morning. forgive me at home for using this language, he essentially said i know my plan fell a little short, i'm going to make it better, but when i do, you have to support me, his language, again, excuse me at home, you have to get your asses in line, and if they don't, it will undermine his stature as a leader. are we seeing an impatient speaker or is that an old football coach using tough language to rally the troops? >> i think it's a leader who knows his job is on the line and that if he doesn't get this, he's got a runaway caucus and the republicans lose stature. if they were -- if the boehner plan were to fail in the house, the advantage moves to senator reid and to the president. if boehner wants to have strength in the final negotiation, he needs to get this through the house. so, i think

you cannot do this. >> gloria, do you buy that? >> no. i actually -- i actually think it's a combination of things and what strikes me about this is that we're -- it all came down to the same issues that we've been talking about for the last couple of years. which is members of congress were sitting around the table and say if we can't do our jobs, if this deal doesn't work, we have to have some triggers that make sure we get the reduction that we need. the democrats were saying, okay, what kicks in is we get rid of the bush tax cuts for the wealthy. which is, of course, the same debate that we have been having since barack obama became president and since health care was passed. so it was one of the things where they were at the precusp something really, really important. and it seems to me that they just couldn't hold hands together and decide that they actually -- the deal was more important than anything else. you know, we -- >> i want you to listen -- >> yeah, we weren't in the room. >> je >> jessica yellin asked the president about

let's discuss the stakes and politics with jessica yellin and gloria borger. the sound we didn't quite have there was the time saying it's time to rip off the band-aid, eat our peas. he spent a half hour with the key negotiators in the room. what happened today? any progress? >> no breakthroughs, but the way it's been described to me is that they essentially turned the floor over to eric cantor, the leader in the house of representatives, who worked out so many of these details with vice president biden before speaker boehner and the president started negotiating. and they sort of let cantor spell out how he would get to a deal. cantor speaking largely for the conservative caucus in the house. and the bottom line is when cantor added up all his cuts, what i've been told is that it only came to 1.7 to $1.8 trillion. well short of the 2.4 trillion needed, according to their own math, to raise the debt ceiling. so they sort of let him walk out there, show that it's just not enough on its own and let the whole group decide, how do we get to that 2.4 trillion, is i

joining us gloria borger and david gergen both weighing in on cnn cnn.com.what do you make of the president's statements today? was that scare mongering or does he have a valid snoint. >> it's both. of course he's trying to scare people. but it's also true that you could put social security first and pay it. but clearly, anderson, when a government as we are is borrowing 40 cents on the dollar, you're only got 60 cents left out of each dollar to figure out what you're going to pay for. that other 40 cents is not going to get paid. so theoretically, yes, social security may not -- checks may not go out. would the government actually do that? i think the social security would go out first then along with veterans checks. >> gloria, you're referring to this as a defining moment or definitional moment for the republican party. how so? >> well, i think at a certain point the parties have to decide how they're going to govern and what they're about. and i think it's always in my memory been that republican party is the party of smaller government and fiscal respon

a little bit of trickier but maybe they could do it that way. >> politically, gloria, how does this playout? obviously we have a presidential election coming up. david is saying obama seems like -- perceived as taking the high ground. clearly he's interested in getting independents on board and he's lost a lot of independent support over the years. how does this play? >> i think can president as you point out is clearly talking to independent voters and they care about the deficit and they also want washington to work together, which is what we heard the president talk about an awful lot today in his press conference. it reminded me a little bit of bill clinton there. in the end, i think they all know they have to get something done or they will all suffer. right now i think the republicans are kind of up against the wall here because the president looks like the adult. he's put something on the table. i'm not sure he have could have sold it to his own party but he put it on the table so it's up to the republicans to come back and he told them today to go home and do your homework and te
