a little history of for for guam. islands if guam are the only american soil in this part the international date line. it's friday. we are the only american territory organized community that has been invaded and occupied by foreign forces since 1812. that occurred in 1941. and so there is first person and second hand accounts of what happens when america lets down their vigilence and american land and american people are not protected. so we are deeply concerned. >> lastly, mr. governor, there are reports of people in guam stocking canned goods, keeping windows closed all in preparation for a possible attack. is that what you're hearing as well? are those measures that everyone in guam should be taking or is this just anecdotes? >> that may be just anecdotes. we do know that in guam because we are in typhoon alley, we have the population and we have a fairly experienced homeland security and civil defense agencies that deals with emergencies such as typhoons. so with that, there are folks that may be taking precautio

here is guam. guam is an island as you can tell. zoom out. you can see it is way, way out there in the pacific ocean. if you think about flying from california to hawaii, if you do that, that gets you roughly half the way there. just keep going that distance again and you'll get to guam. guam is closer to the philippines and china than it is to hawaii. it is north of australia, so far west, it is east. technically guam is an organized, unincorporated territory of the united states. the ip land sends a nonvoting delegate to congress. and guamians get to vote in a nonpreference poll when it comes time to vote for president. even if guam doesn't have a vote in the electoral college, but what they do have a huge military presence. the american military covers something like a third of the entire island. and those bases on guam are a big part of the u.s. military presence in that whole part of the world. that whole region of the pacific. couple of years ago, the pentagon considered building an even bigger military presence on the island of guam. t

and it could hit guam. it's not likely that they actually want to attack anything. but the danger here of a miscalculation of something going wrong, of untested leadership doing something we can't predict in advance, all underlines why our message should be a very firm, very steady, very clear message of deterrence. i'm afraid the wigs and wags that the administration has been following, the cancellation of the missile test, and leaks to the press about trying to dial back our position, tell the north koreans exactly the wrong thing. >> that seems to be opposite of what we had the last couple of weeks. they spent b-52s also. they also had f-22s. and deployed the missile system to guam. now they are ratcheting it back. has that had the opposite effect? >> i think it's entirely possible. you know, this is us now conforming to the behavior that north korea wants us to confirm to. that is not what we should be doing here. we should be getting them to confirm to the behavior we want. instead we are doing the opp

it could be moving in an antimissile system and positioning it in guam. there's something of a stand off there with the north koreans sending a missile to their border, pointing toward guam and the united states moving in this antimissile defense system. this is a different move than we have seen of weeks of increasing escalation. right now and yesterday we are seeing north korea is taking actual steps. yesterday, it was closing the economic zone, the only place where there was business going on between north and south korea. today, actually moving that rocket to the coast. japan is also very worried. japan just east of the north korean coast. japanese officials worry there could be a test fire coming and it could be in their direction. that would certainly ratchet up the tension more. will that be enough? will that satisfy the north korean leader who apparently is trying to prove himself to his own people, establish his credibility, establish that he is a nuclear weapons state? that's unclear. what we do know is that so far, every day there hannan escala

military forces in guam. south korea is dealing with any strikes. and they've sent one to be stationed one off the east coast and one the west coast. and both have defense systems capable of shooting off a missile. and south korea says they won't passively submit to north korean threats and provocations and will give a strong response. the missiles that have been moved to north korea's east coast have a range of about 1800 miles. they could then be able to strike japan and south korea, as well as the u.s. territory of guam, which the north has threatened to hit. and now, the u.s. has been preparing for the worst with an anti-defense missile system being sent to guam to protect it from any possible attack. and the u.s. has already deployed a number of warships into the area with missile defenses. now, the threats and actions of north korea come at just as there's been u.s. and south korea military exercises over the past few weeks. now, that's really annoyed the north and they've really increased their vitriolic attacks because of that, but when we s
