greg lee reporting this afternoon. thank you. >>> all right. to get some more perspective on the coronavirus surge and vaccine roll out, we are joined by dr. john schwartzburg at berkeley school of public health. good to get you on. you just heard from greg. the doses of the vaccine, they are going out to the states, but very few of them here in california, just 30% have been actually put into people's arms. why is that the case? are those doses being saved to be given out as second shots? >> i think they have some mineral piece is a problem if at all. the problem starts in washington, d.c. most health economistsese estimate all states needed 8.4 billion dollars to get their programs up and running, this state has about 400 million. so a fraction of what was needed. so none of the states got the resources they needed to really adequately pull this distribution of the vaccine off. so we started really way behind the 8 ball, plus extremely complicated with these two vaccines and the chain requirements for them. so those were problems. so the problems are national. the problems are at the state level, but they are also at the local level in terms
