grassley: thank you for attending this hearing. we have preliminary review of the drug control strategies by the government watchdog gao. congress creates agencies like this one. congress appropriates money for agencies like this one. congress from time to time passes laws for people to carry out, so we are doing today a constitutional responsibility to make sure that the executive branch of government and the agency specifically makes care of laws according to congressional cameras required. ondcp was created to serve as our nation's leader in combating drugs. since its inception in 1989, the threat posed by drugs has been heavy. the mission of the ondcp and of this particular group of senators, the drug caucus remains today to save lives. this hearing comes at a critical juncture for our nation. we are in the middle of the most challenging drug environment that this country has ever seen. by now, we have all seen the numbers. i quote again similar numbers to what the chairman quoted. the center for disease control and prevention

with that, i yield to senator grassley. sen. grassley: thank you and welcomed -- welcome director meant neil -- mcneil. your agency maintains a list of high risk programs, vulnerable to waste fraud and abuse. january 2021, g.a.o. added, quote, national efforts to prevent, respond to, and recover from drug misuse, end of quote. gao cited issues like greater leadership and coordination of the national drug control effort , strategic guidance that fulfills all statutory requirements, and more effective implementation and monitoring. this seems to fall under the ondcp purview. so this question, three short questions, i will give you one at a time. why is being on the high risk list problematic? ms. mcneil: being on the high risk list provides visibility. when you have an intractable issue, such as these epidemic record number of overdose rates and drug misuse rates, having that on the high risk list provides visibility. we are invited to hearings like this. the director is invited to hearings like this. it just continues to just put

grassley: you must have a timetable to get it done. dr. gupta: i will get that to you very responsibly and quickly. sen. grassley: i have heard from parents about counterfeit bills -- pills laced with fentanyl. drug networks are releasing fake pills and falsely advertising them to young people with deadly results. as a parent and grandparent, this is a problem that young people are susceptible to online marketing of these deadly pills. i recently introduced a bipartisan bill that reduces enhancement for spreading laced counterfeit pills. the fda is also releasing a campaign to address the issue, despite the seizures of laced pills ironic -- skyrocketing in the country. when i searched the 2022 strategy, the phrase counterfeit pills came up four times. compare that to the phrase harm reduction, which was mentioned 148 times. how are you going to refocus efforts to stop the spread of counterfeit pills and what can congress do to support your effort? dr. gupta: the counterfeit pills are a challenge ahead of us. it is our populations they are

if grassley-cruz had passed. presumably the audit of every federal agency would have caught that conviction. the whole purpose of the audit was to make sure we catch everiful he felony conviction that's out there which would have meant his conviction would have been in the database. that's where the second part of grassley-cruz matters. when he went in and lied on that form, he committed two more felonies. lying on that form is a felony. it is a crime. when he checked i don't have a domestic violence conviction, that's a felony. and grassley-cruz would have directed the department of justice to prosecute him and put him in jail. and that monster would have been locked in a six-by-eight concrete cell instead of murdering innocent people in the wonderful community of southerland springs. you also look at santa fe and uvalde, and there's a possibility that both of those crimes could have been prevented by grassley-cruz. part of grassley-cruz was funding to enhance school security grants to go to schools. one of the

senator grassley and i led that bill after parkland for significant funding for schools. clearly more must be done. as i noted, i am particularly pleased to see that the framework that will include my bill to close the boyfriend loophole. six million american women are killed on their partners many we focus on the mass shootings, but think of those numbers, 600 women shot every year from intimate partners. we know that preventing convicted domestic abusers from getting guns saves lives many we know that because we've seen the numbers in the states that have the laws in place. currently federal law only prohibits domestic abusers from buying a gun if they are currently or formerly married. think about that. currently or formerly married. or if they ever lived together or have a child. that is despite the fact, as i noted, that half of these homicides, half of the women killed are killed by dating partners. that's why in 2013, i introduced this bill to close this dangerous loophole and now i am so pleased that there is growing bipartisan support for the bill. by the way, we
