hurd: i stand by what we set on the call. other factors, which is we have a large recurring revenue factor. ability to add revenue is quite good, but that to your question, i think the u.s. economy is doing quite well. if you look, for example, our netsuite business, which really serves that midmarket, is the backbone of their company, our q4, which would have ended in the summer -- there bookings were over 70%. the trend oftinued 35 percent, 40% growth really coming from that midmarket of the u.s. they are a great financial bellwether for the strength of that midmarket. we see pipelines extremely robust. we see people willing to make investments in projects, so i of thehe robustness economy in the u.s. -- we don't see an issue with the u.s. now, going back to your question of a couple of minutes ago, we have not seen much change in europe, good or bad, but europe is going through a tough time. theirave tried to cushion coming out of the recession back in 2008, and you could make an argument that really has not worked well in

the tent city, which hurd says never should have existed, is expected to be taken down by the end of month. tonight, cbs news investigates the lessons from tornillo. here's manuel bojorquez. >> reporter: located an hour south of el paso, tornillo was etilt in june and at one point was the largest detention center in a network of more than 100 government-run shelters for migrant children. at its peak, more than 2,800 children were housed here, which, for comparison, was larger than all but one u.s. federal prison. its size created a massiee we saw workers being bused in day and night. but there are questions whether those workers are qualified or properly vetted to address the minors' mental wellbeing. in november, the office of inspector general found the tornillo facility failed to conduct f.b.i. fingerprint background checks. cke report also found the facility's clinician staff levels were "dangerously low." health and human services generally requires a ratio of one staffer to 12 children for mental health care, but tornillo was operating at nearly five times below that, one for e

nbc bay area's cheryl hurd talked with that witness who called 911. >> taking a break and i saw the guy laying there on the ground and i saw the people trying to get away but i didn't know what they were doing. i had no idea what was going on till i got there. >> reporter: when charlie green got there, he started videotaping what ended up being a crime scene. he captured two people getting into this silver car and driving away, leaving this 14-year-old boy bloodied and mangled in the 900 block of 34th avenue. >> i thought it was somebody drunk laying there partying or something. i had no idea. >> call an ambulance. >> reporter: when the victim told him to call the ambulance. it all started here around 12:30 near the fruitvale bart station on 35th avenue. police say a car hit the teenage boy, who was riding his bike. the bike flew into the air but the boy got stuck underneath the car that did not stop at impact. >> we have a 14-year-old boy who is in critical condition. he has major injuries from being dragged by this vehicle for about four city blocks. >> reporter: stretching from the b

in the last congress, peter annular, a democrat, and will heard -- will hurd, talked about border security measures we could all agree on. they talked about a mile by mile assessment of the entire southern border to determine the most radical and effective way to secure it and offer congress a strategy. it could be state-of-the-art technology for tunnels or even where we have a fence, it is pretty easy to dig underneath. it might be sensors and radar to stop moving people and -- spot moving people and objects in any kind of weather. or it could be drones where the terrain is tough to monitor. or it could be a physical barrier if it makes sense in some places. if homeland security wanted to recommend a wall in a place, they would have to justify the expense against less costly tools. in the last congress 193 congressional democrats and 23 republicans acted to force a vote to these smart approaches but republican leadership did not allow a vote on the bipartisan bill. i think most democrats would support that this year. when president trump says democrats are for open borders, he is lying. w

hurd. mr. hurd: thank you, madam speaker. i'd like to thank the distinguished gentlewoman for yielding time to me on this important p piece of legislation. it should come as no surprise to anyone in this chamber that technology is integrated into every facet of our daily lives. we have come a long way since the bill that established the role of the federal chief information officer, the e-government act was originally passed. less than 50% of the u.s. population had home access to the internet in 2001 when this was first passed. now nearly every american has access to the internet. just 62% of americans had cell phones when the original bill was passed. now 95% of americans own cell phones and 77% of those are smart phones. mobile apps were nonexistent in 2002. today, over 2.2 million apps are available to consumers this. bill recognizes how far technology has come. it codifies the position of the federal chief information officer and elevates the office to report directly to the head of the office of management and budget. t
