gloria, what is he like?> he's a very captivating fellow whose very devoted to fixing the economy. and i spent some time with him last summer, actually, around this time in janesville, wisconsin. and we talked about his meteoric rise in congress. he came at the age of 28. he is now what? 4 one or 42? >> 42. >> i sort of asked him about what is a nice boy like you doing from janesville doing in washington. so take a listen. >> you have had an absolutely meteoric rise in congress. you came here at the age of 28. so tell me, what is a nice boy from janesville. >> yeah, that's a good question. that wasn't my plan. i'm a policy person, you know. i believe -- >> some would say a nerd. >> a nerd i guess you could say that. my goal in life earlier was to be an economist. then i got involved in public policy and economics, public finance. and i just learned at a young age you can really make a difference in this country. and that's what motivated me to public service. >> well, how did you learn it? >> how did i learn?

a large crowd, gloria, here. gloria borger joins me from washington.s interesting to see this state in national politics that's been democratic for so long, having so many republican faces. reince priebus now taking over. they want to change this state red come november. >> they hope they can make the state of wisconsin red. it is not anything that the romney campaign was counting on. but now i think they have it in their sights. everybody in wisconsin knows who paul ryan is. but most of the country doesn't. he's only 42 years old. and he's somebody who never felt he had a lot of time to accomplish his goals. and given his family history you can understand why. and ryan is a man in a hurry. in washington he bunks in his congressional office. it's cheaper, near work and closer to the house gym, which is good since he's a fitness buff who got some of his colleagues hooked on a gruelling exercise routine called p90x. >> it's a great workout. >> in a way he owes his devotion to fitness to his father. in particular, one day when the younger ryan was still a

gloria, it is interesting.don't hear mitt romney discussing faith too much on the campaign trail. >> no, and i think it's something that early on in the campaign they decided. alex knows an awful lot about this because he worked in the 2008 campaign when mitt romney had to give the faith speech to sort of talk about mormonism and talk about his faith. this time, i think, there was a sense we've already done that. we did that in 2008. we don't need to do that now. except when you run for the presidency, people want to know who you are. >> david, you're shaking your head head. you think that was a mistake? >> it's stunning to me that we've waited this long into this campaign for them to go public with this and talk to gloria the way they have. that conversation not only humanizes him, it begins to take some of the mystery out of his mormonism. the more he talks about his faith, we begin to see some of the caring side of mitt romney, some of the human side, which we have not seen. gloria said earlier, it is the si

gloria, tell us what your sources are saying. is with us, cnn's chief political analyst. >> both john king and have i been talking to sources as well as peter hanby. none of our sources are steering us away from paul ryan. some of us are steering us towards paul ryan. in fact a few of them are. i think what this shows us, a paul ryan pick is a calculation that mitt romney is going to a different generation, and that he intends to make the fiscal future of the country and the budget issue a real centerpiece of the campaign. i think what is interesting to me, you were talking to john a few minutes ago about joe biden and how joe biden would have a debate with paul ryan. it's interesting because both of these men, biden and ryan came to congress at very young ages. i mean ryan ran for congress first when he was the age of 27 in 1988. and he -- 1998, and he asked his mentors jack kemp and bill bennett whether it would pass the laugh test. and they said yeah, it kind of would. but he remained the kid from janesville who goes home ther

. >> reporter: it's fascinating, gloria. we stopped by the organizing for america, the obama campaign's office here in wisconsin. one of the volunteers when we walked in was asking the office manager, she said we need more information on paul ryan's record so i can rebut people when i meet them. in fact, they're already doing that. we just heard from the president there. his campaign staff today had a new script. they're calling voters around the states. in that script they were saying, you might like paul ryan, you might think this is good for wisconsin, kbut we urge you to take a look at his budget and what it does. >> today david axelrod came out and called paul ryan a right-wing idealog. they want to define mitt romney by the ryan budget plan, and romney's people are saying, no, no, no, mitt romney's going to have his own budget. >> reporter: well, look, what david axelrod is trying to do is motivate the democratic left base. what governor romney is doing is signaling he thinks this will be a based election. in 2004, whi

gloria seems to think he loosens up the governor. do you think that's true?, there is no question, governor -- look, a nominee goes through three big tests. a running mate, the convention speech and the debates. each one elevates the confidence level of the nominee. there's no question, you can see, making this choice, governor romney has a little bounce in his step. that's the part of the revolution of any nominee. this is the easy one, picking a running mate, as long as it doesn't blow up in your face. this is a race between mitt romney and president obama. governor romney and president obama. if introducing paup ryan to the united states voters can help him, maybe. but he's going to have to solve his fundamental problems on his own. obama says paul ryan is incredibly likable and thoughtful guy. they just happen to disagree big time. >> do they have likability numbers, gloria? >> i think romney's problem is likability. maybe they hope some of ryan's likability will kind of rub off. the polls show, first glance, people like paul ryan. they're going to look a

gloria, let's talk polling, since ron brought it up anyway. "washington post"/abc news poll, 15% in romney's approval after mitt romney chose rim. about how americans feel about paul ryan. the numbers there, they look pretty good. how do you assess those polls? >> you know, it's a first impression, right? people took a look at him. they took a look at him with mitt romney. it looks in many ways mitt romney of bain capital hired a junior partner there. they kind of like the way he looked. he seems more at ease than romney. in fact, i think he makes romney more at ease on the campaign trail. there almost seems to be a sense of relief from romney that there's somebody else out there with him. so these are first impressions. but as you know, we're talking about all kinds of issues. the ryan budget becomes number one. question of medicare. question of seniors. question of entitlement cuts. question of, by the way, what do you do about taxes? i mean, paul ryan is for tax reform. if you get tax reform, what taxes are going to be increased as a result

we have john king and gloria borger. who are the prospects?g prospect is the 42-year-old chairman paul ryan, a conservative republican from the state of wisconsin, a blue collar guy who has been at the center of the big budget debates in washington for the past several years and especially since the republicans took control after the 2010 elections. this would be a bold and a risky choice for ryan. he has a controversial budget that would slash federal spending dramatically and slash the retirement program for senior citizens. some democrats have been salivating saying please pick him. conservatives are also begging, they want a big campaign with big ideas. paul ryan we are told have a lot of indications. including his home district and event tomorrow and the first of the bus tour on the uss wisconsin, a retired navy warship. we don't have confirmation of that. rob portman from ohio is a veteran of the bush administration and foreign policy experience and also with the budget director. again hoe represents the state of ohio which romney has to

let me bring john king, gloria, candy crowley into the conversation.e've got our analyst standing by as well. they obviously staged this, john, very, very carefully for millions of americans. it's really the first introduction of paul ryan. >> that's part of the two big challenges. number one introduced a guy most of the country doesn't know. maybe they have heard his name, heard of the budget, this is the first time people are getting a lo at it. part is the personal introduction. the other part, what are you going to say, what do you want this to be about. you heard paul ryan here saying we know what we want to do is tough, also controversial, but we're going to hav an honest conversation before the american people, put the tough choices before them and making the case president obama has failed to do in his three plus years in the white house. beginning of the romney narrative, switches election. mitt romney up to this point tried to make this about president obama period, not about him. this makes it pretty clear they decided that approach wasn't w

cnn's chief political analyst, gloria borger is on the line with us as well.nderstand your sources are telling you the same thing, right? >> right. my sources sure are not steering me away from paul ryan, i can tell you that. and i think there are some things to keep in mind about paul ryan, which is that he is a conservative who has done the blueprint for the budget, which really does change the way medicare operates. essentially turns medicare into a voucher system. it is something the democrats have used. they've made paul ryan the poster child for people who want to take away your medicare. although his plan would only affect people who are currently over the age -- would not affect people who are currently over the age of 55. he is a little bit unpredictable, you know. he voted for the auto bailout. he voted for the t.a.r.p. bailout. so he is somebody who comes from a blue collar town in janesville, wisconsin. and he has been able to win in a district that is pretty split. he comes from working class roots himself. very different from mitt romney that way

gloria borgia is in washington.nitial reaction in the nation's capital and how how it received so far? >> a lot of republicans are stunned by the news, this is really a bold stroke in a way. because paul ryan is so risky. paul ryan is very controversial. he became the face of his own budget plan, which essentially calls for turning medicare into a voucher system. don't forget, the democrats, a while ago, ran an ad which actually had paul ryan or someone who looked like him, pushing an old lady off a wheelchair, because he was about to take away her medicare. so he's a lightning rod for democrats. on the other hand, and this is what some republicans are applauding, it's a bold move by mitt romney. they didn't think he had it in him. it's a bold move. this is somebody who will focus the debate on entitlement reform, on the economy, what we're going to do about the debt. so, in a way, mitt romney is really doubling down on his economic argument, and i was talking to a former romney adviser about this. and he said to me

john king and gloria borger. mitt romney and how did he do? the candidate talking about his fait his family, and making out his case against president obama. >> i wish president obama had succeeded because i want america to succeed. [ applause ] but as promises gave way to disappointment and division, this isn't something we have to accept. now is the moment when we can can do something and with your help we will do something. now is the moment when we can stand up and say, i'm an american. i make my destiny. we deserve better. my children deserve better. my family deserves better. my country deserves better. >> mitt romney's big speech, let's be honest, what everyone here is talking about is hollywood legend clint eastwood talking to, of all things, an empty chair. >> what do you want me to tell romney? i can't tell him to do that. can't do that to himself. you're absolutely crazy. you're getting as bad as biden. >> if you're wondering where clint eastwood got that crazy idea, well, it all looked a bit familiar today at piers morgan tonight.

gloria's here with me in "the situation room." gloria, a good interview. i'm glad you did that.et's talk a little bit about what this says about mitt romney, what iz set about paul ryan, the impact of all of this on the campaign. >> i think, first of all, as beth myers said, it shows that mitt romney is someone who likes to look at all the data when he's making a decision and someone who is for methodical. i also think he had to be personally comfortable with the person he was going to put on the ticket. but aside from that, wolf, i think it tells us something about where this campaign is headed. i think they take a look at the campaign and they said, gee, we cannot run just against president obama's economy, or they would have been up five or seven points by now. instead they're not. it's been either flat or they've been down. so they said, look, we need to focus this campaign, and what they've done by putting paul ryan on the ticket, and this is not without some risk, is they've focussed this campaign and said, look, this is about the future, the economic future of this countr

and we'll be okay. >> gloria joins me very quickly from washington, d.c.been working on this for months. it is a terrif show. now there's late news today that ann romney's role at the convention could be changing. >> right. i think it's very clear they wanted her to get the biggest audience she could. they wanted to make sure the networks were covering her. so they may switch her evening to evening, tuesday night, when instead of monday, when the networks will really be there. what they've discovered inside the campaign, and you just saw it, is that ann romney is someone who really humanizes mitt romney, tells their family story very well. and in a sense is the candidate's best character witness. so they want -- they clearly want her out there talking to voters. particularly talking to women voters. >> and is this a secret weapon they've been holding on to or is it one they really think this is the moment, she's really risen into this moment? >> i think this is the moment for her. you didn't hear too much from her during the primaries. once he got the nomi
