today, you are opening a special enrollment period on healthcare.gov so folks can sign up for health insurance. how do these moves, mr. richmond, change or help our fight against the pandemic? >> we have a coordinate and purposeful action to make sure that we hit underserved communities and americans. a lot of those are communities of color. you see the covid-19 equity task force to make sure we get vaccines in every community. make sure that we have testing in every community. make sure that we get economic impact payments to every community. 8 million people last round didn't receive economic impact payments. most of those people were low income. even if you look at the earned income tax credit that benefits lower income americans that are working. so 20% of those people didn't receive that tax credit because of whether it's red tape, whether it's tax filing issues. we want to make sure that as a government, we look at every aspect that disproportionally impacts lower income or black or brown americans and deal with it and make sure we are intentional and purposeful about it. >> i
