ktvu's jade hernandez is live in saratoga with details. good morning, jade. >> reporter: good morning. we've been monitoring trouble spots here in the bay area. we're about ten minutes away from highway 9 where a downed power line is causing some problems. we're going to get to that in a second. initially we drove to woodside this morning and this is what we found. public works crews trying to clear the roadway. take a good look at this tree. it covers the entire roadway. crews must clear the tree just to get to others behind it. what initially was a mild drizzle turn into a harder rain. the public works supervisor we spoke to says the trouble here was reported around 2:30 this morning. the trees aren't effecting power lines but the work can be dangerous for workers. he expected the road to be cleared by 8:00 this morning. >> we have some safety monitors. branches you don't know what to do so we have to do it. that's what takes long. >> reporter: from woodside we drove to saratoga about 30 minutes south. there the california highway patrol

jade hernandez has been f ollowing today's developments and joins us live from martinez. jade? >> reporter: good afternoon, heather. i can tell you right now, court has been adjourned for now. the contra costa county judge will decide which of the seven defendants will go on to trial and on what charges and which ones will stand trial for the gang raping of a 16-year-old richmond high school student. no cameras were allowed in the courtroom today. contra costa county judge gregory kaskie is expected to decide which defendants will go on trial and on which charges. he had two reservations going into this, first, was there enough to bring cody ray smith to trial. the judge told smith's attorney today that he did not think the 16-year-old enticed the victim over to attack her. the judge says it appears smith walked the girl over to the picnic table where she was allegedly gang raped in richmond to drink alcohol. there's only one witness p ointing to smith. today we'll find out if that's enough to send smith to trial. he will also decide about elvis. his testimony has been confusin

ktvu jade hernandez son our storm watch. jade is joining us live. she's in hayward right now. what is it like out there? >> reporter: we're live at the san mateo bridge toll plaza. at no point from our drive to oakland the rain was coming down hard but the rains are definitely wet. we can show you up close san francisco on the san mateo bridge this morning traffic is steady right now. but computers should keep in mind to head out the door sooner to give enough time for slow traffic and possible accidents which might pop up. the weather has caused slow to windy conditions on the bay area bridges. blustery winds slowed down drivers a few hours ago on the bay bridge. the weather has created problems all over the bay area. there was minor flooding yesterday near the northbound lanes at 880 and the california she patrol monitored traffic. crews were not sure when power would be back on in santa rosa. more than 1,000 customers lost power in downtown santa rosa. overall pg&e told us up to 10,000 bay area customers lost power because of weather related outages of all of those customer

jade hernandez just spoke with caltrans. >> reporter: caltrans has a plan in place to alert drivers about what this means for commuters at the first of the year. the new east span of the bay bridge is expected to open four to six months early. initially they thought it would be finished 2010. now it's 2013. steel deliveries have arrived on time from china or ahead of schedule and the single tower to support the suspension span will be up. if all goes as scheduled, the steel should go up before christmas. so what caltrans engineers have done is found a way to open the entire bridge in east and westbound directions at the same time. in order to do that, caltrans has had to orchestrate a complicated series of maneuvers and traffic changes. >> basically, what we're doing, we're moving all of the approach traffic on the oakland drive to the south so we can accommodate construction work to ali us to open up the bridge at one time. >> reporter: cost of the changes is unknown but should not use more than the contingency plan. and i asked bart ney, the s pokesman, why the aim to open the bridge ea
