j.r. stone shows what could be done in oakland that has been done in other cities. >> reporter: three cities that have dealt with gang problems and homicides are listed here, philadelphia, new york and los angeles. we start with philadelphia. they've put strict teen curfews into effect over the last three weeks. you can see some of the video here. violent crime is slightly down but during august the homicide rate dropped by more than 50%. the cost of this program according to some reports is 56 grand per weekend. next, we go to new york city. in the 1990s when crime numbers soared, the former mayor increased the number of police officers by 20%. crime and homicide rates dropped to record lows. he was able to do this in large part to government funding. finally, we go to los angeles, a city with the second highest number of gang members nationwide. they've added thousands of officers to the streets and in 2008, added a program called summer night lights, something that keeps parks and rec centers

reporting live in san francisco, j.r. stone, kron 4 news. >> there is the embarcadero board station. >> right now i am live at beale street and market. right now i am at the embarcadero station. you can see down there the embarcadero station. this is where the bartender and muni trains people. so far it has been very quiet. we have not seen any protesters. so far as it has been very quiet. if you look along here you can see a slow but steady trickle of people were walking down into the station. the story has been, about 4:00 p.m. this place was a madhouse. people were literally running down the sidewalks to get down here. i spoke to a couple of people who said they did not want to get stuck and any problems like there have been over the last couple of weeks. a lot of people did not want to get stuck. there was a mad rush to catch a train about an hour ago. now that has calmed down. we sought a few border police officers with great gear hanging from their belts. they said they have not had any problems or seen any problems. some

j.r. stones standing by he has been at the civic center station all evening what is happening there? >> we could hear some of the siren to the background but the good news right now there have been no arrests and no train delays all night. there were some protesters directly behind me in the 6:00 hour. we showed some of the heated debate between one the protesters and the counter protesters. they have all gone into other areas. i'd sell two or three of them here, there. the plan of coming at a big numbers was some of the people said they had canceled. no majority of them yesterday. but the main news coming from this area is the fact that this has been a very peaceful rally with no arrests made, and no train service interrupted. >> the anti anonymous back lash has started a lot of people gathered online to launch a counter protest. take a lick and a facebook page call commuters take back park. it had people standing and solidarity for the rest of their fellow commuters. they say that commuters ar

j.r. stone is standing by with the latest. we are now starting to see things pick up there? >> things are picking up within the last 15 minutes or so, you can hear some of the sirens directly behind me. this is a true test started marching, they try to go down to the simpson a area where they said the protest would happen. that is where we saw of the officers but they were not allowed in because the civic center station was closed. in the distance you can look often you should be able to see them marching down market street from this civic center location down the street. there is somewhere in the neighborhood of what i would say about 80 or 90 people in that group marching. right here as you look right in front of me, you can see all the different officers that are geared up. a lot of them are barred officers. i talk with the deputy chief earlier this afternoon he says that they easily have between 24 and 37 people on a shift. they have added 75 additional officers and a bottom-line they do not

j.r. stone show several ways that you can get home from work without being inconvenienced by a protest account. >> the protest was a 530 at the bart station. last monday the tempers flared from those that were offset from protesters those that wanted to get home and shove the protesters off the train. from five until 7:30 p.m. on monday all for bart stations downtown were closed at one point keep in mind you have options for this coming monday. take the f line muni bus to the next bart station that run up and down market street unfortunately if a bart station closes, the f line will not stop at the station many you have to catch it at another stop. your best bet is to walk three blocks to groves, an hot on the 49 bus south to 16th and mission where you can catch the bart. another option if you're headed across the bay, take a cab to the bus station on mission and deal, you can board the bus or sign up for cash will carpool and get a ride across the bay. your best bet is to leave work early or to

j.r. stone to lintas live to talk about whether this current injunction is helping to cut down on violence. >> five gang injunctions will be put into place in the coming days according to the officials that i talked with but the big question is what can be done to stop the violence? what can be done so that we do not see more vigil's like this one right here for the three year old. i spent today in north oakland a section of town that has had gained injunctions in the past for 15 people in the past year. you see the safe zones, those 15 people are not allowed in those safe zone overnight and they have restrictions on them in the day and time, five more banks and junctions and the fruitvale area will go and place any day now a judge is set to sign them. i talk with people that have mixed opinions about the success of gang and junctions. >> if you are talking about real banks, those 15 kids were probably replaced by another 15 kids the same day the injunction was in place with you get from that? >
