we're here in east hampton on long island in new york. a tropical storm is going to be much more of a new england story than a new york story. this is not a repeat of super storm sandy, thank god. that was a hurricane that hit new jersey, bounced into new york. it was a tremendous storm. it brought many feet of storm surge and it lasted a long time. we may see flooding. right now it's about 100,000 people without power in the entire region, just a couple thousand in new york. we'll see if that sustains that way. most of those who have lost power are in rhode island and in connecticut. part of the unknown story -- we lad the governor of rhode island on not long ago. block island is a part of rhode island. it's right off the tip of the southern fork of long island, but it's rhode island, part of that state. it's 10, 12 nautical miles off montauk, the eastern most point of the south fork of long island. they got hit pretty solidly by this storm. very small population, 1,000, 2,000 people in season. we'll see what stories come out of there. n

host: let's talk to chris calling from hampton, arkansas on the republican line. chris, good morning. caller: good morning. i've only got a comment. sounds like gerrymandering is not a good thing, but i wonder as a private citizen, am i being gerrymandered over here in hampton? i don't understand. it's not a great city or big community, but i wonder if redistricting -- i wonder if it has an effect on me. host: that's a good question. how does someone find out if they are in a gerrymandering district or not? guest: so there are maps of this, if you google it, you can find maps that show what the likelihood of a gerrymander is across the country. it is hard to understand. there has been attempts to create an app where you would put in your zip code and find out where you stand, but i think this really addresses one of the issues with the current system, that it is not transparent. so there is no way to find out why a district was drawn the way it was, because there's a lot of factors that can go into how i district is drawn. it is not just population. you also have

dionne hampton has been looking into the situation in louisville and joins us now.hat is going on here? why are homicides up and why aren't more cases being solved? >> well, first, thanks so much for having me on. yeah, louisville seems to be a city under siege and for people within, and so there are a lot of reasons this is going on. one, the police department is to -- the police department is short 240 police officers. the officers who are there, well they are over worked with homicide cases. as soon as they start to investigate one case, two weeks later they get another case. we also have the fact that a lot of officers really don't want to be there because they just fear that the public doesn't have their back, that the local government doesn't have their back and if they draw their weapon, if there's somebody that sees them and pulls out their cell phone camera and videos what is going on, whatever happens in that scenario, the odds won't be in the officer's favor. eyewitnesses are not coming forward because they are afraid of retaliation and so they are not ca

nbc news reporter dion hampton taking a deep dive into these startling statistics and joins us with ato all of this. what is happening louisville? >> louisville is a city that is under siege, quite frankly. they have a homicide problem. like you mentioned there were 125 homicides as of august 15th, and this is a city that didn't just break its homicide record last year, but completely blew past it and there's several reasons for all of these homicides. i mean, so for one thing the police department is short 240 officers. i'll give them that, but the officers that are working there they're just not -- they're kind of afraid to engage. they're afraid of public scrutiny. they believe that the local government there doesn't have their backs. and so they just aren't doing a good job of policing, per se. there was also a report that was commissioned by the city and county officials, and they believe that the police officers and that the department overall has low morale. and a lot of times i talked to my experts, when you have low morale, that means that people aren't necessarily going abov
