haynes alerted her mail carrier so the u.s.ranged a sting to see who was behind this setting up 24-hour surveillance cameras outside the home. those cameras caught bond in the act. bond's lawyer told me his client made one fatal mistake, in audition to using the chemicals, she stole mail from her friend's mailbox. that mail theft changed the course of this investigation bumping it up from a state level to the federal level. and then this bombshell, federal prosecutors accuse d carol bond of violating the 1993 chemical weapons treaty n. 2007 they charged her with two counts of violating an obscure federal statute passed. put simply, she was charged with unleashing a chemical weapon. she admitted trying to harm her friend and was sentenced to six years in prison for breaking international law. her lawyers appealed all the way up to the u.s. supreme court. >> is that something that really violated an international treaty that really implicated international law? we would respectively suggest that is not the case. there were no pro

joining me now is the host of "all in," chris haynes. what do you make of this?for a reason. >> this is one step in what has been a very long process, and the process has been long because of this incredible movement that's grown up in opposition. this was just supposed to be essentially a done deal from the beginning. so every time the process moving forward what happens is this -- a bunch of cynics -- i don't know mean that in a bad way. i understand why people feel that way. there's a lot of money behind it. bipartisan pressure. there's a huge international component to this, which is that it is the top priority with the canadian government and the united states with our relations. the opposition has already achieved way more than anyone thought three years ago. the fact that this is a political issue, the fact that it hasn't been approved yet. so what i would say to those s despairing out there, i myself had been a cynic and have been proven wrong so far. >> read the landscape, if you will, if you're the president. here he has given the state of the union. he
