he was taken to highland hospital in oakland. after he was found down in the street. crime section is on the way here to come and take over what's now a homicide investigation. this is at 40th in west oakland above market. investigators say that there were so few people out at the time of the shooting, more than an hour ago, that they just don't have a lot to go on in terms of evidence. so it is -- unclear that they say if the shooter was on foot or in a car. that this comes after a triple shooting just last night. and oakland's police chief telling public safety committee that despite various crime prevention strategies, robberies, homicides, and burglaries are up. about 21% this year. and he's looking at a number of ways to try to bolster the department including getting outside help. they are down about 150 officers from just two years ago. 911 response time now about 17 minutes. they are saying it is about 10 minutes longer than other cities this side. but now what you want to do is avoid the area. they are telling me that the eastbound direction of 40th will be c
