as president obama and congress work to resolve the standoff over the debt ceiling, jack lou is soundinghe alarm over what could happen if congress doesn't raise the debt ceiling. jack lew early this morning, what was he trying to achieve? >> he had about 15 minutes to make a point on behalf on the administration, and the point really was to bang heads together. quick history less son. i'm talking about raising the debt ceiling, not the government shutdown. the debt ceiling is what i'm talking about. all governments spend more than they take in. this one in particular has to borrow, and they do that by printing money and selling debt to countries around the world. now the problem is there are some politicians who say it really doesn't matter if the debt ceiling isn't raised because the government is still bringing in money anyway through our tax -- >> if they pick and choose. >> if they pick and choose, basically, then things will be fine. jack lew's job, treasury secretary is to go in and say this cannot happen. after next thursday i will have $30 billion in the bank and that's all. and

here's jack lou. >> when we run out, if we were to run out of the ability to borrow, we would be operating on cash and that cash wouldn't last for very long and, we have never crossed that line and congress shouldn't let that happen now. i'm being very careful not to say that i know or anyone knows exactly what happens if we default. one thing everyone agrees on, nothing good comes from it. it only hurts the economy and why, would anyone with want to do that to the american economy when the american people are just recovering from a recession and their resilience is showing through and government frankly should be part of the solution, not the problem. liz: so it is more than just a theoretical possibility right now? >> i obviously believe that congress can act and should act to make it a theoretical possibility. what i can tell you is in the absence of action we're looking at a very real deadline we will not have the ability to borrow money after october 17th and we will run down our cash very quickly view came out with a report today, articulating some of the issues that we would face if

one of the interesting moments for jack lou, the question was asked about october 17.ow hard a date is it? i asked in the context of many of the significant market participants interpreting it. many say it's not rattling the bond market and other markets as significantly as people think. how do you feel the october 17th date should be perceived and interpreted by big investors and, two, the comments made by republicans that they will dig in, should the president come to the table and be willing to negotiate more? >> let me unpack that a little bit. the market is sanguine because they are focused on the shutdown being the immediate situation. october 17, as we get closer you could see the markets rattled. b remember in this december of 2011 when we were debating the debt ceiling the market went down something like 16%. people perceive there will be some kind of last-minute save so the markets aren't going as crazy. i don't know for sure whether october 17 is the final day or not. it's not going to go on a lot longer. what rand paul is saying is irresponsible. the idea t
