hong kong -- hong kong opens in the afternoon. let's have a look at the european equity futures picture. friday's session was also flat. u.s. equities were mixed friday and we have seen the futures picture flat. we see certainly nasdaq futures up by 0.1%. there are interesting things to trade around. we are looking at talk of recovery in various parts of the world, keeping in mind virus variants and the pace at which central-bank support will be withdrawn, what is the gmm saying to you? mark: there are a few things to draw attention to. we are generally seeing dollar strength and asian currency weakness. that has been very apparent. yields creeping higher. not necessarily panic moves. bonds on the back foot. the fed has opened the idea it is ok to tighten policy at the margin. the final thing i want to draw attention to, commodities stronger, but copper weakness. copper has been a standout metals weakness in this idea china is targeting middle strength. commodities are starting to be dragged higher. oil strength will not stop. that is a theme i'm going to return to. anna: on the commodities space as a whole we are set to cap a fifth quarter of gains this week. a lot of momentum for the sector. let me ask you about what is going on on the virus. how much this is a market narrative or not. clearly it is a worrying trend when you see various concerns popping up with ever greater veracity -- ever greater threat, rather, in parts of the world. various places, we are seeing things moving in the wrong direction. some places, not the wrong direction at a great pace, but certainly not the theme we were dealing with a few months ago. >> investors, traders, people are focused on this virus story in asia today. it is not driving markets. the question is when will it drive markets? there is little bit of the boy who cried wolf. we have seen many virus resurgence is the have just been entirely ignored. when will the dynamic change? one interesting idea raised by my colleague, the idea of a virus resurgence, there is just more easing from central banks, more liquidity. if we get a scary headline it is not necessarily bad for markets. now that the fed has changed the backdrop tone, may be dynamic changes. if we continue to get scary headlines, headlines that would not have scared the market before might now do so given the changing monetary policy backdrop. anna: you have to ask to what extent is central-bank thinking set in stone? you wonder whether there is another reaction function to take account of. let me ask you about were treasuries had been. the end of this week, there is more to trade when it comes to the data. looking at the second half of the year, are you expecting a gradual bond weakness or higher interest rates? mark: they are waiting to form around a new theme. whether the curve should steepen. the fed has implied the reaction function has changed. we don't need a curve that needs to steepen on the idea the sale will be easy even in the face of a serious inflation strike. the backdrop is even if it is not through intentional steepening, we will see the curve steepening. bonds are going to sell off a little bit. we know monetary policy is semi-anchored where there is flux ability. we will see yields creep up -- where there is flexibility. we will see yields creep up. anna: let's get your thoughts on crypto. in the u.k. we have had a ruling, the u.k. banning a firm, giving it until wednesday. it is an asset class that takes higher regulation is a positive because it suggests broader access. that is one of the narratives this morning. mark: very much so. eddie vanderbilt, our colleague in london, made this argument that ultimately, the more regulation you get, the better it is for bitcoin. that is a longer-term story. i'm not sure the regulatory scrutiny is the reason. you have to put in context how severe the losses were the previous few days. i'm not saying the next move is going to be lower. but i would not read today's news as bitcoin is going to be higher. we are bouncing in a wider range. we have to see where the next direction is. i do think we have not yet finished the downside of this cycle. we have seen retrenchment in crypto before. i think there is more to go. understand there is plenty of debate. anna: always plenty of debate when anything crypto is mentioned. you can get up-to-date analysis. mark and his team can be found at mliv on your terminal. coming up, the parties of marine le pen and emmanuel macron are hit by poor results in the second round of france's regional elections, leaving years presidential poll uncertain. plus of the wuhan lab leak theory gains ground in public discourse, we hear the story of the last and only foreign scientist who worked there who paints a different picture. next, bnp paribas's chief economist joins us to discuss the latest market action and how much risk the delta variant poses to the economic recovery and reopening. if you have questions, send them to us, ib+tv is the function to use. ♪ anna: welcome back to "the european market open." 40 or so minutes until the start of the european trading day. things are fairly flat. futures looking fairly flat this morning. concerns about the delta variant are growing across the world. south africa has raised its alert level and sydney has gone into a two-week week lockdown to fight an outbreak. it raises further questions about reopening of the global economy. william, nice to speak to you. you have been thinking about the pace of reopening, the pace of growth we can see from the u.s. economy, the european economy. the delta variant in certain parts of europe and certainly the u.k.. you talk about strong growth, accelerating growth in europe. you talk about this being something clients are taking as a given. is there a risk if things need to be slowed down? or as we go back into certain measures over the winter? then we have to reassess growth numbers. >> between now and the winter, the delta variant is going to be an issue. the measures that are being taken, think of sydney and the other examples. this could have an impact on leisure, restaurants, tourism. beyond that, it is too early to say it would have consequences like we have seen in the lockdown rates. the base scenario is we are headed to a very slow recovery. the winter, because of a selling vaccination campaign -- stalling vaccination campaign, that is unlikely. mark: what is the best way to measure the likely impact of these virus stories? we are using mobility trackers. that might change. what exactly do you want to see the impact of virus? >> mobility is good. we use it as a proxy for retail sales. for the rest we are looking at what anybody does. the measure of your earlier question about new infections, that is where the hospitality and leisure is very useful. anna: thinking about growth rates and how investors interpret them, you talk about how the u.s. growth picture is peaking almost as we speak in the second quarter. you say eurozone -- euro area growth will peak in the third quarter. if we know that we cannot sustain incredibly high levels which are a reflection of low levels the year before, should that come as a surprise? should that shake investors? should that unnerve us? >> it will end up having an impact when growth slows. we will also see data very high in terms of the pmi's. economic sentiment is in the historical range. i think for a moment, is a bit too early. as we go into the fourth quarter of the year, it will be a theme that will be played by markets. we have to be aware of the fact that when you look at fourth-quarter consensus compared to third, we should be cognizant of the spillover effect. when you have growth, the third quarter, you start at a high level. you also have good pace of growth. the perception of global -- growth slowdown would be bigger. historically, when things start to go down, analysts have more and more tough time to continue to upgrade as much as before. we need to get ready during the fall of this year. mark: i understand we are in a sweet spot but you think is going to get more scary. that is a theme as we get close to winter. given that investors are joining in carry trades, what is going to be the exact catalyst to start pricing in that more forward-looking scale? >> one element is going to be that surprise data, surprises will start to wane. the other element to watches -- to watch his corporate surprises. guidance coming from ceos. these elements will morph, saying the third quarter -- gradually we are going to go toward normalization. it will not be as extraordinary as we will see over the summer. depending on the asset class, it will make a difference. what matters is that companies continue to generate cash for earnings, for equity investors. anna: nice to speak to you. have a good week. thank you for joining us this morning. let's get our first word news update. >> emmanuel macron and marine le pen set for disappointing results in france's regional elections. the march movement is set to get less than 7% of results. the record low turnout leaves the outcome of next year's presidential election increasingly uncertain. the u.s. has lost -- launched airstrikes in syria and iraq. the pentagon says they were aimed at facilities used by militia groups that launch drone attacks. the uk's new health secretaries has his top priority is ending the pandemic and getting the country back to normal. global news, 24 hours a day, on air and at quicktake by bloomberg, powered by more than 2700 journalists and analysts in more than 120 countries. this is bloomberg. anna: coming up on this program, ubs is set to let staff adopt a permanent hybrid work model in a bid to be more competitive. ♪ anna: this is the picture, fairly flat this morning. ubs will allow as many as two thirds of its employees to adopt a hybrid model of working from home and the office. the ceo is leading the move as the lender seeks to be more competitive. the policy sets a contrast between the swiss bank and many of its u.s. rivals. joining us is our financial investing editor. why is ubs going with this policy? >> it is an interesting move. it seems to be going against the trend on wall street to bring employees back to the office. a fight for talent between banks. ubs doled out a bonus for junior employees a couple months ago. it has a bit of a setback with a cringe worthy promotional video which was a bit tone deaf. it is a positive move. it is an international investment bank, a traditional conservative swiss bank, and it looks like he is trying to change that. mark: given this is all about hiring competition, how does the policy compare with other banks? >> ubs is one of the front runners in allowing people to have this flexibility over a long period of time. looking at what u.s. wall street banks have said, they tend to be more strict. this old-school culture of having people in the office and stuff, sitting at their desks, ubs is moving away from that. senior managers have been working from the chalet. some probably still are. you cannot enforce having younger employees in the office when your managers have got used to that. anna: why does working from a chalet sound so much more glamorous than just working from home? thank you for bringing us the story. coming up, a tumultuous week in european politics. a new british health minister and an uncertain battle for the french presidency. we will focus on this man who will lead health efforts in the u.k. we will also talk about french politics. what can the regional elections tell us about the presidential election next year? ♪ anna:anna: half an hour until the start of the cash equities trading this monday. european equity market futures looking fairly lackluster. breaking news across the bloomberg. the red headline tells us salvatore ferragamo's to name a new ceo. we mentioned he was going to step down from burberry. he has been there since may of 2017. we join a few more dots in terms of why that is happening. he's going to be becoming the salvatore for a, ceo -- salvatore ferragamo ceo. there has been diversions within the commodity story -- divergence within the commodity story. the end of the quarter comes wednesday. you have been looking at divergence within the sector. mark: the backdrop is we have been in this amazing commodity search which people have debated, is it the next super cycle like we saw in the 2000s and this is going to carry on many more quarters? in the debate, many people said longer-term, we think the story is therefore sustainable gains. particularly copper because it is so vital to the greenificat ion of everything. we are trying to move away from oil and fossil fuels. but people believe the copper story but not the oil story. the last two months we are seeing the opposite of the price action. that is about this idea of positions. going into early may you see copper. the blue line had started pulling away from oil. this is copper on a super cycle, not oil. as people got excited, it seems to be reversing. this is a massive position prompted by the fact china is targeting metals prices more than oil prices. they have succeeded in the short term. the divergence cannot continue ad infinitum. if oil prices are going to keep rising, that is going to drag up all commodity prices and eventually copper again. at what point does this turnaround again? anna: that is interesting. to what extent can they diverge? there is always a focus on the supply. they may not all have the same story. supply of oil will be very much in focus. we have seen the higher and higher oil prices. many people ask questions about whether the supply will increase. mark: this is the most important opec-plus meeting for some time. it does not seem like they had the pricing power the last couple years. it has been u.s. shale supply. u.s. shale supply is there is an overhang. at some point that might change but at the moment, only creeping up a little bit. as long as the restraint is there, any opec-plus decision to increase supply will have a big impact on this market. meanwhile they're going to continue being very tight. this is a market where demand is strong. pricing indications show there is short-term supply constraint. this is a big opec-plus meeting. if opec-plus managed to drive the price higher, we will see that rebound powerfully as well. anna: let's get a business flash. some of the corporate stories we are dealing with. >> gamestop is to join the ftse 1000 index of large-cap stocks after billions of dollars were added to its market value amidst frenzied rallies this year. due to the timing of its gains, another small investor favorite, amc, is to remain in the russell 2000 despite having a greater market value than nearly two thirds of the companies in the large-cap index. poised to buy more than 2000 airbus and boeing jetliners in one of the largest deals in its history. the u.s. carrier is looking to rebound with more efficient planes. united is expected to purchase more than 115 737 max jets and over 50 airbus a 32 a neo's. china's envision group will spend $2.4 billion on a battery plant to power electric vehicles. the carmaker will acquire a stake of 20% in a french startup which makes power packs larger and premium models. it will help toward the target of producing one million electric vehicles in europe by 2030. anna: thank you. let's talk about politics. in france, regional elections are calling into question the primacy of emmanuel macron and marine le pen. caroline connan joins us now. lift from -- you have been tracking these regional elections. talk to us about the results. >> the far right wing will not stand on the red carpet at the con film festival next month -- cannes film festival next month. this was one of the most populated region in france, but marine le pen did not break the glass ceiling. a defeat for the far right. it is also a disappointment for emmanuel macron who did not win any of the 13 regions in mainland france. his politics and his government is seen as the government of the elite. it is back to the old two-party system, the mainstream right and mainstream left, which showed quite strong resilience. if you look at the traditional right-wing, for example, reelected in the paris region. in the northern region, a very important reelection, a potential rival to macron and le pen. mark: in the context of low voter turn amount -- turnout, how much did this matter for micron? -- macron? >> it does matter. will depend on local support to build his party. this party did not even exist for 2017 should be for 2017 -- did not even exist before 2017. if anything, this regional election has clearly made 2022 more unpredictable. it has redistributed the cards for the presidential. it has placed the northern region as a real rival. he is third in most opinion polls. in his victory speech he did not talk about the region. he only talked about the nation saying he has a responsibility after what happened over the weekend and he was not going to disappoint the french. he was going to defend the working class who feel they are not being rewarded. anna: thanks very much for bringing us the story and the implications of it. some local wildlife in the background as well. coming up on this program, the u.k. financial watchdog bands a finance company from doing business in the country. amid a global crackdown on crypto. ♪ anna: welcome back to "the european market open." we are fairly flat on european equity market futures. take a look at the things we are watching out for. the frankfurt euro finance summit kicks off today. the buddhist bank president do to -- bundesbank president due to speak. wednesday, oecd members meet in paris to overhaul global minimum corporate tax. something we are going to be trekking through the g7 meeting. the fed temporary limits on dividend payments and stock buybacks and for most banks. -- end for most banks. thursday, opec-plus ministers are going to be meeting. nuclear negotiations with iran may be a key talking point. that could complicate the decision on raising output or not. friday, the u.s. jobs report. forecasts are for an acceleration in payroll growth. that data could be the highlight. we have to wait until friday. i was reading a piece by our colleague laura cooper that says u.s. economic momentum is not captured in the jobs data. that suggests an upside surprise. we could become used to a couple of disappointments. mark: that is right. the theme has been u.s. data is superstrong, but not unparalleled to see two disappointing months in a row. is this the month we play catch up or is that going to be data distortion? maybe the safer bet is that we might get an increase in the participation rate because we have seen an easing of restrictions in california and new york. nonfarm payrolls always vulnerable to seasonal issues. it is not a perfect capsule of how many people are working but it is a snapshot. the idea of participation rate may be a better one to count on. anna: participation in focus. people are being enabled to get back to working. let's talk about what's going on in crypto markets. the finance market has been banned from doing regular to -- regulatory business. one of the most significant moves against the cryptocurrency industry. for more we are joined by bloomberg's cross market assets editor. what is going on with the u.k. restriction? >> a lot of regulators are getting nervous about aspects of crypto because it has become a big part of the financial ecosystem so quickly. it is becoming more significant. this is the u.k. reminding people binance is not allowed to do things in the u.k.. they have these units that are set up for different countries that are affiliates. this is the u.k. trying to clarify this. mark: good afternoon. what does this mean overall for the crypto industry? >> it could be a good thing. it makes people less nervous about jumping in. crypto is still a lot of -- kind of the wild west in a lot of aspects that are not very regulated. if there is more regulation, people, institutions, might feel better. near-term, it does put in a lot of uncertainty and it could upend a lot of practices outside of those regulated channels. anna: we talked about the risk -- the difference between increased regulation and price you might expect. what are strategists saying about where bitcoin is?
