this is the eastern portion of hillsborough county. this is an area that is not used to seeing flash flooding like this, not at all. this is inland. so what's happening is that people are waking up this morning blindsided surprise to find themselves suddenly trapped like we saw at a holiday and not too far from here. i mean, look at look at this, look how high the floodwaters are and how it's raging in some areas here by i think this is a creek right here. so the holiday inn, we were just there where an amphibious vehicle from hts. so the hillsborough county sheriff's office just picked up to customers there who were trapped, had some mobility issues they couldn't get out because the entire parking lot, the hotel was surrounded by these floodwaters. cars were under the floodwaters. so they put them in that vehicle and got them out into dry land into safety hcl. so is now going through so many of these calls trying to see who is in need of help and ordering them by priority. we know that in the northern part of the county, there is an a

you can see parts of hillsborough county included within this this is all because the exact path of the storm brought the heaviest access of the rain, right here. you can and see it basically from tampa bay slicing through the central peninsula into the orlando region before exiting off the east coast. this is an area that we've seen over ten inches of rain. this is a radar estimate, but you can see the totals i just showed you a moment ago have easily top almost a foot and a half of rain and it's still raining in many locations. so the a.i. now, pulling off the east coast of florida as anticipated. so they're getting this onshore components along the atlantic seaboard of florida. you can see daytona beach gusting to 83 miles per hour it's tropical storm force though in terms of the sustained winds at 62 miles per hour the current national hurricane center update has us as a category one. so still a powerful storm, but its way to exit very quickly this morning and we're going to be left with the cleanup efforts. and also the flash flood that will be ongoing as so many inches of rain hav

i know within the hillsborough county, we have people ready, getting out and do damage assessments across the community. we have almost 600,000 people without power just in our county. i believe the number was 2.93 million across the state. this is incredibly complex storm because of how wide it hit and how many people involved in it. the governor is incredible what he does. there is no equal for what they are doing in response to the hurricane. >> carley: senator, we mentioned earlier but what about tropicana field and the bends with think the roof off? maybe so more important because it was turned into a base camp for 10,000 emergency workers. so what about that? >> thank goodness they removed a lot of stuff and signs. but the magnitude of this storm and the violence with which it hits. it is something that definitely people should remember. as floridians we see a lot of hurricanes and beat complacency and say hey, one more storm up broadside hit of the storm this magnitude is a game changer. i know personally my family and i were out yesterday and we were trying to push people to leave

let's take a look as first responders took on the alafia river in hillsborough county on friday to rescue those stranded after hurricane milton ripped through the state. other neighborhoods are also watching for potential flooding. this drone video shows flooded homes and streets near another river in pasco county were with cnn meteorologist elisa raffa. elisa talk to us about the dangers of river flooding, especially after a powerful earth hurricane kane rather like this. yeah. >> i mean, ten to 20 inches of rain is going to take time to go somewhere through the watershed. so the river problems will continue going into even next week because the rivers are going to be slow to drain and will continue to rise. i mean, this is all river flooding, not storm surge because we got just such torrentially heavy rain and we got this heavy rain on the northern side of milton's track because they got squeezed in with a front from the north. i mean, look at these ten to 20 inch totals from tampa stretching up towards orlando and even towards the east coast of florida. so the rivers continue to be mod

probably going to be maybe midday before they open those backups to be able to make our way from hillsborough county, which is tampa, to get in back in here to pinellas county and st. petersburg, you had to go through just a lot of deep water because of the flash flooding and that was a really big impact. actor. you could see that some neighborhoods, some homes, are being impacted by that as well. so while the tampa bay area didn't necessarily see that, just historic storm surge, we were all really, really terrified of we did see some pretty insane flash flooding that occurred here in st. petersburg and tampa, i know is you i think we have some pictures. some of what you saw including cars just in the middle of the road, possibly abandoned, tough to know. obviously, what happened in those moments reassure some of your video now give us a sense of the other damage that you saw as you were making your way there because we've heard about of course, the flash flooding, the wins what could you see on that drive? >> i think we've documented basically every single impact you can imagine from hurricane milt

there went into effect and began in earnest yesterday over in sarasota county, manatee county hillsborough county and pinellas county, the folks there began moving inland yesterday. traffic cameras really showed just the number of folks that were taking to the roads trying to get to northern florida central florida folks are trying to get over across to the east coast and south florida in fact, on our drive in from miami here to fort myers the traffic really did not let up across alligator alley, which connects both coasts of the of the state of florida. and so the line of cars really was from naples florida, on the west coast all the way into broward county on the east coast of florida. one of the biggest concerns going into this storm is the debris that was left over by hurricane helene which hit about just two weeks ago. we were in the tampa area just last week doing a story on some of the damage there. and emergency officials really have been concerned about the fact that in pinellas county and in hillsborough county, there just has not been enough time to get all of that debris out. and of c

so as far first fire rescue is concerned, and hillsborough county in general we are prepared. we have all our equipment or personnel staged and now it's just a waiting game minutes ago, we just learned that some 10,000 people are sheltering in hillsborough county. >> is the window closing for people to safely evacuate ahead of the storm? >> absolutely. the recommendation was given that they should be in a safe place and shelter at 8:00 a.m. today however, there is still a window for you to find where you're going to ride this storm out we have evacuation zones that are going to be severely impacted and. be for locally and we are letting everyone know it is time to get out there. we will not be able to respond once hurricane winds are sustained at 40 miles an hour so you will ride this storm out on your own until it is safe for us to respond. so there's still time for you to find where you're going to ride this we have 12 shelters available for those that have nowhere to go. five of which are pet friendly. we have three special needs shelters. so we are doing our very best to p

hillsborough county sheriff chad chronister sheriff. thank you so much for being with us this morning. you heard that resident there saying he plans to ride out the storm. what's your message? this morning to those who plan to do something similar? >> this is the 11th hour. if you're an evacuation zone, the time to get out is now. here's my biggest fear when those winds becomes sustained more than 40 miles per hour and it's too safe to go out to those emergency calls for help that individual. i wonder how he's going to feel if he needs help. and helps not coming so, sir, what risk will your officers, your team be at if people stay there and are asking you and your teams to come out and help them? already feeling the effects from the storm. we are already saw some flooding out here early this morning. that's only going to get worse as this storm wobbles. we don't know what type of storm surge. and if we don't get the storm surge that was expected, we're still going to get flash flooding. we're going to get a lot of wind. and that means a

i spoke to the sheriff in hillsborough county. he said by lunchtime, you need to be where you're going to be yeah. >> i mean, that's really are kind of our comment right now. is there is still time that when placement is anywhere from about 2:00 p.m. to 4:00 p.m. when we get those chopper storm-force winds. so we want people in a shelter in there, standby area no later than one could just make sure you're safe. be safe than sorry, because those winds can shift anytime in. additionally, those feeder bands, they have the capacity of tornadic activity. they can have gusts in them that are very dangerous as well. so now is the time to finalize and get everything done and just go ahead and make your final decision. get yourself to say place hunker down and ride out this system. we will come out of it as long as you take the right precautions. >> one thing i saw we saw on gasbuddy that nearly one in four gas stations in the state are out of fuel. that's 1,700 gas stations, what does that mean for you guys so we are working very closely

. >> what hillsborough county sheriff's office is doing right now and take a look right here. they have gotten hundred and 35 residents out of an assisted living facility and they are here right now in their wheelchairs using walkers. many of them barefooted. that's how quickly they had to get out. cold what waiting to be loaded up onto a hillsborough county school bus and then taken over to the yingling center. that is uss basketball court where i'm told by hcs, so it has suddenly become a shelter for these residents. we have seen hts, so deputies and fire rescue right now giving them blankets, given them snacks, juice, trying to help them out. many of them going through very, very traumatic situation. i want to introduce to you two ladies here. who told me they'd be willing to talk us through what happened, what they experienced. this is theresa, she's a resident and this is kayla who actually works at that assisted living facility to reset. can you bring me back to what happened when the floodwaters rushed him? >> well, i was done dead obviously in and i didn't realize it w

the hillsborough county fire rescue. you are in the tampa area. give us your initial assessment with daylight now today. >> good morning, thank you for having me. initial assessment, we are suffering from trees being down, power lines down, flooding in the western portion of our county. overall, though, i believe we're very happy that the fact that our citizens are doing well and this thing could have been much worse for our area. >> bill: have you gotten any reports from the barrier islands along the gulf of mexico? >> currently we haven't received any reports on the barrier islands. we've been very focused on our community making sure we responded to them. during the time of the hurricane we had over 300 calls that were waiting for it to be safe for us to respond. so as far as information from other regions, we have not received. >> bill: are your bridges intact? >> we have three of the bridges currently are -- they are withholding all traffic in those areas, reports are that all the bridges are functional. we're keeping folks off the bridges at

whether it is pinellas county where we are, or hillsborough county where tampa is. there is pushback first responders were finding. they told me they did not see the same this time. it is a ghost town in those zone a, zone b. the highest risk of flooding and storm surge. the shelters here, they are swelling up. we heard from the florida division of emergency management say 100,000 people are believed to be in the shelters around the state. in fact, where we are right now, hillsborough county, six of the two dozen shelters are at full capacity. but obviously, there is still space and plenty of those shelters and i will tell you right now. when we talk about the importance of taking precautions i want to show you what our situation looks like. we can easily take cover. we are flanked by walls on either side. this is a hotel on this side of us. over here is where we can take shelter if we have to. conditions gets too bad. and these lights here, it wasn't even within maybe the last 30 minutes lawrence. they were starting to flicker. 1.2million people without power in th

we have 400,000 customers burns in hillsborough county without power at this hour and the utility tampa bay water is now telling us that that has affected water use because some water service facilities and water treatment facilities are without power, so they are asking customers to limit their water use in pinellas pascoe in hillsborough county's until they can get some of these water services back online with power. they're working on it. they hope to be able to get that back up online in the next few hours. but again, just because the storm, the brunt of it has moved through here does not mean this area is out of danger yet. and one of the things we can talk about also is the reverse storm surge that has taken place in tampa bay is just a few blocks from where i am. we got some video of that a really extraordinary event where it looked we're basically most of the water was pushed out of tampa bay. we've got some video our colleague duger mcconnell, we pulled up our team, pulled up near tampa bay, but at that our that we did that the wind and the rain, we're just so relentless in the

this after daring rescues like this one in lithia fulop, florida, first responders from the hillsborough county sheriff's office trudged through this flooded street to carry a 91-year-old woman to safety. here, cnn meteorologist elisa raffa. elisa, are these areas is going to get any relief from this flooding. >> so the rain has stopped, but it takes the watershed time to figure out what to do with ten to 20 inches of rain. so the rivers will still we continue to respond, even going into next week, some of them still rising and they're slowly receding and you can see what the rivers have done here. all of this flooding, not from storm surge. it is from the incredible heavy rain that we got and again, the river is just responding to it. i mean, look at this swath of ten to 20 inches she's a rain from tampa. st. pete all the way up through orlando and then over towards the east coast as while all of this on the north side of milton, it kind of got squeezed with a front and that pushed even heavier rain. so these again are the river levels. you can see a lot of them still at moderate and major flo

and we've just learned from county officials here in hillsborough county that most of the piles still around the tampa area will not be picked up. they tell us too many workers have evacuated, that there is too much debris and not enough time before conditions worsen. for more than a century, tampa has avoided a direct hit from a major hurricane. but as milton barrels across the gulf, experts warn this time tampa could be in the bulls-eye. >> large portions of the tampa bay area are going to be uninhabitable. you're note going to have power. you may not have other essentials. >> reporter: according to one report, tampa is one of the most vulnerable places in the country when it comes to storm surge. and the national hurricane center warns milton could bring a wall of water up to 15 feet. >> i've never seen a hurricane with that trajectory before. so it kind of spooked a lot of people. >> is this make you want the stay in tampa? >> i'd like to say no, but it could be. >> reporter: jared moskowitz says models have shown a category 5 hurricane hitting tampa would be the worst disaster th

if we do get to a point where pinellas can come hillsborough county, prime shelters are full, you're going to have other options to be able to go to, and those are not simply limited to those counties. you will have shelters in other counties that are little bit further away from the storm surge. and finally the state has identified 14 potential sites for state operated shelters, and we're going to announce four of those sites. these are big, like category five proof warehouse type things that can have thousands of people. i mean, what can they do, , how many thousands to you think? this is tampa and we can also take you to hillsborough county in florida. death. there has been a huge evacuation process in florida, but we were speaking to a reporter from cbs news earlier who said there are some people who are determined to ride the storm out in their homes. that is a big concern. hurricanes are these giant engines returning energy from warm ocean temperatures into kinetic energy in the air. if you increase the octane and the fuel by warming up the sea temperatures, as sophie was saying, you allow hurricanes to get more intense. we have seen an intensification and lots of indicators of hurricane activity since the 1980s. the longer term picture is a bit less clear. but that coincides with a rapidly rising temperature, much of that is human impact on climate. in terms of what might come next in terms of the storm, when you track this as a physicist, what could come next? crucially for storm activity or for this storm itself, we are getting much better at forecasting hurricane intensity and hurricane tracks, which does help enormously in t

reporter: partially. 475,000 people in hillsborough county where i am still without power and part of 2.2 million across florida that don't have power and still at this late date, there's active water rescues going on and the problem is inland some of the rivers are topping their banks and especially the river about 20 miles from where i'm standing inland, they've got ten swift water rescue teams out there and one of the post-traumatic carried out here in tampa with assisted living complex and a lot of people in wheelchairs and sheriffs arrived there and water up to the waste on some people. a couple of people rescued had to say. >> early intervention programmed to stay and they said i had to get out. roads open and scary in tampa. thank you very much. stuart: danielle, i've not been in back-to-back serious hurricanes and it happened to you. what's it like emotionally sitting there with two mammoth storms around you? >> yeah, it's a roller coaster of emotions and inherently it'll be different for everyone. for us we chose to try and stay positive and try and focus on the fact arapaima

team of firefighters and florida's hillsborough county have rescued more than 104 pets so far. and you can see the dog right there being rescued and, you know, as we've been reporting this week, hurricane milton dumped so much rain. it's been categorized as a once in 1000 year rain event tearing houses to pieces and severing power lines. at least 17 people have died up to this point with millions of residents still left in the dark tonight. to some local news now, a boat launch gone wrong. take a look at current trailer ended up in lake berryessa. deputies from napa county say this happened last weekend, but it's a reminder. in case you had out there this weekend. both of those things have been hauled out of the water. but keep that in mind that if you're going to be, you know, moving back and forth with vehicle and, >> you know, unloading the boat and all that that you put your car in park. so it doesn't roll backwards and come to the lake and also use your emergency brake while launching a boat or getting a boat out of the water. so maybe it could be a nice weekend go out on
