we are creating a one-stop shopping website, let's move dot gov. they can use these things to keep their families progress on track. let's remember 41 million american children participate in the federal school meal program. many of these kids consume as many as half of their calories daily at school. what we don't want is the situation where parents are taking the right steps at home, and the kids undo all that work when they go to school with salty, fatty foods in the school cafeteria. so let's move to get healthier food into our nation's schools. that is the second part of this initiative. we will start by updating and strengthening the child nutrition act, the law that sets nutrition standards for what our kids eat at school. we propose a historic investment of an additional $10 billion over ten years to fund the legislation. with this new investment we will knock down barriers that keep many families from participating in school meal programs. in that way we will add additional 1 million students in the first five years alone. we are going to

we had several fits and starts in texas when gov.islation that required people to put up an expert or a bond with a suit was filed but it cut down suits significantly. for some people got around that and the number started going up again. by 2002, when i left active practice, we were really in a serious crisis in texas. liability rates have gone up a for practitioners of ob/gyn, for minimal coverage, paid $50,000 for the policy. texas did is significant liability reform, caps on damages in 2003, and the costs have gone down to the $35,000 range for a practice in the dallas-fort worth area. it is still a huge number, but the bigger issue was, it was going up every year and now it started going down. the problem with liability is defensive medicine. the cost of defensive medicine is far, far more than the cost of my overhead having to pay liability insurance. defensive medicine is learned behavior. it is the way i was trained in the 1970's. it will take time for those practice patterns to change, but change we must. no longer can every

but certainly gov. the business roundtable that one of the biggest complaints they have from customers, from small business owners essentially is that it is very difficult to get credit or adjust your line of credit in this economy. banks are underwriting business customers a lot harder than they used to. they definitely feel infusion of more cash would be beneficial. host: do the folks up thereç think the business -- visit by the president will spur banks to make more loans? guest: as you know, in new hampshire we are used to presidents and would be president visiting the state. that does not tend to have great impact immediately on the business, but they certainly feel the governor and senator believe infusing more money into the fund and allowing all of the community and small banks to take money out of the funds would help small business in the state. these banks which have $10 billion less in assets -- they make over 60 percent of the loans even though they represent only 20 percent of assets. we
