howard: yes. currently covered in the program are every type of cancer, is the short way to approach this every type of cancer except uterine cancer. mr. burgess: are there those that are -- if you were to pick the top three malignancies, what would those be? dr. howard: i think if you looked at our 4,000 or so cases right now, probably the top ones would be thyroid cancer, there are five common cancers that americans get, skin being the one, that's our top cancer there's breast cancer, that's also a top cancer for us there's colon cancer, which is a top cancer for us, thyroid cancer is another cancer for us, but we've seen a lot of very common cancers like that and we've also seen some very rare type cancers and oftentimes, from an epidemiological basis that can be interesting, about the rare cancers. mr. burgess: sure. and that speaks to the value of having people with the expertise in treating the injuries encountered because an uncommon cancer can be a difficult diagnosis at which to arrive. d

howard: ok. is that the title governmental liaison in my title is not the liaison with congress, but with state and other federal agencies, that's where my area of responsibility is in addition to foia. so a lot of the requests that would come from congress would not automatically land -- mr. rice: we're not talking able request from congress, we're talking about foia request and the other request. we're trying to get to the bottom of what appears to be out right obstruction and getting a rosey picture that is not an accurate picture. i want to shift to ms. neuman, in your testimony, you mentioned that your agency avoids foia requests that might be operation licensetive material, is that a correct -- ms. neuman: no, it's not. we don't avoid any foia requests but we do consider foia requests that may be seeking information that is operational licensetive. mr. rice: is operationally sensitive. ms. neuman: it would incloud in -- include law enforcement national security issues and we when we get a r

he turned around to howard baker and said my son-in-law, howard baker junior, served on a pt boat in world war ii. and i have never heard anyone seriously suggest he was qualified to serve in any public office. six years later, he was in the united states senator. a few years later, he was the majority leader of the senate. i met him in 1966. i was a law clerk for a judge in washington. i'd admired howard baker. at that time we had a one-party system, all democratic in tennessee. he was an attractive young man. his father had been our congressman. i volunteer to work on his senate campaign in 1970's66. i never heard from him. i was visiting my hometown at easter break, and i got an appointment and volunteered for his campaign. and eventually he paid me and he won. so, he brought me to washington. and i came to this very office in january of 1967. this is his lead just -- as his legislative assistant. host: now that you occupy his offices, you must think about history. senator alexander: i caught up with francis collins, the head of the national institute of health and he laughed. he

howard here. -on-times people are frustrated because the law says you need to respond within 20 days. you can give another 10-day extension but then oftentimes it's months before they hear again. how do you pick those dates? ms. howard: i think namely they are just an approximation of when we think the document production will be done. certainly in the case of the c-4 issues the c-4 cases we just had no idea the volume of documents that would be required and how long it would actually take for the responses to congress and the investigators to be completed. mr. chaffetz: so when you do a search do you send a request out to anybody who you think might think might have and do you count on them individually to do it? you are not able -- there's not a foia officer that can get in there and do a search term pull up every relevant email document? ms. howard: no. there's no library. mr. chaffetz: there is. this is a fall is i. it's wrong to say -- fallacy. it's wrong to say there's no way. it's called em
