so here to discuss is cnn's chief political analyst gloria borger and our political analyst david gregory as well. good evening to both of you. good to see you. >> hey, don. >> and thanks for joining. gloria, you first. so tell us, what did we learn from that briefing tonight? >> well, not as much as we wanted to learn. i think the only clear message coming from the president during all of these briefings, because there are a lot of mixed messages as you know, the only clear member we're getting is that donald trump sees himself as another victim of the pandemic. that people aren't treating him with respect. that he now today says, oh, i have clear authority and how dare any journalist question what -- that when, in fact, of course, the constitution was written because nobody wanted the president to have any kind of unchallenged authority. so this is a president who feels that he's being attacked on fairly and that he's being treated unfairly and that somehow he's being victimized by all of this. it was a disgraceful performance, don, and in many ways it was really -- it was disturbing, o

chief political analyst gloria borger. it is perfectly legal to travel between states.iticizing, but it is a discretionary travel guideline. >> it is a guideline, and there was one issued by the district of columbia and one issued by the state of new jersey and of course, the federal government which says, don't do it. please do not travel when travel is optional, and this just shows about ivanka, i mean, this is sort of an entitled performance here, driving, taking secret service with them, potentially putting secret service in danger, and effectively, it says to the country, you know, do as i say, not as i do because in all of those kind of gauzy social media posts, she went out of her way to say, and let me quote from one of them here, anderson. each and every one of us plays a role in slowing the spread. we are all in this together. maybe not. >> i haven't thought of the secret service angle. when they traveled, secret service detail. >> sure. there is. and so she's got to take a caravan with her, and that just explodes the number of people potentially exposed. reme

gloria borger is with us. good to see you. >> what are we going to hear from the former president and in what format? >> it will be a video, and it will be a fully throated endorsement of joe biden. the endorsement, of course, is not a surprise, but it's something that's been months in the making. the former president didn't want to get too far out front in all of this, was involved in backstage communications between bernie sanders and joe biden, according to cnn reporting, and i think he did it -- his timing is his own. and i think he felt that he would be much more valuable as a peacemaker of sorts between bernie sanders and joe biden and then come out on his own once the runway was completely clear for his former vice president. >> you know, the strategy before all this for the president had been tout strong economy. of course, coronavirus has changed that dramatically, but also go after a socialist democratic candidate if it was sort of a sanders or a warren, and a divided democratic party. but you really

cnn's kaitlan collins joins me from the white house with political analyst gloria borger.hat's the white house saying about this report, that back in november, the u.s. intelligence sent warnings about a contagion in china? >> reporter: defense secretary mark esper was asked about it and he said he did not recall getting any kind of briefing like this. of course, this came from a military intelligence report, and it's just another sign of what we've been reporting all week about these missed warning signs that the white house appears not to have heeded. not only are we now learning about this intelligence report that was given back in november -- abc says it was included in the president's daily brief -- but also remember, yesterday we were talking about those two memos that the top trade adviser wrote, warning pretty specifically about what exactly we're seeing now. so, that's why these questions are facing the white house about their response to all of this and whether or not they could have gotten ahead of it more than they did, because we know that testing has been one

meantime, let's bring in our chief political analyst gloria borger. gloria, a strong column you wrote for cnn.com. you argue that doctors and medical experts are filling a leadership vacuum left by the president. and you write this. let me quote from your article. doctors around the country are being heard. they have all taken the same oath, do no harm. now there's a corollary, don't let the president do any either. after the president got so much blowback after his remarks about injecting disinfectants in the body, is there an idea that the president will step back and let the scientists and doctors take center stage? >> we'll see in a few minutes, wolf. the president, who decided he wasn't going to meet with the press, suddenly decided, yes, he's going to meet with the press. they're putting out guidelines for testing as the states move forward. the point i was really making is the president has not been leading in the way he should and he's been giving people bad information and making the scientists do contortions in looking at the floor and anywhe

gloria borger is with us as well. gloria, what also jumped out at me was the way the president once again was defending the protests that are going on right now against all the social distancing, insisting, and it is not true if you take a look at the video, that these people are separating themselves, 6 feet apart, not close together. we are showing pictures right now. they're pretty close together, not wearing masks. they don't have any gloves. some are wearing masks but not many in the images we're showing our viewers right now. the president was basically defending their right to do so. dr. redfield earlier said it's not very helpful. >> that's right. the president said i've watched some of the protests on television. they're separated. there is space in between them. they're doing social distancing. we've watched a lot of these protests. maybe some of the protesters are. but i don't know what pictures he's looking at, but a lot of the video we've looked at shows that they're not doing social distancing. and again,

gloria borger, and ryan goodman, co-kert in chief of the justice security blog where he has published a piece disseconding the timeline of the u.s. government's response pot pandemic. he's also special former counsel at the office of defense. gloria, let me start with you. the president basically saying the experts made mistakes. certainly some of them did. we talked about the w.h.o. and mistakes that were made. but we also of course have -- we know that he did receive briefings in -- "washington post" is reporting at least a dozen of them indicating the magnitude of the problem here. but that is not a responsibility that he's willing to take. i think today, in fact, he said heed have to check to see how many times he was briefed. >> well, that was such a curious answer, wasn't it, erin? imagine if you had been given a daily brief on this and if you had listened to it or if you had read it, and then according to "the washington post," these briefings became more frequent and were more widely distributed. imagine if you were president of the united states, you wouldn't recall that some

with me now, david chalian and gloria borger. any ideas which polls set the president off? >> well, yes. jeremy diamond reported this, brooke, it was the internal polls, the trump campaign and the rnc, their own internal polling in specific battleground states critical to the president's chances of reelection that set him off but let me just say, the internal polls match what we've seen publicly. we saw a recent set of polls out of michigan and pennsylvania and florida that the president is at a deficit. he's at a pretty big deficit in michigan and pennsylvania and in florida, he's running behind joe biden too. what we see publicly is what his own tell him but also public polls. >> what does it say about how he handled the pandemic? >> look at the latest pbs news hour poll that asked the question. 55% disapprove now, up from 49%. only 44% approve of his handling of the coronavirus pandemic. so he, as time has gone on in this after he got the initial bump, the brief rally around the flag that wasn't that big of a rally, his number

>> out front now with gloria borger cnn chief political analyst and dr.er officially joining of course he advised the white house for 8 years under president george w. bush. he's the one who suggested people somehow inject themselves with these cleaners. so he suggested it and people did it. and he's shocked? >> right, he's disowning any responsibility for it, but it's remarkable because of course he knows the answer to the question. the answer to the question is, yeah, i know what happened. yeah, it's because i spoke last thursday. and what i said was tell or suggest to people that perhaps ingesting disinfectant might help cure coronavirus in some way, shape or form. so he does know the answer to it. but in keeping with the way he behaves he is saying to us, no, i have no responsibility for that. i don't know anything about that. and that's how he answers a lot of questions he doesn't want to answer, which is when he was asked about dr. bright saying that he was fired because he wouldn't pursue some science the administration wanted to pursue. i don't kn

cnn's chief politically analyst gloria borger also with us. the former acting director of the cdc dr. richard besser and the president of american medical association dr. patrice harris. john ching king i have to start with you. i heard a lot of politics there. not a lot about public health and safety issues and information that is going help protect the american people. what did you hear. >> i was there quite a bit there. and from john kerry -- leave the fact checking to daniel. accountability and consistency are important at a time of crisis and this president doesn't want them. he doesn't want them. yes the world trade -- world health organization excuse me made some mistakes here. yes china is not being transparent. the president is using them as pinatas because he doesn't like the criticism of his own actions and inactions at the end of january into february where the united states government yes banned travel from china but then didn't do much else and the president said it is not a pandemic. it is not going a pandemic. it is going to go

i want to go to jim acosta now, gloria borger, daniel dale our fact checker and dr. sanjay gupta. there's a lot to talk about. i do want to ask about those antibody tests because that's going to be a crucial thing, that last point just made. but first as the president was taking these questions, jim acosta, he certainly was -- i mean, he was going back and forth with people. but it was certainly very defensive i think would be a fair way to describe it. >> reporter: absolutely. i mean, this is a president who sounds even though he's been doing these briefings day in and day out for weeks now sounds like a president whose back is up against the wall. and what seemed to really set him off were questions about this new inspector general's report out of the department of health and human services. that report, the name on that report was from the principle deputy inspector general there. at one point during the briefing when he was asked about this inspector generals report the president said where did he come from, this inspector general, what's his name? well, it's not a man. it's a

gloria borger, we're starting to learn what our new post-coronavirus world might be looking like, the mayor of los angeles telling me in the last hour events with thousands of attendees, concerts, sporting events likely will remain on hold until 2021. i heard a similar statement from the mayor of new york, bill de blasio here in the situation room in the last hour. what else are you learning about how state and local officials are planning slowly to reopen their economy? >> well, state and local officials all over the country are going to do it in different ways. i mean, you just talked to the two biggest city mayors, and they are clearly taking it slowly and carefully. mayors in the center of the country are going to have a very different sense about when they can reopen. and of course, wolf, they're all going to see what sort of guidelines the president is really talking about. he said today that he's going to announce them i believe on thursday. but even on his phone call with business leaders, business leaders were saying to the president, look, we cannot reopen until we have the
