league over the last ten yea rs, howard league over the last ten years, what howard league over thet ten yea rs, what really howard league over the last ten years, what really struck me was the number of young adults in that situation. just because you turn 18, it doesn't mean you are suddenly a full adult with full attributes of maturity. the courts have recognised that. young adults can be extremely vulnerable, because they can still have features of childhood but none of the protections. if the independent enquiry into child sexual abuse is saying it is happening in children are still at risk of sexual harm, then surely that must apply to young adults. the problem is no one has looked at this insufficient detail. to be clear today, in the prison system as it exists, any young people, whether they are 18, just over 89 to 18, are they are 18, just over 89 to 18, are they coming into contact with much older prisoners or not? under 18 square generally not. that would be a rare exception, it is not of. under 18 should be placed in a young offenders institution for 18 to 21—year—olds.
