but that's just some initial, initial numbers. in terms of something else that you did, an adoption of the budget last year, the free muni for youth initiative, just an update. we are gearing up for a launch on march 1st for what ultimately became a 16-month pilot. for the last couple of months, we have been doing outreach with the school district. we have received to date more than 18,000 applications. of which about half included an application for a new youth corporate card. so, half where people already had cards who were applying into the program. the other half were people who depth yet have a clipper card. * didn't so that's great. the great majority of these applications came from the unified school district with whom we work very closely to organize some of the outreach. but we also did reach out to the parochial and independent schools as well. to date we have processed almost all 95% of the applications and will be notifying program participants by mail at the end of the month that their applications have been processed

the second batch of recommendations included in your draft ordinance would be initiated separately at your direction by staff at a future hearing with a separate ordinance. basically to address issues regarding the zoning map, height amendments in light of lessons learned through the market octavia planned and the historic survey integration. so, there's another map i'd like to display. i believe it's the last map in your packet. the market octavia plan originally called for market street to be zoned at 85 feet beginning at the church street intersection and to the east while west of church street was to be zoned at 65 feet in height. the survey integration resulted in allowing heights to be raised from nonhistoric corner parcels to 65 feet while other parcels remained at 50 feet. and those in the 50 feet threshold have the potential five foot bonus for active ground floor uses. the department believes that that same rationale should be applied to all of market street that has been surveyed and recommends that the commission consider initiating separate legislation to rezone the remai

so the ev everywhere initiative is one that we certainly support. we've been a good collaboratorrer with doe, and we look forward to that continuing into the future. we are a subscriber to the workplace charging challenge that doe announced at the washington auto show. we're one of several oem, original equipment manufacturers, that are doing this. but you've got a number of other collaborators as well, and i'm very encouraged to see some of the employers -- pharmaceuticals, retail operations, high-tech companies -- that are behind supporting this kind of initiative. we already have workplace charging throughout the country wherever we operate. we have before this challenge was issued by doe certainly dedicated company car charging stations, many with solar power, by the way, generating the electricity. but a number of others for personal vehicles. and that number will increase over time. we've really got close to a thousand charging stations right now. i expect that number's going to increase substantially in the near future. just a reference point

also on the -- initiative this is another case where we have done prior studies comprising the mobility access and pricing studies and are still following that up in terms of the parking price regulation study. in the meantime we have the opportunity to work with the mayors office of economic and workforce development, as the mobility management agency for treasure island to support the land development going on there. that's great to be able to do that as well as the pilot pricing. i will say that what we have seen that these are intricately involved in all transportation studies. the last section quickly, i don't have to say that much because of your remarks; we talked about this being the banner year for the signature project and prop k. everyone of our major capital project is under construction. we are hoping to have eis this spring, and working on the transition of this project; it's been a collaboration with the mta from the very beginning and we are going to hand off the project to the mta for implementation starting with the design and construction phase. -- is much longer and

we're getting to the critical part strategic initiatives and so forth. there's another round of the technical advisor committee for the sstp and related to this goes back to one bay area grant program. we are working with the planning department on the land use transportation strategy . the last 3 things we want to highlight 2 are the neighborhood transportation studies. awarded to the authority. the first one is the mobility study this is looking well the vehicle sharing pilot program is one of the recommendations coming out of the study. transportation working group and many city agencies particularly the department of the health and the heel zone initiative we hosted last month a vehicle sharing workshop. to share experiences community run vehicle sharing programs to give that feedback to the bay view community group who identified that as their top priority this group had six meetings our final meeting on march 12th where the final deliverable will be a draft business plan for a vehicle sharing pilot program to seek discretionary grants. on february

a modification for was to increase the department's proposed staffing allegation, for community initiated surveys and landmark designations in the department's work program in fiscal year, 13/14, we had an fte allocation of 0.05 of an fte and i requested that we increase it and in talking with the historic preservation coordinator tim fly we decided to increase it to 3.15 of an fte in 13, 14, and 14, 15. the second modification request was to identify funding sources and staff time to complete the surveys initiated by the former redevelopment agency and at this time, the development is working with the redevelopment staff to understand what obligations might exist to continue work on these projects. the third modification request was to increase funding and find alternative funding source to pay for the second of the interior interpretations guidebook, again, the department is currently researching other resource to complete that work. with that said, i respectfully request that the planning commission approve the department's proposed 13, 15 budget, so that we can submit it to the mayor'
