chief executive has been saying, basically repeating the line he has taken, the administration here in hock kong kong has take beijing has taken, that this is an illegal gathering. and that everybody basically should go home. there's a public safety issue here. so it's best if everybody went home. that is very likely to fall, though, on deaf ears. as you point out, there aren't a lot of people behind me. the numbers are still in the thousands. but we've had tens of thousands here in the last 24 hours or so. but these numbers, like you say, are expected to swell. interestingly, other areas i mentioned. one figure making an appearance, caught the goddess of democracy, and this was made very, very famous during the tiananmen square demonstrations. the goddess came to represent that push. we know how that ended. there have been people drawing very, very loose parallels here. but certainly, when people talk about a crackdown here, if there is one immediately, it's not in the same, nearly the same sort of level that we were seeing 25 years ago. china is a changed country since then as well. but t

well, let's get over now to lucy hockings live at the royal highlands counting center near edinburgh. i suppose if anything's certain, lucy, it's that that is going to be one heck of a busy place soon. >> reporter: not so busy right now, david, but you are indeed right. people are out on the streets going to their local school halls out to cast their ballots, and driving here today, we did see people going to the polling booth in edinburgh as well. and for all of those people in the capital edinburgh, their votes will come here to the royal highland counting center. it's a bit quiet right now, but the tables and chairs are all set up, ready for people to come and count those votes. there are 32 other stations like this around scotland, but this is the key one. because it's here that we will hear the final announcement sometime tomorrow morning. we're a little restricted today, because of electoral law about what we can and can't report about what is happening today, but i can tell you that the polls will close at 2100 gmt tonight, and we are expecting the busiest day possibly in scotl

you heard that from the usual hocks on capitol hill. i don't think the president has lost rank-and-file democrats by and large. there is a great reticence but democrats -- by democrats on getting involved beyond airstrikes in these conflicts. nobody is suggesting american boots on the ground in ukraine. the idea of putting people at risk in syria is something that this president campaigned on the effort to get american troops out to read he is -- out. he is not going to go back and lightly. -- back in lightly. the deliberate steps he is taking year, i do not see him changing that, even if he gets more criticism from democrats. escalation would be a threat to the u.s. homeland, which the u.s. government says they do not see isis posing an immediate threat. his language today is very critical, degrade and destroy isis. we weree the same wards using during afghanistan, during his debate as to whether or not to have a debate -- surge in afghanistan. we are talking along the same language here. difficult decisions for the president. into the

let's talk about it with david hocking senior editor for roll call.s is the number one issue over the last few weeks and it will play through to the election. how does this play out in terms of republicans and democrats trying to appeal to their bases? >> well, i think this was one of the most fascinating and somewhat counterintuitive debates we have had in congress in the last couple of years. the reason is is that because this is a vote on sending american forces in to harm's way, even though it's to train the rebels. it's what's known in congress as a free vote. not free as in vote, you know, just be cavalier about it, but free as in neither the republican side nor the democratic side, leadership was whipping -- was trying to encourage a vote one way or the other. in the end, an overwhelming especially of the republicans and democrats who are either running in tough races for re-election or who are trying to move up to the senate in the case of house members an overwhelming number of the people voted to arm the syrian rebels. in that sense it seems
