todd: let's bring in griff jenkins like we said live from houston. s getting a lot worse rainwise where you are. >> that's right, guys. we're just starting to see some of the rain squalls here in houston. we are in pretty much downtown and just as rick was talking about, the office of emergency managementible their web page says essentially any and every portion of houston is prone to flooding. but we have brought you to one of the locations that is identified as a prone warning, a prone flood danger zone. and just to give you a sense, this is basically the heart of houston. it's highway 10 and 45's intersection. this car goes through, guys. watch, this right? it's going to go under this underpass. he is approaching slowly because, and obviously maybe thinking about not going under there. harvey has not even begun to unleash its havoc on this city. and that underpass is dry. i was just down there 10 minutes ago. if it rains like this for four days, the predictions that houston may suffer the worst catastrophic flood damage it's had in a decade or more

griff jenkins has been in houston as he's watched the sun come up and see all of this devastation. t's different from two hours ago? >> well, what we have seen different from two hours ago is that people now are starting -- we have gotten off on off ramp and people are walking along as you showed in the other images, but the situation here as you look on the roads is it is very difficult but isn't as tragic, people are walking down the street. we talked to a gentleman, his english wasn't so good so he didn't want to go on camera, but he conveyed to us he lives about a mile from here. he left his home, lives by himself, he's an older hispanic gentleman, he pointed to his chest, that's how high the water was where he was residing. he had a bag of his supplies, i suppose what he could grab out of his place and said he's trying to go down to the highway where his sister can get -- to get out of here. so you know, we see cars, vans, going but as we watched this next little black suv, it is going to go into this deep stuff, so it's people trying to make the best of a bad situation getting

a griff jenkins is live for us. griff jenkins, are you there? to you for your live report now. >> that's right. just behind me, the reservoir is spilling over, it's never happened before. what it means is that the water is overtaking the immediate neighborhood some 3000-4,000 homes. we watched earlier a few rescue rescues, volunteers putting in votes. we saw a convoy of the miami-dade urban search and rescue guys came in. but it also means for downtown houston as they are now a target because these are all created to to flood water away from the city, away from downtown down to the southwest part of the houston ship channel. you have a dire situation of the immediate subdivision surrounding these reservoirs and dams as well as a new threat that has already besieged downtown houston. >> shepard: thanks very much, we will come back to you. we are waiting for the president now, governor abbott of texas has just walked into the room, as are a number of local officials. there is the president of the united states, president trump. at a firehouse of c

we have fox team coverage with adam, who is tracking harvey's path for us and griff jenkins. we begin with jeff flock live just west of houston in richmond where, jeff, you have been telling some unbelievable stories of families in that area throughout the day. >> reporter: this is what is rolling downhill now and downstream, sandra. we're on river edge drive. you don't want to be anywhere riverside, river view. if your street has that name on it, it's not a good thing. we've shown you pictures of well healed neighborhoods around houston that have been inundated with floods. well, let me tell ya, flood doesn't know republican or democrat, doesn't know rich man, poor man. all it knows is if the water wants to come in, that's what happens. this is water from the brasos river. what is happening now, all that water in houston that was dumped there is coming downstream on the colorado, brasos to drain to the gulf. this is what's happening. it is flooding these communities, both rich, poor, small, little, along this river. mobile home communities just about washed away. mandatory e

meanwhile, griff jenkins live with details. n. that family of six, lives lost hero. bringing that total to 14. you know, they drove in a van across a bridge into standing water. and this is what i've talked about for the last two and a half days. the dangers. the statistics show that a majority of the deaths occurs when people drive into water, and they get submerged. just hearing in this subdivision right in front of the reservoir, look at that car that is halfway submerged, you know? you just don't know whether you're getting into two feet or you're getting into 12 feet. and when you drive into submerged situation, people become trapped in there and very difficult for officials to get to you and rescue you. the coast guard saying that they had -- they couldn't search for the bodies because they need the waters to lower. it's a problem that happens. a mixture of waters. brian: and fox news contributor. laura, i know right now you are looking at this situation, and you know how much is on the line for this people and the preside

griff jenkins reported there all week. saw here yesterday was an incredible testament to just how good these people are in this area and how they really come together and you hear that in a lot of in a lot of the storm stories, the worst conditions bring out the best in people. it is just a remarkable sight. we pulled up to a staging point half a mile on the other side of the subdivision and we saw people coming in as fast as they could with boats. these are regular guys like you and me who say i've got a boat. you'd have people stranded in these homes alter the subdivision. they can get out, don't know how deep the water is than they are stuck in their houses. they need to get out. so they go in with the boats and they save and they save the people, bring them up bring them up in one case and in 10 hours he pulled 150 people at the subdivision. they put a police officer on the boat and bring them out. it's really remarkable. stuart: thanks very much for joining us. you told us how told us nowadays. water is still rising.

griff jenkins is out among at all. a foggy and rainy day in houston, how's it looking? >> it's really driving rain here. i wanted to give you a look for the first time at the reservoir, one of the two reservoirs where they decided to release controlled water to keep the reservoirs from flooding the city beyond belief. for our viewers, houston is one of the flood prone areas of the country and they have a system of reservoirs and values to keep that from happening. for the first time they are in uncharted territory. the u.s. geological survey guys are out here measuring the amount of water. here's what they are looking for. if they release too little water out of the reservoir, worst-case scenario, that water comes over the top, possibly even breaks the levy and downtown houston as we know it is gone. if they release too much, it has an incredibly unnecessary amount of floodwater to what mother nature has already delivered, another 20 inches potentially following yesterday. the amount of water they are releasing, 10,000 cubic feet per second. as the splendid to me, 1 cub

griff jenkins. we begin first with matt fin live in crosby, texas. matt, we've been following so many developing events, especially that hospital evacuation on our thoughts right now. >> reporter: sandra, that beaumont hospital not far from here. the baptist hospital of the southeast posting to facebook a short while ago that it has no other choice but to perform those emergency operations right now because of a lack of water pressure in the town that is affecting that hospital. we have some of difficult video to show you. one by one patients being evacuated and air lifted. cameras being kept back. 200 patients in total being brought out of that hospital. some going by ambulance and helicopter to hospitals. others being discharged if they can be. beaumont texas was hit very hard in the past few days after harvey headed east. we drove through that town in that area. it was basically under water. cars entirely submerged. a disaster there in beaumont. now imagine the added difficulty loved ones or even ambulances might face locating these patients with

and that's something that could be a big issue in houston, texas and that's where you'll find griff jenkins. what's going on there? >> reporter: [laughter] neil you're just seeing first of what is expected to be days of harvey really hitting houston hard. the national hurricane center reinforced in their last update that houston is facing a major catastrophic flooding event because of the rains just because she was downgraded or he was downgraded harvey to category 1 doesn't mean it's any less rain over the course of the next several days. where i'm standing is in southwest houston, in a major affair sitting in the middle of west belford road and we're just off the southwest freeway. you can see there in the car behind me came running down this road, to charge these waters and got stuck, just about 20 minutes ago the driver of that vehicle was having an assistance, not necessarily a rescue, neil but assistance from several police officers who had to sort of talk him out and he got really rattled and spoke briefly with the gentleman he worked overnight and said he thought he could make it, h

let's go to griff jenkins live at the attics reservoir. is it raining again, griff? >> it's absolutely driving rain right now. we stand here at the reservoir. of course, the historic epic amount of rainfall at levels that was measured in 500 years. now we're understanding reaching an 800-year level. you're looking at the bubbling water. 10,000 cubic feet of water per second flowing out of the reservoir. that's the attics red investor. just a few moments ago, the geological survey folks were taking a measurement of how much water is released. because it needs to be correct. if they release too little, the water and these conditions continues to rise. if it crests for the first time in history, one of these reservoirs or that levee breaks, downtown houston is gone. it's going to be even more catastrophic as a dire situation as we've seen. if they release too much, as the water moves out, it will add entirely unnecessary water to existing flooding situations. we saw thousands of rescues today. we've had thousands more trying to take place now. in these conditions, the v

griff jenkins is live on the ground in houston, texas right now with the very latest. good morning. >> good morning maria. the county flood control calling this is the worst flood event in 500 years. the rivers, cresting at points never before seen, even surpassing that of tropical storm allison in 2001 that crippled this city. you see behind me, the hpd, police department, trying to assist with a motorist that seems to be stranded. we are on the west side of houston, maria, having just gotten off the overpass because many of the overpasses are absolutely stuck. now, what -- you mentioned before, this is the catastrophic life threatening event that they warned of. we know of one fatality confirmed. there are reports of more, but we know one confirmed of a woman overnight who drove into these floodwaters, became stranded, got out and drowned. that's why they say turn around, don't drown. guess what? that advice now is no longer necessarily valid because if you turn around, there may be nowhere to go because it isn't one particular area of houston that has been impacted.

griff jenkins is in western houston near the addicks reservoir which has been overflowing. what you seeing there? >> we see that rescue boats and volunteers are turning out here. early this morning, the reservoirs began to flow, never happened in history. this is a problem that really did not need. just about 15 minutes ago, the flood control tweeting out that it's nearly a half a foot over that level. the water i'm standing income at one a broke that news about 5:00 a.m. this morning, has risen by my estimations 3-4 inches. we've seen buses being exported out, we've seen one couple coming out here early and woke up and realized what was going on and they had bags of clothing and belongings and they got out because the situation here has gotten bad and it's going to get worse. it's not a levy break that you are mentioning, it's just going to trickle. the problem is, because yesterday, as we showed you, they were trying to control the water flow out of here, they now have an uncontrolled spill over the top. they don't know where it's going to go. it's going to continue for d
