to transform san quentin state prison into a rehabilitation center, abc seven news reporter gloria rodriguez here with the plan and why it's already getting mixed reaction. gloria good morning kumasi. san quentin has been home to the largest death row population. nation in the united states. soon it'll turn into a prison where less dangerous inmates can get education, training and rehabilitation. san quentin state prison in marin county will be renamed san quinn rehabilitation center. there's a focus on preparing people to return to society. governor gavin newsom's office has cited norway's approach to incarceration as a model. in maximum security. norwegian prisons inmates have access to tvs, additional furniture, the kitchen activities like basketball, and they have more freedoms than in most american prisons. the nation also has a low rate of inmates who re offend some support the governor's plans and it'll keep inmates from going back to prison. but some victims right advocates are outraged. he seems to have completely forgotten the victims. i mean, i think this is a front to the victims

rodriguez is live in the newsroom. gloria: the board regulations -- resolutions.ld make reductions to the budget. the other would reduce classified staff. oath of the resolutions failing. we have video of the meeting that continued after midnight. the resolution to reduce classified staff include laying off 98 positions. this was being considered because of a lack of funds or work because of factors that just declining enrollment and increasing costs. other classified areas should be increased. this would mean raising salaries for teachers and other district staff. members of the community weighed in during public comment and some say this has not been supported. one board member called it disappointing that the resolution to reduce classified staff failed. march 15 is the deadline for the layoff notices and the board will have to come back with new proposals for cuts if they want to move forward with salary raises. the next meeting is scheduled march 8. reggie: the death toll is rising after a commuter train carrying hundreds of people collided with a freight tra
