have gotten our hands on a letter that the mayor of houston, sylvester turner, sent to the governor on june 30th, asking for more support here in the cityounty. and one of the things he asked for in that letter is for there to be a state wide mask mandate. as you said, this goes into effect today at noon, local time. and this is what happened. if you were caught not wearing a mask, local authorities could give you a warning, if you didn't wear a mask after that, if you got a second notice from a law enforcement official, $250 fine and you could get that over and over and over again. we'll see if it works. it is going to take a couple of weeks to figure this out, of course, because once everybody adopts this and starts doing this, it is going to take a while to see what kind of effect it is going to have on the virus population in the state of texas. >> i know that as you've been speaking to folks out there in front of the medical center and elsewhere, how was medical community reacting to this order? do they think it will make a difference or is it too little, too late? >> reporter: i spoke with the doctor who is the ceo of this health

houston. >> we're northwest of the city of houston and this is a facility that can accommodate about 750 tests a day. this is run by the harris county health department in concert with the federal government and fema. they have the capacity to do about 2,000 tests a day and there are four other smaller sites that they can move and adjust depending on where there's a need, where folks are having difficulty getting testing. there's that, about 2,000 tests a day. the city does its own testing operation and privately run testing sites as well. the problem here is similar to what there is in arizona, the capacity isn't there for everyone to get tested yet. this place opened up at 7:00 a.m. there was a line of cars waiting to get in and to be tested here you have to exhibit symptoms yourself or know somebody who has exhibited symptoms. the governor has been on television doing interviews, talking about the seriousness of this. he spoke with our station in dallas-ft. worth yesterday. let's take a listen of what he has to say the crisis. >> we're not dealing with pockets of growth of covid. instead we
