here's some of the brush out here in the berkeley hills. these dry conditions coupled with this low moisture. fire crews tell us they have to be prepared for anything at this point. winds were so strong in berkeley monday evening that they toppled over this tree on benita way. at high elevations like this gusts to reach 40 miles per hour. so these conditions mean big changes for how firefighters have to do their jobs. they have to wear their lightweight fire gear and their regular gear. they have to have both of that on hand. >> the low fuel moisture, the low atmospheric moisture, and high winds, if somebody caught on fire up there it could spread rapidly involving many residences and buildings and be a much greater hazard to life and property than a fire under normal conditions for this time of year. >> reporter: so that's right. the fire chief says it's these conditions this time of year in the middle of winter which is so rare. typically, the fire hazard season is june through november. and then we get the rain in the winter but fire cre
