i have been a resident of non- hill -- nob hill since 1972. i have lived within a block of the vermont for the last 20 years. we can all agree that the knob hill hotels have experienced that loud sucking sound as guests have increasingly elected to say in south of market hotels. the proposed project addresses these economic realities and helps keep the fairmont and other hotels on nob hill bible. other hotels win with less competition as the fairmont reduces the number of rooms. residents benefit and wind up with more good restaurants to go to. let us be honest. the current fairmont power will never win any architectural beauty awards. in my opinion, this is a very desirable project for nob hill and send francisco. i encourage the approval of the project while using this process to mitigate to the degree possible the issues being raised. thank you. president miguel: thank you. >> good afternoon. my name is callahan frisco. i am here speaking in support of the fairmont project. i was raised across the street at 1000 mason, which with family own

all of the neighborhood associations on russian hill -- the russian hill neighbors, russian hill community association, and others are concerned about this controversial change in use and the effect is going to have on the neighborhood. we submitted, because were actively involved and wanted to be actively involved in the ceazqqa process a 50-page response. we would go to the planning department every week and look at the files. before findings were issued, a section 312 notice was posted on the facility, dated september 22. that states if no request for discretionary review is filed this project will be approved by the planning department at the expiration date. the expiration date is october 22. our city and state environmental laws require that the information that is gathered during the environmental review be made available to the public prior to the declaration that a building is ready to review. this way, the public can comment on the accuracy and completeness and take into consideration. this is an awkward situation that is not contrary to law. we do not have any findings in hand.

i live nearby on knobb hill. both of the groups that i am a member of have been working really hard to make the sidewalks of san francisco more pedestrian friendly. one of the ways to do that is to put more eyes on the street, more pedestrians. and one of the tips and tricks of doing that is to ensure that identical businesses are at least two blocks apart. if you look at the saturation of liquor stores, nobody has to walk even one block to get their liquor. so for that reason i would like to oppose the addition of another liquor store at that location. the bargain bank was mentioned. when it started out, it was a good addition for-to-the neighborhood, but it gradually added more and more and more liquor and all of a sudden, it was a liquor store. i don't remember there being any notice given to the neighborhood that the bank was going to turn into a liquor store. so we would have opposed the bargain bank, but we didn't know it was going to turn into a liquor store. thank you. president miguel: thank you. >> good

highway 101 in morgan hill just re-opened after being closed for 12 hours. elizabeth wenger is in the traffic center to update us on all of this. good morning, elizabeth. >> good morning. yeah, we have a lot of traffic news this morning. yeah, as you said, 101 and morgan hill re-opened about an hour ago but check out this scene. traffic slowed to a crawl last night. this is what happens when a tanker carrying 43,000 pounds of liquid wax crashes. two southbound lanes of 101 in morgan hill were shut down for more than 12 hours. the evening commute backed up well into san jose. we don't know what caused the crash. let's go out live right now. we can show you how well traffic is moving now. in fact, it's very light through that stretch. everything is now back open as of 4:00 a.m. headlights are southbound traffic. this is right there by the coyote creek exit. on the san mateo bridge, let's show you a live look at this.

we are watching the red flag fire warning for the oakland hills and north bay hills as well because thingsre getting a bit dry. even if you don't live around this area but drive through this area, you can see that a lot of the hillsides are really dry and brown and that's because of the offshore winds that have been coming from the inland areas and sweeping across, drying things out that have already been dried through the summer. what you can tell from the foliage behind me is a lot of folks heed the warning to plant vegetation that is fire resistant. you can also see there is a bit of a breeze. that's not going to go away until friday, but the red flag warning does expire at daylight today, so we are watching that red flag warning but we know the fire danger will continue. the fear is that something like the fire that happened in san jose last week could happen here where a car stalled, started a fire and the fire ran up the hillside and ended up nearly destroying a radio tower for a local radio station. in 1991 the oakland hills firestorm, there was a $1.5 billion fire that cost 25 peop
