jackie ward has more on the extra steps for security and safety. >> reporter: keny, this is where the heart of the pride festival takes place, and people are encouraged not to bring bags. bags larger than 18 by 18 won't be allowed in because of what happened at orlando, and the focus on security is greater than it usually is. the chief said that police forces will be increased 20 to 25% and people can expect to see a lot more uniformed officers. san francisco supervisor scott wiener stressed this must be the biggest and best pride festival that the city has ever seen. >> we need to have the most celebratory and joyous pride that we have ever had before. that is how we will win and that is how we will send a message that nothing is going to get us down. >> reporter: this weekend at civic center plaza, there will be metal detectors and security wands. this is why you are not to bring bags, to ensure that people can get inside. the pride festival will be here on saturday and then the big parade at 10:30 in the morning on sunday. kenny? >> in case of an emergency, is there a case for peop

. >>> the annual pink sanity celebration is underway in san francisco but as jackie ward explains, some changes have been made to this year's event. >> there's a lot to celebrate because as of a few days ago we weren't sure if this event was happening but it is and people are starting to come in and they are decked out. >> this is just perpetual indulgence. the sisters dieded the event was getting too out of control and wasn't safe. but tonight the sisters are taking their party back. [ indiscernible ] there's added security here, too. there's a lot of extra security. partially because of what happened in orlando nearly 2 weeks ago. 25% more police officers are here. 600 plaza and even some gay bars are using in metal detectors and -- the party will actually cost you money this year unlike years past. tickets are $10 to get inside. part of that money will go to security for the event. the rest of the money will go to victims and their families of the orlando shooting. the party goes until 10:00 tonight. >>> bart plans to open early tomorrow for the crowds attending the pride parade. ser

jackie ward is live in palo alto on how the tax works, and what it mines money-wise for business owners jackie? >> reporter: the city council here wants to propose this tax as a general tax, which means it would be a part of the general fund, but they're pitching it as a way to collect money for various transportation projects, some that would result traffic problems. it will also be a local tax, so the city will be able to control out how the money was spent. some polls recently found 2/3 of voters support the measure. that it more than the 50% needed for a general tax to be passed, but it is get something push back from local businesses. financially how would this affect them? businesses with fewer than 10 employees would be exempt. those with 10 to 50 guys would pay $50 per person, and businesses bigger than 50 people would pay $100 per employee. so if this is approved, it will then go to voters in november. >> >>> secretary of state john kerry is in europe today to help sort out the messy divorce between british and european leaders. meanwhile, financial analysts worry that the brex
