we are joined by senator tom harkin. two reporters are here to help us. if i could just begin with a first question. you've unveiled a new education bill. it would reform the no child left behind requirement that all students be proficient in math and reading by 2014. what does your bill require instead? >> the most important thing about the bill is it gets rid of no child left behind. it casts read of that ayp that has not worked. it has not worked and it has been a terrible burden on schools. it replaces it with a focus on the lowest performing schools. in the past, the federal government tried to do everything. cover all the schools. we do not have the resources to do that and it did not work very well. we have made the federal footprint smaller, but more powerful. we will focus on the bottom 5%, the lowest performing schools. and the bottom 5% of the highest achievement gap schools in the country. that is where we are going to focus our federal intervention. then we say to the states, ok, we will partner with you. you know how the other 95%. here are

your thoughts about what senator harkin said about ownership?f there aren't enough people involved in this process, they feel no ownership. guest: he seems to be suggesting that has been out -- an idea that has been out there. maybe the joint committee will not itself come up with the actual $1.20 trillion. they might take the approach that the joint committee could recommend, could mandate, that the amounts of money for the committees to put together legislation, to send their proposals to the house and senate sometime later. beyond the deadline of the committee. i think this would only work if there were real specific ideas coming out of the joint committee on how to reach $1.20 trillion in cuts. not only specific ideas, but deadlines. that would raise the same old problem dad's days -- the same old problem that these are the committees that have not produced the spending cuts or the deficit reduction. i think this would only work if there was real deadline and drove proposals. -- and proposals. this may have been a second idea. in the law tha

senator harkin?>> i think i would be the wrong one to tell you why the update is not in this current reauthorization of elementary and secondary education. >> i would assume that we must update every 10 years. spent the last time was in 2001. we haven't had this reauthorization since 2001. why is it not in the base bill? >> i'm sorry, that's my question. since it was done in 2001 and we have the nuisances and all, where speed is i someone would try to change it on the floor and i believe that's the proper place, not the base bill. >> the reason, mr. chairman, the reason i offered the amendment in committee is that i believe it's the committee's responsibility to present a product to the floor that reflects what the committee understands equity to be. i don't believe that it's the committee's role to send a bill that is not equitable to the floor and say, try to change it here. and again, when the formula that is going into the reauthorization as 85% of the funds being distributed based upon 2001 numb

and also, there is no -- originally senator harkin wanted some kind of teacher's evaluation measurede. he wanted to be able to tell good teachers from bad teachers and require the states to somehow measure their achievement. that's been wiped out of there as well. and only 5% of the country's worst performing schools will face some kind of a federal oversight. they did leave 5%, the lowest of the low. they are also called a dropout factories. those 5% would still be subject to some kind of federal oversight but for the majority of schools 95% of the first government basically our hands off. >> the obama administration had already moved ahead on some policy changes, and congress didn't act and there was all this pressure building up from the state's saying we can't work with this. it is unworkable. help us. so obama directed the psychiatry of education arne duncan to issue waivers to states to relieve them from some of the burden of the law. and i think to date we have got 49 states in part rico and the district of columbia has indicated that they want weavers. they want out. so, the

senator harkin promoting a version.st: there are a lot of things that are wrong with the current no child left behind. anyone that you talk to will tell you if it is broken. one of the reasons it is broken is because the accountability system does not work. if you see the 82% of schools that secretary bentsen has said under nclb, the behin needs to be a better system. the harkin bill -- and this work has to be done through congress. we understand why the president wanted a waiver process, but it needs to be done through congress. we agree with "the washington post" that there should be more attention paid to accountability. the accountability system -- what they are saying, it should not simply be focused on the lowest 5% or 10% of schools. they need to be accountability for all. however, we have problems with the harkin bill. the point is, they actually came up with a bill, have done something to get the ball moving, and you have to give them credit for that. what they are trying to do is look at the problem from the p

polls, the new hampshire primary, was bill clinton, paul tsongas and far behind were people like tom harkinokerrey. and where are they now? the point is is that this is very early in the process. if you had ten republicans in a room, two of them like mitt romney and probably the rest were split among the other candidates, maybe rick perry and herman cain share a couple voters. this is very early in the process. romney clearly had the most to gain because let's face it, he was the governor of a blue state. and he had a lot of what you would call liberal opinions. so chances are it was mitt romney had the most to gain, but we'll see as we move forward in this whole process who exactly is to gain because mitt didn't gain a whole lot when rick perry started faltering in those latest polls, carol. >> no. the person who gained was herman cain. it's amazing. of course, many analysts say that doesn't really mean anything. it's sort of just a placeholder, but it is intriguing his numbers have risen so dramatically. >> no, i think you're right. >> how important will a christie endorsement be, do you

unless there is a candidate in the race a la harkin in 1992, or whenever the race was, whoever wins in whole bevy of media and to get to win in iowa you have to drag people out of their houses for four hours in the dead of night. it's freezing. the last time i was there there was an ice storm. you can't do that without an organization. that's why ed was right about michele in iowa. and that's why they're pulling together former romney people and former paulenty people and even those that would run the krift christie campaign. he has an equally strong team. it's a completely different race. ed rollins and i are saying the same thing. it's a two-man race and the field for the second main is advantaged on the ground of perry's race. >> dana, last, someone newer to the process than mary and ed. are you sure they're right about herman cain? he's not raising enough money and he's not not raised enough infrastructure. acres summe they're right, but are you sure? >> well, i kind of agree with them because he doesn't have the fund-raising apparatus in place to really go for the long haul and to

and the harkin-enzi draft moves us in that direction in some important ways. it sets a more realistic goal. it requires states to have high standards. it eliminates 95,000 public schools from the business of washington deciding whether schools are succeeding or failing. it helps states fix the bottom 5%. it encourages, as i've mentioned earlier, teacher-principal evaluations related to student achievement. that's an important step forward. it continues the reporting requirements of no child left behind which have been a valuable addition to what's been going on. it creates secretary's report card, not a requirement but a report card. it beefs up the teacher irn sentive fund which has been useful in encouraging teacher evaluations and it authorizes race to the top. that has a number of provisions in it that i would like to get out of it which in effect create more of a national school board but i am going to keep trying to remove those provisions and get it closer to the legislation senator isakson and i and burr introduced a few weeks ago. i think i have a cha

i know senator harkin has been trying for many years to change the situation.e has been unable to because it is inconvenient for both parties. i hope c-span could do a program about this. i really think our nation is in danger because we are coming up with some-optimal solutions, asked thomas friedman says. guest: i agree with you. there are some changes that should be made to the filibuster rule. i do believe there is a reasonable amount of time that people ought to have debate in the senate, but once that time has elapsed -- and that was part of the harkin proposal -- you need to have a majority vote to get things through the united states senate. he elections matter, elections cow when you have a majority. we ought to change the rules so that the majority can work its will. host: congressman schakowsky represents illinois. alfred. are you there? go-ahead with your question for the congressman. caller: thank you. good morning. i just want to ask you -- first of all, the philosophy of people like yourself and the president, has failed. why is it that you conti

so that's the first thing the harkin-enzi draft includes about teacher evaluation. in tennessee, for example, that would mean that there would be about $41 million this year that could be spent for that purpose. there are about 63,000 teachers in tennessee, so that's about $660 per teacher, per year of federal funds that could be used to design and implement a principal-teacher evaluation system related to student achievement, and this is the first time that's been specifically allowed. secondly, there is something in the draft legislation called the teacher incentive fund. many school superintendents like the distinguished senator from colorado know that fund very well. we know it in tennessee because of the work in memphis. basically, it's a grant that was included as a result of language in no child left behind. secretary spellings then beefed up the program, got the money appropriated, and it recognizes the difficulty of figuring out how to reward and evaluate teachers in a fair way, especially if you're going to base compensation on that, and it says okay, if y

the comparable section of the harkin-enzi draft are 517 pages. i would urge that we follow congressman miller's advice in the final result and be much more succinct than that. so, mr. president, despite these concerns, i will vote on wednesday or thursday -- whenever we finish -- in favor of bringing this base bill out of the "help" committee and onto the senate floor where we can have full amendments. i'm going to do my best to improve it in committee and on the senate floor to make it more like the legislation we introduced a month ago. i am going to continue to do that in the conference that we have with the house of representatives. i think it's time that we recognize that the american people expect us to step up to major issues, put our best ideas together, and come up with a result. we're part-way there. this is a good place to stamplet i thank senator harkin and senator enzi for the work they've done as well as representative klein and representative miller, and i thank the president and secretary duncan for their attitude. i look forward
