project. >> -- your balbuena island -- yerba buena island redevelopment project. >> this is a presentation on the draft environmental impact report on the redevelopment project. as you have heard in greater detail in the previous presentations, the proposed project, which will be carried on by the master developer treasure island community of llc would include development on treasure island and near yerba buena island of up to 140,000 square feet of commercial and retail space, up to 100,000 square feet of new office space, adaptive reuse for buildings on treasure island, with up to 311,000 square feet of commercial retail or flex space, 500 hotel rooms, rehabilitation of historic buildings on yerba buena island, new or upgraded public facilities, new or upgraded utilities, 300 acres of park or open space, including shoreline access or cultural uses, new and upgraded streets and public ways, bicycle, transit, and to the facilities, landslide and waters of the sow is for the treasure island sailing center, lan/services for expanded marine and, and a new ferry terminal and intermodal hub. co

i look forward to going to the treasure island music festival every year and the island has surprisingly good acoustics. i think it's very healthy for the social environment out there on the island. also i do represent the san francisco electrical construction industry. i have been intimately involved in the discussions about this project through the mayor's office with attendance in the solar power task force and wind power task force and we are often addressing issues for treasure island. and its importance. we are dealing with a very sizable plot which we don't usually encounter with a project in san francisco so we are really looking to utilize the land for wind power, technologies, and other renewable, clean sources of energy like solar power and energy storage. really thrilled just to be a part of the project and really looking forward to building and installing our new treasure island, thanks. >> thank you. commissioners. nice to see you again. all bloom, i was original founder of treasure island use authority way back when and one of the founding members of the advisory board. i'

if it's not on the island, they are going to have to go off the island to do that. and it will almost certainly drive a car to do that. that's an obvious example of something that we have to be sure that there is the most adequate childcare you have ever seen in a master plan san francisco neighborhood. and that concept is not in this document, although clearly it has an environmental impact. in looking at other such everyday necessaryities, it's really hard to project now looking years down the road how those 18,000 people, what they will need. obviously projects adapt. we can't figure it all out in advance now. and the program that's specified here in terms of square footage of this and that may be adequate or may not. but there's always the opportunity for mid course corrections. these massive projects almost always have a major amendments and new work done 10 to 15 years down the road. i'm sure whoever is in charge of the project at that time can take this into account if we have laid that initial groundwork that tells them to be sure to minimize the needs of re

the transfer of treasure island is a win for san francisco. it is a win for the state of california, a win for the united states navy, and a win for the american taxpayers who paid for this base and all the infrastructure that was here. because of this transfer, the american taxpayer gets fair market value for treasure island. because of this transfer, hundreds of millions of dollars of economic development will flow into the city of san francisco and into this whole area, and because of this transfer, treasure island will bring thousands of great jobs right here. first, as new buildings are built, and then, as this island more and more and this new development becomes an ongoing an integral part to the city of san francisco. for our part, the mayor said the navy is going to get significant rewards by sharing a portion of the revenues, which could in turn be used to make sure that our sailors and marines have the tools that they need to do the mission that they are being sent on. i am incredibly grateful to two fine public servants -- mayor ne

see level is problematic for treasure island. we believe the coastal commission, because this project involves rezoning plan amendment, a discussion of its requirements should have been included. under government code 6560a, it requires a land use as authorized the under programs and general specific uses in the general plan. we think the omission of the coastal commission's involvement is a serious violation. i mentioned before -- [inaudible] tsunami location. not think their response plan respond adequately to that or provide a corporate responses. with respect to the waste water pull the discussion, as you may know, the regional water quality board will permit a new facility, however, there has not been a discussion about the waste reduction, as required under the waste management act of 1999. that plays into the greenhouse discussion. we would like to have a further study on how the greenhouse gases are going to be studied, with respect to waste reduction. may i have one more minute? >> thank you. as you know, -- >> may i hav

the presidio, the hunters point naval shipyard, and treasure island. naval shipyard has long been on the closure list, but the presidio and treasure island came in the late 1980's. first, we fought the closure, and then we accepted our fate and had a transition, and i appreciate the secretary saying that the model a country on how we go forward. the mayor, his leadership has been relentless on behalf of this project. there brown was similarly relentless, and that is why when we had a new president, we were ready. michael, thank you for your leadership. thank you for your work and your leadership as director of drug development of san francisco, because that -- zap worked so hard to make all of this possible. i wanted to make sure that they were recognized, but there are so many other partners who have not been acknowledged, and i associate myself with the remarks made in praise of them. from the beginning of world war ii, treasure island served as a critical base for the united states navy. hunters point, presidio, treasure island -- how proud san fran

in the near future we will be the permit holders for the treasure island treatment plant as that island begins to develop. it is in court condition right now. on a regular basis in experience is failure of equipment. the new plant would be planned and built with development, looking at several different alternatives. that would be the type of thing on a project by project basis where the commission could have proposals for that plant. >> [inaudible] >> yes. including the capital programs. the overall benefits -- >> what will happen on treasure island? there is a lack of clarity sfgov.or[unintelligible] >> we know that we will need two mgd plants. we are trying to time it with the development schedules so that there are people on the island and the corrections system has challenges. those are being addressed through the smaller ones included this year, we are likely to see more. the treatment plant on the island would look to use a natural system. we will look at the different alternatives available and comparisons in the long term. >> what we have discussed here before is the collection
