[applause] that mohammed does for the city day if in and day out. so i do want to -- i'll just share one little anecdote as well before i talk about a few specific things. this morning, i had the opportunity to hear i guess directly from a self-described spray can ar cyst, spray paint artist, i think he called himself, that paul and i had the pleasure of somewhat conversing with. and he made a statement that it's been troubling me all day long. and part of the discussion was graffiti art, is it vandalism? is it ok? is it not? he made a statement to the effect that, well, a lot of what i did was i just looked for out of the way places to do it. and he named a few places and one of the places he named was hunter's point off of third avenue, off of third street. and, i mean, think about what kind of statement that's making. people live in hunter's point. it's a neighborhood. it's a community. there are kids. there are older people. there are y

as we face many of these challenges toward becoming a zero graffiti city, i must say that i'm also proud to say that i am proud of all my police in other city agencies, law enforcement, the non-profits, and everyone that's going and collaborating in this fight. today the goal of this conference is for us to recruit new leadership and to join hands and defeat the vandalism and build upon the strategies that we currently have. at this time, it is my pleasure to introduce to you someone who has built communities, someone who is very familiar with the problem, and now the president of our board of supervisors, david chu. please welcome him to make a few remarks. [applause] >> good afternoon. i first want to thank momed for your -- muhammad for your leadership on this incredible issue. i hope at some point the mayor will debuetize you as our graffiti czar. i want to comment as i look out into this room, this is an amazing turnout. and thank you all so much for coming out and huddling on this important issue. when i think. all the motivations that bring us here to this room to fight graffiti,

i hereby pledge to help make san francisco a graffiti free city by committing to do one or more of the following. the first one is, report graffiti vandalism by calling 311 or visiting sfgov.org/311. i think you should check that one. please show your interest and your willingness to help. call 911 when i see graffiti vandalism in progress. please check that one. check it off. you have it in front of you. immediately report vandalism to my landlord when it appears in my building. if you are a renter, certainly. check it off. remove graffiti vandalism from my property within 48 hours. if you own your property, it works. they tend not to come back. check that one off if you are a homeowner. teach the children in my life that is wrong to write for make marks on other people's property. if you have children in your family, or any children you know, check that one. join the graffiti what or adopt a street and help remove graffiti vandalism in my neighborhood. you might consider that. support and a graffiti legislation by writing or making phone calls to elected officials. please check that

graffiti. you will see the results and the city will be more beautiful. if you do feel that excess of graffiti might be creating unfair hardships for you, you can ask for help. if you would like to request a hearing to explain your situation, to air your complaints, you may write to the director of public works. where is he? ed still around? by the way, call the telephone number. call the telephone number on the graffiti notice of violation. you can get more information and possibly get a hearing. that is the advice for two of you. the homeowner and the business operator. let's turn to many of you in san francisco. a lot of them are here called renters. here's what to do. if you see any graffiti on your rental property, make sure your landlord hears about it quickly. it is their responsibility to clean it up and the property owner will also want to report that vandalism. you might have as a renter a good enough relationship with your landlord to actually help by even taking pictures and help cleaning up the graffiti. make sure you are in touch with them. t

city government and our school system. lots of creative approaches. i think that we are ready now to take it on and to demonstrate to world that we can achieve zero. we can stop graffiti. we can coordinate ourselves as a city working together from city departments, part nerg with property owners -- partnering with property owners, community groups and non-profit organization, people from young to old and demonstrate that we can get a grip on this problem and we can stop it. i think what mohammed has demonstrated from an operational standpoint, and i would be the first to admit i would be you should great duress if he was my boss because he is on it all the time. i even made the mistake on asking for slack on saturday during cleanup and he put me down three flights of stairs. i know what strong leader he is. i want to share with you that he's also a mentor. on that day we were out with henry alvarez who is the new public housing director. he talked about the ways that mohammed has mentored him as the department head and to help him get not just a handle on this, but in terms of managing his work force and making a productive environment within the public housing arena.

city. we've been working in some cases with property owners to enter into an agreement whereby we have a contractor go and abate the graffiti immediately, or as immediately as possible so that in these most visible corridors that are part of the economic life blood of our city, that that graffiti doesn't stay there very long. so there are things that are happening that are good. so i don't want anyone to -- i don't want to start off the conference with everybody kind of down about how we're being overrun here, but there are some good things in the works. but we really need your thoughts and your partnership to really help us really breakthrough to the next level. so i want to thank you for coming here. before the next speaker -- because sometimes speech can be a little dry. you're going to be treated to an effort made by a couple of film makers from the academy of art university. i think i met one of them this past weekend, a short little video that i think helps paint the picture of what we're up against. so thank you very much. in the opposition capital, it's crooked daffy as been punished in graffiti murals all over the city. most are not very good, it probably done in a few minutes to to get the message. there are some graffiti murals that are works of art, a brilliant color, detailed if you could tell the artist had talent. this is the artist, 31 year- old, this is his mother. >> he loved his are during much and he was everywhere. every time someone asked him to draw something he would do it. >>reporter: his mother said he was drained of doing caricatures of colonel khadafy when the uprising happened he made his dream come true. he calls this the monkey of all monkeys. the people have had their say says this new role and their say is they want from the khaddafi in and use. no one knows if there's going to be libya without the gadhafi regime any time soon. if there is, they will be here to see it. on the night of sunday march 20th, the mother said he was driving home on this road after penning another mural when he was shot and killed. if was the height of the conflict here, his mother is convinced the gun

then they have a city fee that pays for graffiti, keep oakland beautiful, all types of recycling oriented programs. i believe those fees total about $29 million. that is pretty substantial percentage considering the size of the contract. it is also just one example of the types of fees. santa rosa gets' a three and a thousand dollars a year contribution to a trust fund to be used for a variety of things from public grants to the boys' club. everythinbody negotiates differt types of things. -- santa rosa gets' a $300,000 contribution to a trust fund. supervisor mirkarimi: is there anything that speaks to more of a comparison? >> i cannot think there's anybody that really compares to you. san jose does not charge residential franchise fees. however, they have a variety of the ministry if these -- administrative fees. that is not public. they pay for a lot of it through those. supervisor mirkarimi: can you give me a sense of what fees residents pay and how it compares to other jurisdictions that have a franchise fee or not in addition to other fees they pay? i am looking for where we ranked.

the law, 32-year-old san francisco man graffiti artist here faces three years of probation after pleading guilty to felony and misdemeanor vandalism. he defaced city and private property in san jose. steven free is his name. he was arresteded in late 2009 on ten counsts of felony vandalism. the investigation revealed he's been one of the most prolific taggers in the bay area. as part of his plea agreement he must pay restitution to the owners of the property as well as the city of san jose. prosecutors dropped several counts of vandalism in exchange for his plea. >>> some residents in san mateo are asking a judge to declare county wide elections illegal. a group claims the county's at-large balloting system is racially polarized and dilutes for voting power. according to the lawsuit, it makes up a quarter of the county's population, but only one latino and no asian-americans have been on the board of supervisors since 1995. lawyers for the county say there's no evidence that the at-large system encourages racial buy illinois or affects elections. >>> hunkering down waiting for bulldozers to arrive at a sacred burial site in va lay hoe where a futu

city departments do is work to preserve core services. the people out there in the white trucks with the orange vests cleaning streets, wiping out graffiti -- we try to prioritize the way we look at the department. we try to cut from the back office, administration. i have been here for three years. we have eliminated a number of management positions and support positions. we have eliminated things like unnecessary vehicles. we have reduced cell phone. a lot of this stuff behind the scenes are not necessary to directly support direct services. we look for efficiencies in the way we deliver services. if we can do something with three people instead of four, we look at how we can deliver the same amount of services with a smaller budget. we focus on workplace safety. when we do not work safely, we have people out of work being paid. we pay a lot of comp costs. general health inflation has been going up at 5%. our comp costs have been going down. that translates to more people on the streets for less dollars. we're trying to be efficient to manage the department to preserve the front line services that all of you depend on. supervisor campo
