jackson lee, for five minutes. ms. jackson lee: i thank the speaker. it saddens me today to rise to pay tribute to the late james lightfoot, pastor of the mount zion missionary baptist church in houston, texas. who lost his life just a few days ago. i am delighted that i had the opportunity to visit pastor lightfoot in his church on their 44th anniversary. it was an exciting time and he looked forward to the celebrating of the 44th year of his pastoral leadership of that great church that he started in 1968. i'm gratified to salute this distinguished gentleman and distinguished american for he used faith in a way of service, not only to his parishioners and those of whom he led as a shepherd, but to those outside those bricks and mortar. he concentrated on the philosophy, on philosophy and ministry. that was his concentration at southwestern seminary. he was -- he completed a master in education at texas southern university. he own as master of divinity from the heist graduate school of theology. a houston graduate in austin presbyterian, the interest

jackson lee: i thank the gentleman. i say to my good friend on the other side of the aisle there could be common ground about the exporting of mineral exploration. many of us would look to this as a positive strategy for creating jobs. i think it is important to say to my friends that in fact this bill is not even coming to the floor of the house today. it is not even going to be debated today. so that is one fracture. if we talk about creating jobs. but another fracture is, of course, that we are substituting this legislation that might, if it was bipartisan, be able to move forward on creating jobs, for wasting time and casting votes and debating on the affordable care act, an act that has already proven it has saved lives, provided coverage for small businesses, exempted businesses under 50 persons, allowing them to have insurance, close the doughnut hole on the prescription drug benefit and save billions of dollars. here in this legislation, of course, one of the challenges that i have even though one would call thi

congress woman jackson lee is among those ki criticizing thew and they say it is those groups that will, poor people and minorities. how do you you counter that criticism of this kind of law? >> well, first of all, shannon, i have been in iraq, i have been in other countries where when they got to vote they were so excited they didn't mind risking their lives standing in line for hours to vote, putting their finger in blue dye to be identified in the face of 8 and a half by 11 flyers around the country that said you vote you die. and yet people are saying gee, it is too inconvenient to get a photo i.d. you have to have it if you want to make an appointment with the attorney general you have to have that photo i.d. or you are not getting in the justice department. i tried. and as we know, you look at the facts, georgia created a requirement for a photo i.d. and in the two elections since they haven't disenfranchised minorities. there has been an increased number of minorities. much more than the percentage of white voters that came out. it didn't disenfranchise anybody. for those who say
