improvements to the shell of the facility. those are typically the kinds of improvements that would be triggered by an a new lease upgrade to utilities and the like. or improvement to surrounding areas of the property. for instance, they could impose a new public access requirement that would be a basis for some of those capital improvements. we would ask the tenants to quantify their capital improvement as a percentage of leasehold value. court staff would recommend the finding and the tenant would have to demonstrate financial capacity. speaking broadly, we would be looking to adopt it plans. to make sure that the retail use made sense at that location. he would consider recommending renewals under the following circumstances -- we just had a really bad commercial real estate downturn. our suggestion is that for the next three to five years we were not in that kind of economic downturn and it made sense to keep the tenants that you have rather than to propose kicking them out. that would be extraordinary circumstances where

pedestrian improvements, pedestrian safety came through loud and clear as something people wanted improved. in terms of the transportation projects, people are interested in the transportation projects, supported the bigger ones, but wanted to see smaller, near term projects. people are tired of waiting. this has been going on since 2003. this is something we are putting an eye towards as we prioritize these community improvement. nobody had anything to say about parking in glen park. that is one of the biggest issues there. the fear of removal of additional on street parking, fear of removal of available public parking. these are things that people are very concerned about, and the plan speaks to different opportunities we have to maximize street parking. the other piece is the park parking lot, which is a lightning rod for this project, as we discussed already. islais creek. and there are some folks that live along the creek path who are very concerned about what the effects might be if something was day

water quality improvements, the opportunity to improve levels, and we also of the improvements for habitat as well as watershed function and opportunities for greening within neighborhoods, so what we are looking at, and i would like to get your input to see if this does make sense or if there are other directions you would like to see us going, is to detail what we will be going through to assess each of the watterson's -- watersheds that i showed you, each of the basin's -- basins. one opportunity that this has provided us with is that we have collaborated with a great deal with the water enterprise, the power enterprise, and external departments, as well. because there is a lot of opportunity, and we want to maximize city resources where we can make these come to fruition. step two will be assessing each of the watersheds to see how they perform now. where is there flooding? are there areas that are undersized? are there opportunities? some areas are going to be quite steep and have an area at the bottom that may be flooding. the cesar chavez area. another area could have sandy soil or
