i rise in strong support of h.r. 2810rks the f.y. 2018 national defense authorization act. i continue to be surprised at some of the national security pundits who believe that a diminished force structure will improve our national security. some have questioned whether we should fully fund national defense. some have even questioned whether we should continue to expand our armed services to meet the strategic challenges posed by a rising china and russia, by an unpredictable north korea and a belligerent iran. mr. chairman, our time is up. the time of action is now. the focus of our nation is upon us to provide for our national security. i am pleased that we appear to have turned the tide and properly -- and are properly resourcing the requirements of our armed services and i am pleased that we are authorizing the funding to match our strategy and providing what our combatant commanders need to win any future conflicts. i am pleased that we have acknowledged the importance of our service members and the hardships that they endure so that we can enjoy our free and democratic

i'm offering amendment to h.r. 3219 to reduce the appropriations to the congressional budget office by 50.4%. we agree the c.b.o. determines the budget and economic impacts of proposed legislation which are critical to our every day decisions. oftentimes they are late and unform too often, they are woefully incorrect. i don't mean to impugn the people at the c.b.o., something is amiss. if we accept it, how are we going to get our policy right? it is consistently incorrect and has detrimental implications. this amendment reduces the c.b.o. appropriations by 50.4%, which happens to be the exact same percentage that the c.b.o. was off when it predicted the enrollment numbers for the affordable care act exchanges in 2016. in 2010, the c.b.o. projected that 21 million people would enroll in the exchange plans by 2016. the actual enrollment was about 10.4 million people. that's an error of 50.4%. maybe the c.b.o.'s projections would have improved as the a.c.a. continued to take shape after 2010 and that seems reasonable. that's not correct. that's wrong. it didn't improve. two years later, -

h.r., payroll duties. this is last on my list. -lemonis: yeah. -sandy: yeah.ve never seen a candy store or any retail business that has its h.r. director running the merchandise. i guess i shouldn't be that surprised. if they don't see the importance of having their ice cream be special, why would the candy be any different? it's a nice attempt at a theme, but i'm not really sure that the theme's clear to me. when you walk in the front door, it looks like they went to the local convenience store and just said, "give me some lollipops and some sweet tarts." it's not nostalgic. there's nothing really curated. and what's this -- all this bacon? why do you have bacon cotton candy? sandy: people like bacon right now. same thing with the bacon soda. lemonis: i mean, i know the craze with bacon, but how does it connect to farrell's? shauna: it doesn't. there is no bacon connection. -lemonis: yeah. -shauna: and i think that there are a lot of things that could probably go away. sandy: well, i love the product. shauna: the barrels used to be filled with old-time candy,
