>> it certainly is as gloria suggests an incriminating fact. if i could just back up for a second and if we could discuss how this would be investigated, because we have this incredible bomb shell newspaper story by michael schmidt which suggests that donald trump said to jim comey, let it go, end the investigation. now the congress and fbi have to do real investigation of what happens. certainly you would start with any sort of paper trail. now comey took notes. did he take hand-written notes and turn them into a more formal record? fbi agent often do that. that becomes an issue in some investigations. hand-written versus typed up document. typed up document is known as 302. of course the question of tapes. donald trump has hinted that there is a taping system in the white house. that could certainly settle the issue of what was said in this conversation. as gloria was talking about, mike pence and jeff sessions and perhaps others were in a conversation with donald trump and james comey and then they were asked to leave. will they corroborate

and as you say, that could be pretty riveting television. >> gloria, what else? what else will you be listening for? >> look, we want to -- and we want to know the details of the memos, and that is what we are going to be listening for, and that may be the only thing that he can talk about in open testimony. because, he is not going to, and he is not going to try to talk about what bob mueller's case is anymore. there is now a special counsel. so, if the special counsel is going to prosecute, he is going to prosecute. i think that members of congress are going to want to know, and maybe they will ask him this question, did you consider it to be obstruction at the time. because, we know from our sources, and i have spoken with one source who said, look, he, i don't think that he did at the time, and he kept these memos, because it made him uncomfortable, but he felt that he could educate or school the president in the right way to talk to the fbi director. so i think that until the day that he was fired, perhaps, he didn't think that it was obstruction, and now, o

gloria, i'll start with you.tinued loyalty from the president to general flynn despite many missteps on his part? >> well, currently of course general flynn is an orphan with no parents. with people from inside the administration. now. but if you look back at the situation during the transition, i was just talking to somebody who explained it to me this way. a source familiar. was that general flynn was the first one with brass on his shoulders to come out and endorse donald trump. they had the same attitude towards isis, which was we're just going to get out there, we're going to kill it. the same disdain for the kind of intelligence that the united states was gathering on isis. and he loved traveling with flynn. remember flynn used to appear with him at rallies. >> very vocally, lock her up. >> right. so even after a lot of people inside the original transition said to donald trump, you know, you have to be a little careful about this guy, donald trump would respond and say i know, but he's been so loyal to me.

gloria, you've written a terrific column on cnn.com about what life is like for president trump inside now. >> i spoke with a bunch of his friends, people who speak with him with some regularity, and they were saying to me, you know, he was kind of glum before he left for his foreign trip but he's not any better now that he's come back. i had one friend say to me he now lives within himself, which is a dangerous place for donald trump to be. he said he sees him emotionally withdrawing and that he doesn't really have anybody there whom he trusts. and this is not a new development for donald trump, he very often doesn't trust anybody other than his family. but there is a sense among his friends, who talk to him, they're not big fans of the white house staff. they probably feed that within him. i had one friend say to me these guys don't play chess at the white house, they play checkers. so he's hearing all of this from his friends and he's trying to figure out what to do and doesn't feel like he can confide in much of anybody. >> and the white house, as you heard today at the press brief

i want to bring in chris cillizza and gloria borger. where do we start in we'll start with health care. i'll start with chris since he's right here with me. republicans say they are going to vote tomorrow. they can repeal and replace obamacare. what turned this around for the president? >> first of all, important to understand this is sort of repeal and replace. they are not repealing the whole thing but for the most part -- >> it's similar to obamacare, isn't it? >> there's a lot in there that remains with obamacare. they are not gutting this and putting their own bill in. how did donald trump or paul ryan get the vote? you know, when you say here's $8 billion to fund these high-risk pools, which was the concern, had been the concern, $8 billion solved some problems. i think also what they thought was, we're two, three votes one way or the other on this. it's going to be close. the only way that we're going to make a decision is to say there's going to be a vote. because you put it off, put it off, you put it off. >> but, again, $8 bil

gloria is exactly right. the question is why after a meeting like that eight days later does president trump say to michael flynn do you want to be my national security adviser. not do you want ab an adviser. do you want to be my chief national security adviser. i put that to a former trump campaign official and the answer came back i wish i knew. i think that that's a very common thing. gloria's reported on this. cnn broadly has reported on this which there are lots and lots and lots of doubts. from president obama to tramp campaign transition officials to sally yates. lots of doubts about this person, should this person about yo n your administration. i think the obviously answer is loyalty. he was the guy who was with trump from the beginning. led the lock her up chant. he was the most outspoken surrogate. donald trump likes. that he likes to reward loyalty. >> and then he fired him. >> he fired him not because of that coinformation. because he lied to the vice president about it. what we're talking about

but your reporting, gloria. >> chris christie did not want flynn to be national security advisor. general flynn, i'm told, wanted to be national security advisor, secretary of state or secretary of defense. chris christie was fired, the first transition team was fired. he was not on their list for any of those jobs. and i believe they might have thought of him for d & or director of national intelligence, something like that. but they knew he was trouble for them. and i believe to a certain degree, after their first briefing that i believe it went so badly for flynn that donald trump came out of it and spoke with someone with whom i spoke who said that was really bad and donald trump agreed but said he's been so loyal to me. >> always back to the loyal thing. >> the thing for flynn that won this job for him was the fact he had a direct connection with the president. this is something that nobody else could really interfere with. >> and jared kushner was also supportive. >> you ask the question who's standing up to the president? you had sally yates stand up on the travel ban. she

i've got gloria borger here and, let's be honest, this is the president's personal touch. having the two members over to the white house and whether it's his personal negotiating is helping or hurting his cause, why should we believe that this is going to work this time? >> well, we don't know. it's down to a few votes and you never know in congress until you have a final count. and i think what paul ryan is trying to do is get that count but for every action, there's an equal action. and that would be the freedom caucus and the tuesday groups. if you lose a moderate, you lose a conservative, potentially. i know they are trying to walk that line and work it out but i think the problem now has become a real public relations problem for them and their districts. if some of them go home with nothing, they are going to get blamed. so i think this is a very, very tough vote for those republicans, particularly since they know this is going to be changed in the united states. they are going out on a limb for what? >> i think that's a great point. it's almost like these members of

gloria borger, let me bring you in. let me first ask you about the fact that we've just learned that the president's personal lawyer michael cohen is refusing to cooperate with this investigation as it's widening. your take on that? >> well, first of all, michael cohen is very close to donald trump. he's worked for him for more than a decade as a personal lawyer, lawyer for the trump organization, really. he said that they are on a fishing expedition with him and that people on the intelligence committees would argue that they are not. but since he's saying this is too broad, i wouldn't be surprised if they started to narrow their requests so they can't be seen as, you know, fishing for anything can hoe co. we know that cohen has helped in setting up the legal team representing the president in this russia investigation. so, you know, you cannot discount the closeness between these two men. they are good friends and one is very, very loyal to the other and i think the committee may go back and try and narrow its request
