governor jerry brown declared a state of emergency for four counties, humboldt, san mateo and santa cruzd that is where reggie coumar is standing by with the extensive damage and what is ahead. reggie? >> reporter: palm, the water in the harbor is much calmer than it has been. this entire area is taped off. and you can see possibly some of the water. i know it is dark. we are seeing it pulled back at times and surge into the harbor but nothing like this morning. coast guard officials know of 178 vessels that have sunk but 11 could be at the bottom of the harbor and up to 100 have been damaged. we toured the docks with an assemblyman. >> reporter: the santa cruz harbor was calm and all of a sudden water started rushing in. you could hear how powerful the surge was. the water and the current knocked many of the boats off moorings. some capsized and others became floating debris. some boat owners watched helpless i will as the rushing water tossed their boats against other boats and rocks. there was not a lot they could do. one man used a pole to push his boat away from the rocks, but no su

and governor brown declared a state of emergency in santa cruz, san mateo, del norte and humboldt. len ramirez is in santa cruz county where we're seeing the worst of the damage tonight. len? >> reporter: ail lean -- allen, for the last nine hours, the santa cruz has been hit repeatby by these -- repeatedly by these storm surges. to look around, things look relatively calm but in most cases, the damage has been done. you can see the tsunami surges coming. wave after wave, giving the normally calm waters of the santa cruz harbor a this rash -- a thrashing. the biggest sunks hit at about 11:20 a.m., breaking the massive wooden docks, snapping lines and tossing hundreds of boats like toys in a turbulent bathtub. what is it like to watch this? >> this is devastating. it's really devastating and it keeps getting worse. >> reporter: at least three boats were sunk. many more were damaged. crowds of hundreds gathered on higher ground to watch the incredible show of nature's strength and man's feeble efforts to cope. >> one of the stupidest things i've done in a long time. >> reporter: in b
