gregg: let me shift a little bit.er that if you like your health insurance, you are going to get to keep it. a politically neutral very prominent health-care analysis firm has done a thorough analysis of that and they say that is preposterous. they have concluded that the house bill would cause more than half of those who now have employer-provided insurance to lose it. the figure is roughly 83 million americans would lose their health insurance. is that true? >> it is not what the group has concluded. the house bill, according to the congressional budget office would have 11 more -- 11 million more people in employer-based coverage. in fact, what the president's plan does says that if you will have coverage at work, you can keep it, but it does two very important things in the house bill. it says your employer has to play -- has to pay a reasonable amount for it. gregg: let's say i am an employer and the regulations are going to be so onerous, i'm going to have to hire people to do the regulations. it is quite to be

in his home state of new hampshire, republican judd gregg.and from her home state of michigan, democratic senator debbie stabenow. here with me in washington, republican lamar alexander of tennessee and democrat kent conrad of north dakota. senator conrad, let me start with you. you just heard kathleen sabeebes say the obama white house is open to this house proposal that charlie rangel, the chairman of the ways and means committee, has put forward to put additional taxes on the richest american families to pay for health care reform from everybody else who doesn't have it yet. is that a good idea? >> look, everything does have to be on the table. you can't negotiate properly without that rule in place, but i don't think the house proposal as i have heard it will be what's part of the final package. i think there may be some request from those of us who at the highest levels of income in this country to pay a bit more, but there will be a much broader package of revenue as well as spending reductions in order to make this package work. >> are

you wrote a letter to senator gregg --there is an increased cost of the number of people who will be added to medicaid. is that just the federal cost or is that the federal and state cost? >> that is the federal cost. generally speaking, the federal cost is 62%? >> the average is 57%. the government pays 57% of the average cost. >> the tables we tried to do generally have the federal government paying all of the cost for the newly eligible people at least for a while. i think when we look at had been paying all the new costs for the whole 1year budget window. we did one that started in 2013. and then have the federal government paying all the costs. we look the one as are the medicaid expansion in 2010. -- look at one that had the medicaid expansion in 2010. >> so, the $500 billion includes the assumption that at some time the federal cost is lower because of shifting the cost to states? >> we highlighted in the letter that one of the key issues that could make the cost change was how much the burden would be for the state. >> i'm trying to understand, is the five and $100 billion si

senator gregg. >> i don't understand a lot of the logic here. trying to produce biologics that address diseases of extreme complexity and which require a huge amount of leadtime to produce those. and a massive amount of cash in order to get them to market and to determine whether or not they work. and yet, we're developing a regime, we're proposing a regime, senator brown in my opinion's proposal and even to some degree senator hatches which basically undermines the  incentive to pursue that course of action by making it less likely that the capital investment will be there to pursue these extraordinarily expensive procedures and medicines. the money comes, doesn't flow in to biologics out of good will and altruism. money flows into biologic research because capital moves there to make money. that's the way a market system works. now, maybe it's the position of the other side or those who support taking away the rights of people who develop these biologics that biologics should all be done, the research should all be paid for by the government.

gregg: we are not? the presiding officer: correct. mr.gg: madam president, yesterday was not a great day for our nation. for the first time in our history, the deficit of this nation passed $1 trillion. $1 trillion. that's a number i don't think anybody ever expected to see as a deficit for our country. to try to put it in perspective, as a percentage of our g.d.p., that's about 13%. we have not had that type of a deficit since we were in world war ii. that size of deficit. and the implications of that deficit are staggering for us as a nation but, more importantly, they represent a clear and present danger to our children and our children's children. and to this nation's fiscal solvency. remember, we're not through the fiscal year yet. it's estimated that this deficit will continue up for the rest of the year. it's estimated that $1.8 trillion will be the deficit we're facing in 2010 and over $1 trillion the next year. these are numbers which are so huge that they're incomprehensible, incomprehensible to myself and to most americans. but

senator gregg and a number of his fellow republicans were concerned about the long-term fiscal impact of our provisions on long-term care. judd gregg offered an amendment that would require the health and human services to set and adjust premiums based on a 75-year outlook of the program solvency. we had a robust debate, went on for an hour or two on this issue, and the committee recognized the tremendous value, frankly, of what judge gregg was proposing. and so his amendment was accepted unanimously and the bill is a better bill for it. johnny isakson, my very good friend from georgia, brought to the table the issue to, of end-of-life care, drawing on his own family's experiences. very moving remarks he gave in our committee about the importance of end-of-life care issues. and he was able to talk about the importance of planning for the last days of one's life, how difficult that can be. i just went through that with my sister who was diagnosed on may 22 with lung cancer, and she was gone in six weeks. died on july 6. the first of my siblings to be lost. 68 years of age, 5 children,
