harrington, do you want to add anything? >> i knothink the good news is t we surveyed people two years ago before we knew much about it. we've been anxious to see what people think about it. we're far enough in the design to come up with more detail and get more information. the great news is that there is a good number of people who really want to have a green product. what is really nice for marketing it is that the difference between 40% rps and 100% of everything was really very close. saying you can be worn under% renewable and greenhouse gas three is a much easier thing to market. it is much more straightforward. it is something people are willing to buy into as a simple thing. that is a great piece of news. the other thing to keep in mind is that we were asking people what they would prefer to do if given a piece of paper with three boxes on it. people would opt in unless they make a decision. -- people would be adoptopted in unless they make a decision. there were be a certain amount of inertia involved. >-- there wo

[applause] >> my name is john risso, president of the board of trustees at city college. i'm here on behalf of the board of trustees. city college is the largest educational institution in city and county of san francisco sa. it's one of the largest employers. we have almost 3000 employees. we have 100,000 students. 70,000 of them are san francisco resident. city college has suffered through several years of cutbacks from the state. this year, we are facing our most dramatic cutback effort. we have our own budget committee meeting tonight and i'm very much not looking forward to it. we have eliminated hundreds of classes already and we're looking at eliminating any more. our students are -- more than half of the students are on financial aid. our students are students who can only succeed at city college. they go on to four-year colleges. they go on to get a graduate degrees. we

harrington, do you know how many solar panels have been installed as a part of the go solar program? >> i do not know the number of panels. there have been approximately 1300 installations. i could make a guess of what the average size would be. supervisor chiu: i know you had an op-ed yesterday where you talked about how energy efficient programs are much more efficient than the go solar program. can you explain that concept a little bit? >> sure. if we spend money to go to the police department or the fi re station and we change out their lighting, it means we will produce less power. we can sell the power and have of that money to programs we want to do. if you're looking of the need for a new heating and ventilation and air-conditioning system in your library, and we can provide the money to do that, you end up saving taxpayer money that would go to the library, and you have a more efficient way of providing for heating ventilation at the library. if you're looking at the general goods for greenhouse gas emissions in san francisco, if you took the go solar money and you gave ever

harrington this morning at this meeting. my understanding is that we have reached agreement and we have made three changes. let me review the changes for you. on page 9 of our report, we have a recommendation for air travel -- a reduction of $3,500. we are revising that to increase to 45 under dollars, a $1,000 increase for what we had both in fiscal year 2011-2012 and 2012- 12013. we are withdrawing two recommendations. training of $9,000 in fiscal year 11-12 and training of $15,000 in 12-13. we are withdrawing our recommendation on membership fees at $10,000 and that is for both fiscal year 2011-2012 and 2012-12013. on page 11, we are significantly reducing our recommendation with respect to power for resale. supervisors, this is based on documentation which he provided us this morning, which had not previously been provided. where we have a recommendation of $500,000 for power or resell and reduction, we are reducing that, in total, to $250,000. we are reducing our recommended reduction. that is true in both 2011-2012 and

board of supervisors president david chiu, as well as public utility commission general manager ed harrington. they will all join us for this event. we are also by this announcement inviting you to join us on the 27th for the reopening. earlier, supervisor brinkman mentioned the an exexpress is up and running. we launched on june 13 to relieve overcrowding on the light rail line. this has been in operation a little over a week and we are pleased to report the ridership is growing daily and feedback from our customers is positive and constructive. this service has been a model for what we are considering a proactive line management program and we have achieved record-setting on time performance with the service. also notable with this pilot that the vehicles have special paint schemes and new signage to make the route very simple and recognizable for customers. that seems to have contributed to the growth in rydership. the success has directly translated into reduced crowding and more comfortable conditions on our rail line, and it's helped us with those heavy stops such as carlin cove, and we

ed harrington, general manager from the public utility commission. >> thank you, supervisor. this is a question why don't we turn off lights at nighttime, more energy efficient in our buildings? we are spending money every single year in san francisco. we've been going through all of the major buildings in the city. we have most of the lights where if no one's in the room more than a half hour, lights turn off by themselves. water efficiency measures. put about $5 million a year into reducing the electricity of water in the city buildings. it's just faking us a while to get through them all. building by building, we are going to make those buildings more sfoisht we don't just waste power and water. >> thank you. did you want to address a mental health issue? >> a couple things. compleerly i think it stopped being a state issue when ronald reagan closed state hospitals a long time ago. it's never been a medical issue in terms of mental health. clearly it is a city issue and the city of san francisco spends more money on mental health and substance abuse than any other county i

as general manager harrington said, it is a clear opportunity for product message and differentiation from the offerings that pg&e had. it positions our clean power sf program to be the greenhouse gas 3 leader in california and nationwide. our program would be the largest community choice abrogation program. it would be the only 100% renewable, greenhouse gas free offering. our city goal is to serve all sentences since -- of san franciscans. we recommend we serve those with often out notices in a geographically-focused way, starting with residential customers, who are the most likely to be in the program. we will allow any customer to opt into the program early, including commercial and industrial customers. is important to knowledge that there is an appetite among some smaller commercial and industrial customers to differentiate themselves by having the ability to say we are a sustainable business and 100% renewable energy would be very appealing to those customers. we want to make sure we have a program that allows them to opt in from day one. that also has a business benefit to us.

[applause] >> good afternoon. thanks so much for joining us. we are excited to could be here today. the assessor recorder cost of this is excited to announce it again that we have come to the rescue of the city budget. over the years, we have been able to continue to bring in more money than expected. this year was no exception. even given the huge hurricane of appeals, we are able to brin

i think general manager harrington -- i think we have somebody we can work with to make sure we do everything that we can do. i'm here to advocate that we increase funding for this program and i hope we can work together to do that. after supervisor mirkarimi added a low-income incentive fees, an amazing little peace to add to this, as well as a work force component. as a result, we have seen the jobs created among economically disadvantaged communities. the job numbers have created a little confusion and questions that need to be resolved going forward. it allowed miss jackson to become ambassador jackson when she went solar on may 21, 2009. i remember it like it was go solar. -- we have 24 to 25 football fields worth of panels to superchu's question of how many panels, -- supervisor chu's question of how many panels. 85% of which happened when we started this program. it's also a jobs program. in an industry that we now see the chance of becoming a unionized work force. at this moment we are starting this question of being a unionized work force which can't be under estimated. it's clearly

the general manager harrington described it right on point as, i think, from a p.u.c. standpoint the intent and desire is there to really partner with the community and partner with the southeast community, southeast community facility commission, on ensuring that the building lives up to the potential that was described in the mitigation and other documents, landing documents. -- planning documents. as we have gotten feedback we have thought through different criteria as it relates to this facility and things that would help us become more consistent with what was promised in the mitigation agreement. so, one criteria is having the center go back to be focused on programs that foster jobs, education, healthy, safety, welfare and honing in on those pieces. the other pieces are what you observe in the piece. everybody is saying they want the space to be vibrant and be a community space and be dynamic. it needs to have high foot traffic so you can come here and be here for hours and won't run into anything so we have to think through the programming that we will propose
