i love being in iowa.ear i do a river from river tour where i visit all of our 99 counties every year. as a part of my small business committee this year, we are awarding small business of the week and every one of our 99 counties. i get to hear from small business owners. the incredible leaders all the time. what i hear right now, there are a couple of issues that are concerning. one is inflation. i know all of our small businesses are really feeling that crush of inflation right now. i also hear a lot about overregulation. there are a lot of small businesses that cannot seem to keep up with the regulation that the federal government throws at them all the time and they don't have the expertise in certain areas to manage those regulations. so they are feeling the crush from all angles. we have got to find out how to relieve that pressure on them. niala: overregulation, is there anything in particular that people named a particular pain point? sen. ernst: in iowa, one of the regulations they are concerned

she has initiatives this year to reform regulations in iowa, to restructure iowa government, to reduce the number of agencies, as well as school choice reforms which we will be talking about with the governor. on the tax reforms, as jean mentioned, the governor started her drive in 2018 with cuts to the top income tax rate and corporate tax rate. as jean mentioned, the top individual rate will drop from 8.9% down to just a 3.9% flat tax. on the corporate side, the rate dropped from 12% to 5%. what motivated you or inspired you to do this series of reforms? >> the great thing about republican governors is we are very competitive. chris has challenged me to let me know he is going after that number one spot next year, which means i am going to have to continue to cut taxes for iowans that i have the amazing opportunity to represent. some states cut taxes but did not keep spending in check, and therefore ran into some issues down the line. not only do we want to be competitive, but i also want to make sure we can make investments in priorities that are important to iowans, education, publ

a lot of candidates coming to iowa, talking about education.that is what ron desantis talked about. that's what nikki haley spoke about on her first trip to iowa. i believe donald trump will be talking about education again tonight, as well. it's partly, you know, i think it's what they might think iowa republicans want to hear. that's what our legislature spent the entire year talking about so far. so we'll see what happens. >> kathie, so quickly here, can i ask you, is the discussion of a possible indictment in new york at all topic of discussion there? and does that, in your view, help or hurt a trump candidacy in iowa? >> i don't think it matters to the electorate for the caucuses. a lot of those types of things are, you know, they attribute it to the media or to partisans in the judiciary or the -- you know, those kinds of things. i don't see them as taking that terribly seriously, but, there is a feeling among republicans that trump has too much baggage. and so, you know, this could be just a little part of that they consider to be baggag

it is an added benefit to be back in iowa, today. we might check out a little bit of march madness before i leave this afternoon. it is good to be with you. you started in a great place. when i was governor of indiana, i used to say, we do 2 things well. in this part of the country, we make things and grow thanks. sell them to the world. during my time as governor, indiana was the second or third leading exporting state in agriculture and automotive components. you know and we prosper here in the heartland when we are able to sell our goods around the world. the trump-pence administration, i could not be more proud that not only did we negotiate the largest trade deal in american history usmca, we made it clear that trade must be free and fair and put american workers and farmers first. she covered the iowa caucus. but the question is when questions come out from voters, how does he weigh in -- >> and ron desantis, this is from a source close to the political team, he's been successful because he's best governor. primary voters are less concerned if you have happy coffee with them than if you are authentic and saying what you are going to do. >> i think both things could be true. certainly they're banking on idea that he's a governor with a report and what he's done so far but what he's proposing in this year's legislative session. so that is a big part of the pitch. but the iowa caucus voters as jeff knows, they want to meet you and ask you questions. they do want face time if they feel like they're not getting that, they may move along. you need to be able to engage. but he did get an enthusiastic reception and there is a lot of interest right now. >> and seung min, also an iowan yourself. a lot of iowa at this table. but ron desantis was talking to them. let's listen to his message to voters.

he's heading to iowa. joey: more and more women kind of control the finances especially the purchasing of households and they remember how things were with donald trump and thousand they are now. rachel: they used to be able to go on vacation and put their kids in sports and drive to the events without it hurting the family budget too much. you're absolutely right about that. it also points to the fact that republican women are not obsessed with identity politics. maybe the numbers shift with ron desantis makes an official announcement, but trump clearly leading and strong in that poll. pete: bring in fox news sunday anchor and legal correspondent shannon bream. we're almost officially entering into that season, early speculation state season. what's your take as the field sitting right now? >> it's interesting because as you said, president trump is going back to iowa tomorrow. that is a very important place for anybody hoping to become president or become president again. so he's going to be there doing

iowa. is that a sign that he see desantis as his principa threat in the republican primary? >> you know, not only does donald trump see desantis as the principal threat but i think everybody in the republican party looks at that now that way, you have to se the polling to see tha desantis's distinguished himself as the clear alternative to trump at this point. it is still very early in th process. and that can change. desantis is touring. and maybe he has trouble wit the retail politics once h gets out into other states once people start looking, you know, more on his record education is a big issue her in iowa. the governor can kim reynold pushed her plan for you know basically universal school choice as she calls it and iowa and it helped her wi legislative seats. she was able to get that through, so i think both trump and desantis understand it is top issue for voters here. >> thanks so much for that on the ground perspective, john, have a great time there in iowa now, my political panel

the iowa crowd can be tough.t's your early grade from what you've seen, and what are you going to be looking for with ron desantis to tell you if he's the real deal? >> you know, i think with even i'm looking a little further down the line really at the debates. but first of all, look, iowa is fantastic but i worked for jeb bush in 2016, in march of 2015 we were the front runners. there's a lot of time right now. iowans take their role seriously. they want to talk to you, their pastors, their communities. republicans are going to have the whole state to themselves. democrats won't be having that fist in their primary process. what i'm looking at are the debates. i think when the lights are on, the stage is set. you're going to have 20 million plus viewers on that first debate at least, that's going to tell us a lot. they were impactful in 2016. i think they'll be impactful this time around. >> you mentioned the jeb bush campaign, i was along for the ride as much more brief than you expected it to be. trump went a

he will be in iowa and nevada.arting to get out there. >> martha: here's a look at some of the recent polling. this was towards the end of february. donald trump at 43%. ron desantis at 28%. you talk about the money that has been raised, karl. a lot of the big money has drifted away from the former president. a lot has gone to ron desantis and some other candidates as well. you know, how much does the money matter in a world where so much is based on social media and other ways of reaching voters as we saw in 2016? >> yeah, it matters. you're right. there's other -- it's cheaper because of social media to conduct. you still need to have staff. it's important to have people on the ground in order to organize turnout. iowa is a caucus state, not a primary state. you have to get your supporters to go to a location and vote. it gets to be -- it's quite an enterprise requiring an expenditure of dollars on organization. and to get known unless you're a donald trump and ever know whose you are, you have to still advertise

and central iowa. she has been spending more time here than other candidates. of course others have been visits as well. there are voters who are trump believers who will stick with him, but there is a sense of trump fatigue even among people who proudly voted for the former president back in 2016, even in 2020, there is an inclination that there was time for a new generation of leader. so this is what must be sorted out here. the bottom line of course is will trump move on to a new generation. and talking to republican leaders here, they believe the iowa caucuses could be even more significant than ever before and this is why. if trump wins here, that could c catapult him. and if he does not win here, that could give a sense that the republican party is ready to move on. and as you know in your home state here of iowa, these caucuses are important. the republican voters take a measure of these candidates and for many of them it is starting now. >> jeff zeleny, thank you so much. >>> a spokesperson say
