meaning for areas that israel claims, claim would be part of israel, fine, israel can have settlements there, doesn't mean the world has to accept it. yet, it's to show that israel actually has a peace map. and elsewhere, israel needs to stop expanding settlements. i think this is the kind of message, this would not be sufficient for the palestinians, but it would send the message that the israeli government is serious about doing something costly. we need to engage them on the issue of reform for the palestinians, and reviving palestinian institution reform. they are going through a major, major domestic crisis, one is the p.a. corruption. when 80% of palestinians believe that the government is corrupt. and the government does not really have the standing to engage in some of the concessions or even some of the initiatives that we need to get to a two-state solution. and therefore, i think it's key for the international community to approach the palestinians on a bilateral communication, palestinians and the world to re-prioritize the issue of reform and institution. not one of these
