as we face many of these challenges toward becoming a zero graffiti city, i must say that i'm also proud to say that i am proud of all my police in other city agencies, law enforcement, the non-profits, and everyone that's going and collaborating in this fight. today the goal of this conference is for us to recruit new leadership and to join hands and defeat the vandalism and build upon the strategies that we currently have. at this time, it is my pleasure to introduce to you someone who has built communities, someone who is very familiar with the problem, and now the president of our board of supervisors, david chu. please welcome him to make a few remarks. city government and our school system. lots of creative approaches. i think that we are ready now to take it on and to demonstrate to world that we can achieve zero. we can stop graffiti. we can coordinate ourselves as a city working together from city departments, part nerg with property owners -- partnering with property owners, community groups and non-profit organization, people from young to old and demonstrate that we can get a grip on this problem and we can stop it. i think what mohammed has demonstrated from an operational standpoint, and i would be the first to admit i would be you should great duress if he was my boss because he is on it all the time. i even made the mistake on asking for slack on saturday during cleanup and he put me down three flights of stairs. i know what strong leader he is. i want to share with you that he's also a mentor. on that day we were out with henry alvarez who is the new public housing director. he talked about the ways that mohammed has mentored him as the department head and to help him get not just a handle on this, but in terms of managing his work force and making a productive environment within the public housing arena.

city departments do is work to preserve core services. the people out there in the white trucks with the orange vests cleaning streets, wiping out graffiti -- we try to prioritize the way we look at the department. we try to cut from the back office, administration. i have been here for three years. we have eliminated a number of management positions and support positions. we have eliminated things like unnecessary vehicles. we have reduced cell phone. a lot of this stuff behind the scenes are not necessary to directly support direct services. we look for efficiencies in the way we deliver services. if we can do something with three people instead of four, we look at how we can deliver the same amount of services with a smaller budget. we focus on workplace safety. when we do not work safely, we have people out of work being paid. we pay a lot of comp costs. general health inflation has been going up at 5%. our comp costs have been going down. that translates to more people on the streets for less dollars. we're trying to be efficient to manage the department to preserve the front line services that all of you depend on. supervisor campo
