i would like to make some further amendments. we are under a time line given that this would be moving forward to the june ballot. i am proposing some amendments. our board of education currently serves with the statement that was said by the city charter. an actual cash value is set at $500 a month with more stipulations for cost-of-living adjustments or anything of that sort. some of us have served on the board of education including supervisor mar and myself. we know that they have some -- have spent many many hours serving their community. this does not spend time spent talking to community members. i excited to bring this forward. this is not to exceed first year's salary -- half of a first-year salary. the maximum salary would be half of the teacher's salary. the amendments i would like to make, the school district would like this to come out of their own budget and so i am asking to strike subsection b. >> do you have copies that you can circulate? no, i don't have copies. >> why don't i suggest if your staff could bring so

i would say we have some of the bus literature at any time. president mazzucco: commissioner hammer? commissioner hammer: i have been listening what you have been saying, and one of the things that really knocked me over is that this is sort of where korea iraq, two or three as opposed to 20 years, it just blew me away, and dr. marshall is right, what brings us here is that it is happening a lot right now, and that is because either our training is wrong or perhaps we have had a rash of extraordinary incidents, and so, when i see those kinds of statistics after the research you have done, both in officers being injured, which means a lot to us, and it ought to be a lot to everybody, and that people are being hurt less and shot less, that is a winner, so it is powerful, extraordinary, and that is what made me invest myself even more in this process. i have a couple of questions and then some comments. have the response times been negatively impacted? >> it is interesting, mr. supervisor. we have not found matt as a complaint. if they need additi

if this is my 15 minutes i would like to take just a few for myself. i grew up in a family of six kids. mom and dad refuse to to let us work. they required us to do community service starting in the ninth grade and finishing when we graduated from high school. my father said that there is no greater honor than to do service, to be in service to a dream that advances humanity. so, i grew up in a time of the dreamers and big dreams. the kennedy presidency, nasa, but dr. king. i married a man who was also a dreamer. i have been blessed to have been in jobs where humanity is served. 80 people had a dream that the of hard first could be heard through them. -- believes that the youth in san francisco should have a say of what goes on here and and they should be represented in some way. i am privileged to have gone into a job like this because it is and honor to serve about a dream. thank you. get the >> it is might honor to make the next introduction to our next honoree. i would like to invite up -- ibm

commissioner peterson: i would disagree. at least in the prior case, there was an attempt and a review. there was not even an attempt to look at the i.d. i think someone who has a daughter herself should be aware of the danger, and i think 15 days is too lenient. i would think 20 days, but a lack of attempted to even apply with meat -- the rules is concerning. president goh: i agree with the sentiments expressed by commissioner peterson. i would in this case, however, support a reduction to 15 days because, and i am a convinced commissioner peterson by this, because, nothing to deal with this department, but making the mistake in the declaration -- i am sorry. it was not the department. it was the inspector. and to have the incorrect date is i think is very problematic and potentially in other circumstances fatal two other lawsuits, so for that reason, i would go with the decrease to 15 days. commissioner fung: do you have a motion? president goh: i so move. deputy city attorney: mr. pache co, could you call the roll on that,

[applause] >> thank you. our final presentation will be offered by supervisor mar. >> i would like to ask my friend -- parker come forward. today on black history month, it is my honor to honor nino parker. he was born at kaiser hospital like my daughter was. he currently works for the san francisco pretrial diversion, day to day with a disadvantaged youth and our city. he believes that crime prevention, education programs, and community are better alternatives to incarceration. mr. parker brings a positive change to the neighborhood and works with the graffiti project to make our city clean air and more beautiful. they provide first-time misdemeanor offenders with nonviolent charges to have their cases dismissed by completing a program that he has run. it has become a model around the country. he is a tremendous debt. with a respec

i would be remiss if i did not ask my colleague to comment. >> thank you, madame chair, members of theget and finance committee. in researching options, should the board choose to move forward with the chamber project, would then city hall i consider three different options. the north and south, and de la commission hearing rooms. rooms 16 and 400. my in-depth review was limited to city hall options, however i did provide an estimated budget for off site meetings should the board wish to hold meetings in the neighborhood. there may be potential areas on 55 franklin. we can review that more in depth later. overall, in determining which space would be appropriate, there are five considerations we took to heart to minimize negative -- to to heart. to minimize negative impact to the public for needing access, to maintain the space at city hall, to make sure the supervisors were comfortable with the space needs at the desk, to provide space to the personal and the press, and to minimize costs. on balance, the preferred option was within the city hall. because the meeting space is large enou

i would like you to look at that legislation and language to see if that would make sense. can you tell me what the fee is? i want to understand what the fee is per square foot or -- >> minimal change in use permit is the planning department fees are approximately $300. those are the fees coming from us. i am not clear how much department of building and inspection would tack on for their review and overhead. >> if they didn't have fencing -- >> we would like to have an inventory of where the urban agricultural uses are and if you have a vacant lot and registered vacant in the database, when someone comes to use that as the urban agricultural use, we would like to fill out a change of use form and we know this lot and block x is urban industrial and provides entitlements and the securities that go alongside. commissioner borden: that is what the department of health deals with? >> we collected data and know how the land is being used throughout the city. commissioner borden: my only thing is i don't think $$300 is unreasonable, but we have to cover our costs and in deficit t

i would respectfully ask the board to uphold the department of. we think it is very reasonable, it is not excessive. thank you. vice president garcia: dr. ojo, i do not remember if it was this case the one that came up before. there was a comment that dph, the department of public health, pretty much just shovels people through, that one size fits all, and that no extenuate circumstances are considered -- no extenuating circumstances are considered. >> that is not true. i think probably about four years ago, that might have been true. it has changed. they have gone through a lot of changes internally, and currently, i do attend some of those hearings. there is testimony of the operators, and from time to time, they do -- he does consider the factors that lead to the sale of the cigarettes, but he tries to be consistent. i remember two cases. you could tell where one could not understand a lot of all. -- did not understand a lot region -- did not understand the law at all. vice president garcia: that was a situation, where every case was like the sa
