savannah guthrie with us on how the president plans on chipping away at it. good evening. >> reporter: good evening, make no mistake, this was a policy speech, but one with sharp political tones. he spent nearly as much time ripping the republican's leading plan as he did talking about his own. but on one thing the parties did agree, the nation's debt is out of control. the president laid out his proposal to get the fiscal house in order. >> any serious plan to tackle the deficit will require us to put everything on the table and take on excess spending wherever it exists in the budget. >> the president set a goal of reducing the nation's $14.2 trillion debt by $4 trillion over the next 12 years less than his fiscal commission had recommended. three quarters of the savings would come from spending cuts, the rest from tax revenues and raising taxes on wealthier americans and reforming the tax codes to close popular loopholes. he called for a $770 billion reduction in discretionary spending over 12 years. $400 billion in defense spending and another $480 billio

nbc news white house correspondent savannah guthrie is with us tonight from the white house. savannah, the shouting had just stopped about one issue which i assume will be cleared up before the next one started. >> and this fight, brian, promises to be even tougher. the stakes are even higher, as you mentioned. in a few weeks, the u.s. will reach its debt limit. that's the maximum amount the u.s. can borrow. congress will have to raise the debt ceiling. if it doesn't, the u.s. would default on its obligations. the economy would spiral downward. some say we would hit a recession again. this year, republicans are saying they're not going to vote to raise the debt ceiling unless there are major cuts with it. but they're saying it's wrong to use those cuts as political leverage. >> the consequence of not raising the debt ceiling would be like armageddon. it would be devastating. on job creation, on growth. >> as the administration makes the argument, it has one political problem, back in 2006, then-senator barack obama voted against raising the debt ceiling. that's a vote his spo

savannah guthrie, good morning to you. there's progress being made but no deal. harry reid says he expresses confidence, the president has some confidence. how hopeful is the white house? >> reporter: it's very touch and go. make no mistake about it, this is not one of those faux government shutdown threats. this could very well happen. one positive sign is some of that public recrimination, that public sparring isn't happening the way it was happening even 24 hours ago. the same people who were kind of grousing about other folks in this process on the phone yesterday won't do so today. so that suggests people are working toward a deal. as kelly reported, the number crunchers were here well past midnight. one thing to watch, this isn't just about the number of spending cuts, they're really a few billion apart that is not that much. it's also the policy riders that republicans feel very strongly about, defriending planned parent hood, curbing the ua. those are very important to the republicans. the deal could break down with those issues. matt? >> i think it's cle
